GENERAL DESCRIPTION OF THE POSITION:

You will contribute to Action Against Hunger scaling up strategy by assisting Bangladesh mission in their development:

  • Co-building and coordinating a strong Monitoring and Evaluation system adapted to the consortium together with the Consortium Coordinator (CC) and Implementing Partners (IP) focal points, develop harmonized data-collection tools adapted to both IPs specificities and consortium requirements (in terms of data disaggregation, etc);
  • Ensuring Consortium’s accountability towards beneficiaries together with Implementing Partners, design accountability minimum standards that need to be implemented by all IPs and Provide technical support to enforce these minimum standards;
  • Strengthening learning and knowledge sharing across Consortium Partners through conducting Focus Group Discussion and Case studies; Organize experience sharing sessions across Implementing Partners; Capture the impact of consortium activities through innovative ways such as video recording, etc;
  • External representation and reporting through being responsible to consolidate every individual Implementing Partners’ reports in one single narrative report on a quarterly basis; also ensure the proper consolidation of all data collected by partners in one singlet master database, and inform the consortium LFA quarterly.
MAIN RESPONSIBILITIES:
  • Ensure the quality of the data through designing and enforcing a regular data-verification process;
  • Propose regular analysis of data collected by IPs in order to inform outputs and outcomes at Consortium level. This includes providing regular maps, dashboard and reports that go beyond the LFA;
  • Provide technical support to IPs in all aspects of the MEAL, with a focus to national partners;
  • Coordinate the monthly MEAL working group at Cox’s level;
  • Design Terms of Reference for External Evaluation of the Consortium and prepare all materials, logistic, etc to support External Evaluation;
  • Support any further assessment/survey that is needed at consortium level.
  • On a regular basis, provide analysis of feedback and complaints received by partners;
  • On a regular basis, provide analysis on the effectivity of those minimum standards at field level, focusing particularly on Core Humanitarian Standards, and provide concrete suggestion and solution on how to increase accountability at Consortium level.
  • Capture the impact of consortium activities through innovative ways such as video recording, etc.;
  • Organize at least one learning workshop during the implementation phase of the project;
  • Work closely with the CC and IP focal points in order to support their advocacy strategy;
  • On a quarterly basis, update activity plan of the consortium in close collaboration with IPs;
  • On demand, perform other reports or analysis to be shared with the donor or external stakeholder;
  • On demand, represent the consortium to donor meetings, trainings or any other meetings with external stakeholder.
DO YOU FIT REQUESTED PROFILE?
  • You hold Master degree in in International relations/Affairs, Humanitarian Affairs, International Development, Public Health, Statistics, Demographics or related areas
  • You Have Strong knowledge in M&E systems in emergency and development contexts;
  • Good knowledge of sampling methods.
  • You have minimum 3 years of proven work experience in direct project management in INGO (planning, monitoring, evaluation of large programs) in humanitarian context, including in a leading position; 
  • You have Minimum 3 years of proven work Experience of working in a busy MEAL department, special preference to work experience in INGO;
  • You have Experience in coordination and liaison of INGOs and donors (especially UN);
  • You have Experience in conducting quantitative and qualitative surveys, assessments and evaluations;
  • You have Hands-on work experience in a Consortium as leading partner will be a plus;
  • You have Experience in working on projects funded by major international donors, with preference for previous experience with DFID;
  • You have Technical background in WASH, Nutrition/health and/or FSL is a plus;
  • You have Strong knowledge in statistics, Strong writing skills, Ability to plan ahead and output oriented (proactive), Practical and problem-solving skills.
  • You have Strong knowledge in database management and statistical treatment;
  • You have Knowledge in teaching methods and in the facilitation of meetings/training sessions / Knowledge of quality control and accountability approaches;
  • You have Experience in conducting internal knowledge building activities
  • Strong diplomatic and coordination skills, Excellent interpersonal skills: strong communication and diplomatic skills also strong analytical skills and ability to handle complex issues;
  • Well organized and ability to deal with multiple priorities;
  • Attention to detail and structured way of approaching tasks (very organized);
  • Ability to adhere to deadlines and respect line management;
  • Ability to travel to rural /remote areas

  • Professional level in writing and speaking ENGLISH.
SALARY AND BENEFIT :
  • Gross monthly Salary from 131’000 to 149’730 upon experience;
  • Festival Bonus: 1 month Gross salary every year;
  • Provident Fund: 7.5% of Basic Salary;
  • Performance Bonus: from 30 % to 80% of monthly Gross salary per year vary from performants;
  • End of Contract Benefits - up to 2 months' Gross salary.
  • Medical coverage: 80% hospitalization coverage medical expenses (max limit BDT 120,000 per year).
PAID LEAVE:
  • 18 days of paid annual leaves per year;
  • 10 days of paid casual leaves per year;
  • 14 days of paid sick leaves per year.
