Program Manager, FSL & DRR Department

JOB SUMMARY:

Program Manager, FSL & DRR Department will be responsible for whole aspects of implementation of Integrated Emergency response and early recovery support program at Teknaf, Maheshkhali, Chakaria, Kutubdia and Ukhia of Cox’s Bazar District. Planning, organizing, monitoring & supervision of the project activities and provide necessary recommendation for improvement.


 

PROJECT DURATION: Till 31 December, 2019 (possibility of extension on fund availability)
MAIN PLACE OF WORK: Cox’s Bazar, Bangladesh

 
DUTIES AND RESPONSIBILITIES:

Objective 1: Contribute Analysis and follow up the evolution of the food insecurity and under nutrition in Cox’s Bazar District.

  • Contribute ongoing context analysis in Cox’s District.
  • Participate in collection and analysis of information on access to food security and livelihood as well as coping mechanism defined and adopted by the population.
  • Give information to the technical department to Dhaka on the impact of living conditions on the population.
  • Participate to the analysis of the population movements and situation to ensure an efficient response to needs.
  • Participate in the organization of food security surveys and evaluations.
  • Prepare TOR and provide due support and/or participate in any external/internal assessments within the programme geographic area if needed.

Objective 2: To build the capacity of the internal and when necessary local partner staffs for smooth implementation of the OFDA project.

  • Organize orientation program for newly recruited project staffs in order to familiarize them with project objectives and activities.
  • Identify strengths and weaknesses of staffs and initiate on job coaching or mentoring for improvement
  • Assign task to the project staff in guidance of the Coordinator according to their potentials
  • To carry out supportive follow-up and supervision with constructive feedback.
  • Plan and implement appropriate training curriculum for staffs and facilitate/ execute the training program.
  • Define objectives for each of the staff member to reach his/her full potential and achieve the objectives of the program
  • Develop Detail Implementation Plan (DIP), Project Partner Agreement (PPA) for local partners when necessary.
  • Participate in the assessment of the local partners regarding programming whenever needed.

Objective  3: Beneficiary Targeting data base development

  • Facilitate and guide project team according to the beneficiary selection criteria.
  • Develop or modify the beneficiary targeting guideline and targeting tools with guidance from Coordinator.
  • Organise orientation course for the staff members on beneficiary targeting process.
  • Develop and preserve a disaggregated beneficiary database for the project in line with the donor’s guideline.
  • Update the project database in regular and timely manner and keep project management updated about the number of beneficiary.

Objective 4: To set up monitoring mechanism for the project and regular feedback to management for decision-making.

  • Develop a monitoring framework for this project in collaboration with MEAL team and guidance of Coordinator.
  • Develop and set necessary monitoring tools in order to collect information in line with the FSL pillars and core indicators with guidance of Coordinator and technical support from DHoD & HoD, FSL and DRR.
  • Design a monitoring plan and ensure the regular monitoring based on the plan – for example, PDM, FS surveillance etc.
  • Develop and apply project follow-up and supervision tools and ensure that project activities are in right track to meet performance indicators
  • Establish a system for identifying problems and guide the project staffs to get the problems solved
  • Coordinate the day-to-day operations of the project.

Objective 5 : To take care of and support the logistical aspects in order to ensure the smooth implementation of the program

  • Ensure the project team follows the logistic procedures.
  • Check and ensure that the project team manages to have timely order, procurement and supply of essential commodities and supplies for the programme.
  • Identify the needs and arrange staff orientation on logistics procedures 

Objective 6 : Human resource and financial management

  • Determine change in staffing needs and assist HR process as per established HR policies.
  • Prepare monthly financial projections and share the same in good time with the respective authorities
  • Manage activity budgets, control expenditures and report on the same to the respective authorities

Objective 7: To participate in internal/external coordination meeting and ensure timely reporting on project activities.

  • Participate in internal meeting including inter departmental coordination.
  • Work on the development of proper coordination and liaison with government, non-government agencies and other stakeholders working in the area.
  • Represent the organization in different meetings with authorities and clusters at the field level.
  • Prepare programme reports, donor reports, monthly and programmatic reports as requested by the funding agency.
  • Participate in proposal and concept note writing.

Objective  8 :           Proactively support ACFs commitments to gender equality, child protection and disability sensitivity

  • Read and ensure a full understanding of ACFs Gender Minimum Standards & Child Protection Policies, asking questions and/or for support when necessary.
  • Implement all work related activities with a gender, disability and child protection lens, taking into account the different needs, concerns and ideas of our staff and beneficiaries.
  • Ensure the incorporation of gender equity principles in all policies and activities.
  • Encourage the participation of all genders in meeting and on committees.
  • Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability.
 
QUALIFICATIONS:
  • Master’s degree in Agricultural science or relevant subject.
  • Minimum 5 years proven professional experience in Food Security & Livelihood (FSL) project, Proven professional experience in USAID funded project implementation, monitoring & evaluation.
  • One-year experience in Emergency response is preferable.
  • Women candidates are especially encouraged to apply.
  • Ability to communicate and build effective working relationships across a diverse group of people and departments.
  • Experience in traditional and modern training methods and post trainings monitoring.
  • Fluency in English.
