Title of the Work The study to find out the appropriateness of ‘Biofil’ technology as a sanitation option in Rohynga camp in Cox’s Bazar.
Responsibility WASH department of ACF is the lead department to make the study and the consultant will report directly to Head of Department-WASH, ACF.

Introduction Over 671,000 Rohingya refugees have been shifted from Rakhine State of Myanmar to Bangladesh’s south-eastern boarder districts Cox’s Bazar since August 2017. Bangladesh govt. have provided shelter to these refugees in camps at Cox’s Bazar. A number of organizations including govt. department (DPHE), I/NGOs, donors, UN and private are working in camps for providing water supply, sanitation and hygiene facilities to these refugees. A number of sanitation technologies including pit latrines, Biofil toilets and fecal sludge treatment systems have been installed in these camps. These toilets are desludged when it becomes full.Action Against Hunger (ACF), an INGO provided a number of Biofil toilets in these camps most are multi-chambered toilets. Also, ACF provided a number of single chambered Biofil latrines to the hose community at household level. From the previous piloting, the results of Boifil toilets in plain lands at household level was quite promising, but the efficiency and functionality of Biofil toilet in emergency condition has not been assessed yet. Hence, ACF wants to conduct an assessment of Biofil toilet in emergency situation in Rohynga refugee camp at Cox’s Bazar.
2.Objective The objectives of the study would be:
  • Find out the appropriateness of the ‘Biofil’ toilet technology (in terms of technological, social, environmental and economic) in Rohynga camp context at Cox’s Bazar in Bangladesh.
  • Assess the sustainability of Biofil toilet in emergency situation
  • Compare the Biofil toilet over other available technology of the camp.
  • Recommend and suggest for further development.
3.Scope of work and responsibilities There are two types of arrangement of the technology that are single chamber latrine option and multiple chamber latrine option. Some latrine is also installed in host community as well. The consultant will develop a methodology to conduct the study scientifically and share with Action Against Hunger for approval. According to the methodology, the consultant will visit the latrine physically and collect the data accordingly. Secondary information also equal important for comparative study. Some question questionnaire survey, FGD and KII is also suggested for the study.     3.1 Responsibilities of ACF
  • On the first day, after reaching to Cox’s Bazar, the consultant will sit in a meeting with ACF and its partner organizations (if present) to make an effective plan of fieldwork. ACF will ensure the participation of personnel from its local and its partner organization in the meeting.
  • During field work for questionnaire survey, sampling, site visit, KII and FGD, ACF will engage its officials to find out the locations of the toilets, introduce the study team to the community people for questionnaire survey and identify the toilets. ACF colleague will also arrange the FGD at suitable locations and contact with the key informants for taking their interview.
  • In the camp, ACF will be responsible for taking permission from the respective authorities for carrying out field work inside the camp.
  • ACF will engage an interpreter to translate the language of consultant with the host and camp community.
  • In a nut shell, ACF will provide necessary field support to consultant as and when needed to carry out the field work.
3.2 Responsibility and tasks of the Consultant Agency
  • Review of the relevant secondary data – study/survey reports, project reports,
  • The consultant will formulate a comprehensive action plan for conducting this study.
  • Consultant will develop a detail study methodology to conduct the study.
  • The consultant will do the data compilation and analysis and report preparation
  • A power point presentation based on the study
4.Deliverables
  • Submission of draft final report 90 days after signing of agreement
  • Presentation in a sharing/dissemination event at Cox’s Bazar organized by ACF after submission of draft final report
  • Submission of final report within one month after submission of draft final report and after getting feedback from stakeholders.
  • Joint Publication in an international Journal.

 6. Timeline

The total duration of the work would be 120 days. The time count will start from the date of signing of agreement.

The financial proposals part will describe the estimated cost for the assignment hence should be marked properly and should include the name and contact details (address, telephone number, mobile number, and email, bank account details) of the bidder.

  • The financial proposal should be inclusive of all costs required to carry out the assignment. Please submit this amount in one single figure( In total)  with necessary breakdown (If any)
  • Payment will be made in bank transfer on behalf of the bidder’s account information.
  • Payment will be released after the work completion of deliverables & confirmation from ACF.
  • VAT and TAX will be deducted on the total amount based on the government regulation.

We will therefore be selecting the consultant following a two staged evaluation. For the first stage the following criteria will be used for shortlisting.

The shortlisted consultant (or firm) will be then called for an interview and the final contract will be offered upon satisfactory performance.

Validation of the Proposal

All cost should be quoted in Bangladesh Taka (BDT) and will remain valid up to ninety (90) days from the date of proposal submission.  

Required Skill and Experience of the consultant:

Educational Qualification:  This position (Consultant) requires minimum Master’s degree in Environmental Engineering/Civil Engineering preferably with Ph.D. He/she might have specialization in technology assessment with knowledge on Feacal Sludge Management.

Experience: The consultant should have at least 10 years of experience in conducting relevant study or research

Language: Fluency in English

Commitment:

The agency is agreed that during this assignment period he/she will provide sincere support to ACF as per requirement of the needs assessment. This consultancy can be terminated by either party by giving 10 days’ notice period in writing.

Property Rights:

The ownership of the draft and final project proposal belong to the appointing agency. The assessment document will not be shared with anybody except ACF. 

Intellectual Property Rights

All documentation related to the Assignment (whether or not in the course of the evaluator’s duties) shall remain the sole and exclusive property of ACF.
