GENERAL DESCRIPTION OF THE POSITION:
  • The Consortium Finance Manager will be responsible for overseeing the financial performance of the Consortium project funded by DFID as well as administrative, implementation, reporting and technical oversight.
  • The Consortium Finance Manager provides leadership in developing tools for successfully administering a consortium budget and providing financial analysis of the project’s performance to inform decision making processes. As a member of the lead implementing agency, the Consortium Finance Manager will work with finance staff from sub-agreement partner agencies and will oversee the coordination of reporting that adheres to all agencies financial protocols.
  • The Consortium Finance Manager will work closely with the Head of Finance Department to submit accurate, reports in line with Action Against Hunger requirements. facilitate a process for common understanding of project tools (LFA, project narrative and budget) to make sure that project activities is implemented timely and donors guideline is respected throughout the project cycle.
MAIN RESPONSIBILITIES:

FINANCIAL CONTROL:

  • Coordinate the financial aspects of the multi-partner programs in line with DFID requirements;
  • Ensure that financial management systems and records are effective and robust in order to identify and protect the assets and interests of the consortium;
  • Consolidate cash flows, reporting templates, financial plans and amendments throughout the project life;
  • Be finance focal point for ACF leading consortium;
  • Prepare finance monitoring tools for partners;
  • Check partners financial reports;
  • Insure records of all expenses in excel with requirement of SAGA software;
  • Provide technical assistance to partners;
  • Arrange capacity building training for partners.

PARTNER MANAGEMENT:

  • Participate in the process of selecting partners. Provide information on the financial risk analysis as the basis for selection of a partner;
  • Ensure financial and budgetary management in the framework partnership with active partners (agreement etc…);
  • Be proactive on innovative practices in the field of financial control and budgetary management in partnerships;
  • Make liaison with consortium partner & down streaming partner;
  • Provide timely technical assistance to field remotely or on site;
  • Temporary replace Field Finance Managers in case of gap.

BUDGET MANAGEMENT:

  • Prepare budget for ACF for consortium project;
  • Consolidate consortium budget proposals;
  • Prepare monthly BFU of consortium project;
  • Be focal point for FD6 / FD7 audits;
  • Be focal point for donor or external audit.

FINANCIAL REPORTING:

  • Prepare financial report for ACF for consortium project;
  • Prepare donors’ financial reports;
  • Consolidate consortium financial report;
  • Prepare risk tables for audits.
DO YOU FIT REQUESTED PROFILE?
  • Master Degree in Finance or Accounting
  • Minimum 4 years of proven work experience in a finance/accounting role;
  • Minimum 2 years of proven work Experience of working in a busy Finance department, special preference to work experience in INGO;
  • Demonstrated experience in developing and managing large budgets, with preference for previous experience working in a consortium;
  • Experience in working on projects funded by major international donors, with preference for previous experience with DFID;
  • Working experience in collaboration with international and national multi-cultural team.
  • Strong coordination/negotiation skills specifically with the ability to effectively coordinate among other partner organizations;
  • Ability to work towards tight reporting deadlines as required;
  • Experienced, mature, responsible, flexible, self-motivated, interested, and good stress management in tense and difficult environment;
  • Strong analytical, interpersonal, communication and organization skills;
  • Dedicated to Action Against Hunger values and policies;
  • Professional level in writing and speaking ENGLISH.
SALARY AND BENEFIT :
  • Gross monthly Salary from 131’000 to 149’730 BDT upon experience;
  • Festival Bonus: 1 month Gross salary every year;
  • Provident Fund: 7.5% of Basic Salary;
  • Performance Bonus: from 30 % to 80% of monthly Gross salary per year vary from performants;
  • End of Contract Benefits - up to 2 months' Gross salary.
  • Medical coverage: 80% hospitalization coverage medical expenses (max limit BDT 120,000 per year).
PAID LEAVE:
  • 18 days of paid annual leaves per year;
  • 10 days of paid casual leaves per year;
  • 14 days of paid sick leaves per year.
