Program Manager, Nutrition & Health Department

JOB SUMMARY:

Program Manager, Nutrition and Health Department will be responsible for overall implementation of the Emergency Nutrition project for the refugee camps/settlements of Ukhiya/Teknaf of Cox’s Bazar District. Planning, Budgeting, organizing, training, monitoring & supervision of the project activities and provide necessary recommendation for improvement as well as conceptualization/strategic contribution to the project development with Emergency Nutrition Coordinator/Head of Nutrition Department.


 

PROJECT DURATION: One (1) Year (possibility of extension on fund availability)
MAIN PLACE OF WORK: Cox’s Bazar, Bangladesh

 
DUTIES AND RESPONSIBILITIES:

Objective  1:

Establish and supervise activities in the framework of nutritional projects

The Nutrition and Health Programme Manager is responsible for:

  • Management of the project cycle in nutrition
  • Meeting the objectives of ACF in the centres dealing with malnutrition
  • The quality of the programme for which he/she is responsible

Key activities & responsibilities to achieve this objective:

  • Working with other Nutrition & Health PM and other sectors to analyse needs in the area and propose activities & locations accordingly
  • Formulating project proposals with other sectors with a view to developing shared and integrated approaches
  • Ensuring quality implementation of nutritional packages, including CMAM, BSFP, MNP/IFA supplementation, Nutrition & Health BCC, GMP etc
  • Ensure follow up of SAM beneficiaries who have stagnant/declining weight during SAM treatment, SAM beneficiaries who are absent/defaulted from treatment, and discharged as cured beneficiaries
  • Ensure follow up of SAM cases upon referral SC-OTP and OTP-SC
  • Participating in the preparation and execution of nutritional assessments (provide information to those conducting the study : local geographical, economic, social and anthropological data)
  • Creating and developing a network for the detection and referral  of clients, notably by the use of community mobilisation techniques
  • Preparing timely procurement requests according to BoQ and budgets, monitoring and controlling nutrition stocks & consumption in collaboration with Base Admin, Logistics

 and Field Coordinator

  • Manage and ensure proper utilisation of funds through monitoring budget follow up  and budget forecasting (financial projections) according to the donor proposals, nutrition master budget/BoQ in collaboration with Base Admin, Logistics and Field Coordinator
  • Ensure that the M&E for the nutrition programme is rolled out (according to the MEAL plan), followed and share updates with other Nutrition PMs, program Coordinator and Nutrition & Health Head of Department
  • In line with the policy of ACF as a learning organisation, contributing to capitalisation of good practice, experience, and assessments

Objective  2:

Human Resource Management and staff development

The Nutrition Programme Manager is responsible for:

  • Evaluation of the skill level and technical competence of the ACF teams and local implementing partner
  • Identification of training needs
  • Skills development for ACF colleagues and local implementing partners staff in his/her programme
  • Ensuring the quality of training programmes established for the ACF teams  and local implementing partner
  • Management of his/her teams (leadership, monitoring, motivation....)
  • Determine the HR needs for the implementation of the nutrition activities
  • Taking part in the recruitment of staff in line with HR procedures and in consultation with Field Coordinator and Base Admin/HR
  • Conduct staff appraisals and support DPM/SPO/PO in the implementation of staff appraisals & development of work/action plans
  • Follow up on work/ action plans
  • Identifying the training needs of ACF teams and local implementing partner teams on the basis of assessments and observation in collaboration with Capacity Building PM
  • Organising and carrying out training sessions, On Job training, Mentoring and Supervision in collaboration with Capacity Building PM
  • Organise and lead (in collaboration with DPM) monthly team meetings to identify challenges and track progress in the programme implementation at the different centres and develop action plan and follow up  accordingly
  • Organising and leading meetings with the team and individual staff members, on both a regular and ad hoc basis

Objective 3: Develop and direct operations
The Nutrition and Health Programme Manager is responsible for:

  • Contribute to the ACF Nutrition & Health Strategy development
  • Timely and quality implementation of planned activities within his/her programme and alerting the Field Coordinator and Head of Department to any delays or excessive or under-use of resources
  • Timely and quality reporting, both internal and external, of the activities of his/her programme, together with a critical analysis
  • Identifying and proposing the development of new programmes
  • Writing the nutritional and medical sections of proposals for activities in his/her zone
  • Contribute to the development of the ACF Nutrition Bangladesh strategy, and roll out strategy as required
  • Contributing to the preparation of new project proposals (text, budget, BoQ and HR needs) in collaboration with other Nutrition PMs, other sectors’ PMs, Field Coordinator and Nutrition & health Head of department
  • Ensure accurate and quality monthly reporting (APR narrative and APR quantitative report) and ensure programme reporting by local implementing partners
  • Contribute to donor reporting (frequency according to the donor requirements) by compiling and writing of nutrition narrative on progress while ensuring accurate data
  • Presenting the nutrition programme to partners (the authorities, donors etc)

Objective 4: Proactively support ACF’s commitments to gender equality, child protection and disability sensitivity

  • Read and ensure a full understanding of ACFs Gender Minimum Standards & Child Protection Policies, asking questions and/or for support when necessary
  • Implement all work related activities with a gender, disability and child protection lens, taking into account the different needs, concerns and ideas of our staff and beneficiaries
  • Ensure the incorporation of gender equity principles in all policies and activities
  • Encourage the participation of all genders in meeting and on committees
  • Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability.

 
QUALIFICATIONS:
  • Master’s in any subject, MPH/masters of nutrition is preferred.
  • Minimum 5 years of work experience among which 2 years of proven experience in Nutrition Program Management
  • Hands-on experience in Budget development, proposal writing and reporting.
  • Ability to communicate and build effective working relationships across a diverse group of people and departments.
  • Good Analytical Skill and practical experiences in Nutrition Interventions and Project Management cycle. 
  • Experience in training facilitation.
  • Fluency in English.
