ABOUT THE ORGANIZATION

Action Against Hunger | Action Contre La Faim is one of the leading organization in the fight against hunger worldwide. Founded in 1979, Action Against Hunger is working across 48 countries including Bangladesh. Action Against Hunger begin working in Bangladesh in 2007, following floods in Shariatpur and cyclone Sidr. Since then Action Against Hunger has been working to fight against hunger, undernutrition and responding to humanitarian crisis in Bangladesh with programs in Dhaka, South West and South East parts of Bangladesh.

GENERAL DESCRIPTION OF THE POSITION:

You will contribute to Action Against Hunger scaling up strategy by assisting Bangladesh mission in following ways:

  • Contribute Analysis and follow up the evolution of the food insecurity, market functionality and access in Cox’s Bazar District especially in the project area.
  • To build the capacity local partner staffs for smooth implementation of the cash transfer project.
  • Beneficiary Targeting data base development.
  • To set up monitoring mechanism for the project and regular feedback to management for decision-making.
  • To take care of and support the logistical aspects in order to ensure the smooth implementation of the program.
  • Human resource and financial management.
  • To participate in internal/external coordination meeting and ensure timely reporting on project activities.
MAIN RESPONSIBILITIES:
  • Objective 1: Contribute Analysis and follow up the evolution of the food insecurity, market functionality and access in Cox’s Bazar District especially in the project area.

    • Contribute ongoing context analysis in Cox’s District.
    • Participate in collection and analysis of information on access to food security and livelihood as well as coping mechanism defined and adopted by the population.
    • Give information to the technical department to Dhaka on the impact of living conditions on the population.
    • Liaise with nutrition department and other actors on the ground to gather information related to nutrition indicators and provide recommendation.
    • Participate to the analysis of the population movements and situation to ensure an efficient response to needs.
    • Participate in the organization of food security surveys and evaluations.
    • Prepare TOR and provide due support and/or participate in any external/internal assessments within the programme geographic area if needed.

  • Objective 2: To build the capacity local partner staffs for smooth implementation of the cash transfer project.

    • Organize orientation program for newly recruited project staffs in order to familiarize them with project objectives and activities.
    • Identify strengths and weaknesses of staffs and initiate on job coaching or mentoring for improvement
    • Plan and organize need based training for staff capacity building.
    • Assign task to the project staff in guidance of the Program Coordinator (FSL & DRR) according to their potentials
    • To carry out supportive follow-up and supervision with constructive feedback.
    • Plan and implement appropriate training curriculum for staffs and facilitate/ execute the training program.
    • Define objectives for each of the staff member to reach his/her full potential and achieve the objectives of the program
    • Develop Project Implementation Plan   (PIP), Project Partner Agreement (PPA) for local partners when necessary.
    • Participate in the assessment of the local partners regarding programming whenever needed.

  • Objective 3: Beneficiary targeting database development.

    • Facilitate and guide project team as well as Local Partner’s project team according to the beneficiary selection criteria and cash transfer operational guideline of ACF.
    • Develop or modify the beneficiary targeting guideline and targeting tools with guidance from Program Coordinator (FSL & DRR).
    • Organise orientation course for the staff members on beneficiary targeting process.
    • Develop and preserve a sex and age disaggregated beneficiary database for the project in line with the donor’s guideline.
    • Update the project database in regular and timely manner and keep project management updated about the number of beneficiary.

  • Objective 4: To set up monitoring mechanism for the project and regular feedback to management for decision-making.

    • Develop a M&E plan for this project in collaboration with MEAL team and guidance of senior Program Manager.
    • Develop and set necessary monitoring tools in order to collect information in line with the FSL pillars and core indicators with guidance of Program Coordinator (FSL & DRR) and technical support from HoD, FSL and DRR.
    • Design a monitoring plan and ensure the regular monitoring based on the plan – for example, PDM, FS surveillance etc.
    • Develop and apply project follow-up and supervision tools and ensure that project activities are in right track to meet performance indicators
    • Capacity building of local partners for using different monitoring tools
    • Establish a system for identifying problems and guide the project staffs to get the problems solved
    • Coordinate the day-to-day operations of the project.

  • Objective 5: To take care of and support the logistical aspects in order to ensure the smooth implementation of the program.

    • Ensure the project team follows the logistic procedures.
    • Check and ensure the project team manages to have timely order, procurement and supply of essential commodities and supplies for the programme.
    • Identify the needs and arrange staff orientation on logistics procedures.
    • Ensure liaison with logistics and other support department to get timely support

  • Objective 6: Human resource and financial management.

    • Determine change in staffing needs and assist HR process as per established HR policies.
    • Timely submission of Recruitment Request to HR department to make project staff on board timely
    • Provide facilitation to Local Implementing Partner for timely staff recruitment of project staff as per their staff recruitment policy.
    • Prepare monthly financial projections and share the same in good time with the respective authorities.
    • Manage activity budgets, control expenditures and report on the same to the respective authorities.

  • Objective 7: To participate in internal/external coordination meeting and ensure timely reporting on project activities.

    • Participate in internal meeting including inter departmental coordination.
    • Work on the development of proper coordination and liaison with government, non-government agencies and other stakeholders working in the area.
    • Represent the organization in different meetings with authorities and clusters at field level.
    • Prepare programme reports, donor reports, monthly and programmatic reports as requested by the funding agency.
    • Participate in proposal and concept note writing.
DO YOU FIT REQUESTED PROFILE?
  • You have Master’s degree preferably in Agriculture, Agronomy, Veterinary, Socio Economic, Rural development, Anthropology, Geography, International development.
  • You have minimum 8 years proven work experience in implementing and managing Food security based cash programs or projects in both development and emergency context.
  • You have minimum 5 years’ experience in program management at senior level preferably cash transfer related projects.
  • You have proven experience in project cycle management, especially implementation, monitoring and evaluation.  
  • You have work experience in partnership with a local partner is an added advantage.
  • You have good managerial and leadership skills
  • You have excellent communication, presentation and coordination skills
  • You have ability to set objectives in changing context to reach organization’s goal.
  • You have good command in food security pillars and understanding on acute and chronic food insecurity.

SALARY AND BENEFIT :
  • Gross monthly Salary from BDT 131,000/-;
  • Festival Bonus: 1 month Gross salary every year;
  • Provident Fund: 7.5% of Basic Salary;
  • Performance Bonus: from 30 % to 80% of monthly Gross salary per year vary from performants;
  • End of Contract Benefits - up to 2 months' Gross salary.
  • Medical coverage: 80% hospitalization coverage medical expenses (max limit BDT 120,000 per year).
PAID LEAVE:
  • 18 days of paid annual leaves per year;
  • 10 days of paid casual leaves per year;
  • 14 days of paid sick leaves per year.
