Projected employment cycle: November 25, 2024, through June 24, 2026, managed through a 1-year employment contract with optional extensions.

The Monitoring, Evaluation, Learning, and GIS Coordinator (MEL & GIS Coordinator) will be responsible for supporting the development and operationalization of the MEL and GIS Systems of the Livestock and Nutrition Activity. The incumbent will contribute to the development and operationalizing of MEL systems at the program and partner level, and compile evidence for performance management and reporting. Moreover, the MEL & GIS Coordinator will implement GIS best practices for geospatial analytics, geocoding to support program activities, and GIS data visualizations at the activity level under the supervision of the MEL Director.

The MEL & GIS Coordinator will also contribute to operationalizing the ongoing Collaborating, Learning, and Adaptation (CLA) initiatives of the Activity by capturing learning and success stories, compiling program evidence, lessons learned, and best practices coordinating with regional teams and partners. S/he will also be responsible for contributing to the data-driven decision support system by adopting innovative approaches in data analysis and visualization and producing high-quality reports and knowledge products. Contributing to developing study protocols and implementing annual performance surveys, mid-term evaluations, and other studies will be other responsibilities of the MEL Coordinator.

The MEL & GIS Coordinator will work closely with regional MEL Coordinators, MIS Specialists, Program Team Leads, MSD teams, and Grants managers, in program implementation and partnership management.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • MEL System Design and Implementation
  • Oversee the implementation of the MEL system at both program and partner levels, ensuring consistent data collection, analysis, and contributions to quarterly and annual reporting.
  • Assess program goals and strategies, identify data requirements, design data collection tools and guidelines, and coordinate data collection.
  • Support in designing and implementing performance measurement systems for private sector partners aligning the systemic change measurement protocol.
  • Collaborate with program staff and partners to capture MEL system insights and provide recommendations for system improvements.
  • Identify key control points and help establish feedback mechanisms that enhance accountability, transparency, and MEL system efficiency.
  • Contributes to developing study protocols, reviews of annual survey methodologies and tools contributes to sampling design and questionnaire preparation and provides technical support throughout the survey process.
  • Program coordination and partnership support
  • Provide technical support in activity design, and partnership co-creation to private sector partners and MSME grantees to ensure efficient program implementation. 
  • Contribute to improving program and service quality by examining compliance, monitoring implementation, and initiating innovative strategies and solutions.
  • Work closely with the MSD team and grants team, especially in reviewing milestone documents, initiating data validation, and assisting in milestone certification.
  • Develop and maintain a milestone tracker for tracking milestone submission dates for grantees, monitor progress, and follow up to ensure timely milestone certification.
  • Assist programs and partners in building capacity on MEL tools, data collection, analysis, and data submission, ensuring adherence to data quality standards.
  • Ensure data quality assurance (DQA) systems implementation
  • Assist in developing and implementing the internal data quality assessment (IDQA) protocol across program and partner levels.
  • Conduct periodic IDQA at regional and partner levels to evaluate the validity, reliability, integrity, and timeliness of reported data, and adjust as needed based on audit findings.
  • Collaborate with partners and the regional team to ensure accurate and timely data reporting following standard operating procedures.
  • Review and monitor data within the MIS, identify areas for improvement, and collaborate with MIS Specialists to enhance data management to minimize data quality risks.
  • Support the establishment of data confidentiality protocols and ensure data integrity across all communication levels.
  • MEL Data Analysis and report preparation for management decision support
  • Analyze monitoring and annual survey data, summarize findings to assist in the preparation of quarterly, annual, and other special reports, and extrapolate findings to report on indicator progress.
  • Analyze progress on key performance indicators and annual work plan targets, assisting in drafting quarterly, annual, and other special reports.
  • Conduct supplementary data analysis to provide additional insights for management decision support and knowledge management.
  • Review and monitor data in the MIS, identify areas for adjustment, and work closely with MIS Specialists to improve the efficiency of data management, analysis, and visualization in the Dashboard.
  • GIS data collection, geospatial analysis, and mapping
  • Develop tools for collecting spatial and non-spatial data, coordinate GPS data collection, analyze geospatial data, and create digital maps for visualization, ensuring data accuracy and consistency.
  • Design, implement, and update GIS databases for MEL data, maintaining data integrity and supporting efficient data management and visualization in coordination with MIS specialists.
  • Generate standard and custom maps, analyze spatial and non-spatial data, and provide insights into program reporting and management decision-making.
  • Work with program and partner staff to enhance GIS understanding, facilitate training in GIS tools, and support other departments with standardized mapping and data sharing.
  • Collaboration, learning, and adapting (CLA)
  • Contribute to developing and updating learning agendas, acting for learning question validation, and preparing learning reports.
  • Initiate research within the MEL framework by developing research questions and hypotheses, designing research methodologies, collecting data, and preparing reports with findings and recommendations.
  • Foster internal and external collaboration to gather evidence-based program learning, compile best practices, and contribute to synthesizing insights into learning reports and other knowledge products.
  • Exercise adaptive learning culture by exploring new ideas and innovative approaches in MEL system implementation, documenting experiences, and presenting learning summaries to internal and external stakeholders.

QUALIFICATION REQUIREMENTS:

  • Bachelor’s degree or higher in a relevant field (such as Urban and Rural Planning, Geography or Geographic Information Systems, Economics, Sociology, Statistics, Business Administration, Development Studies, Agriculture, or other related fields).
  • A minimum of 6 years of working experience in USAID’s standard MEL system with significant GIS engagement, preferably in market systems development and/or food security programs.
  • Experience in MEL system implementation, data quality assurance, and partnership management within a private sector engagement program.  

Required Skills and Competencies:

  • Proficiency in statistical analysis using SPSS or STATA, along with strong skills in Microsoft Office applications (Excel, Word, PowerPoint, and Access).
  • Hands-on experience and formal training in GIS data collection, geospatial analysis, and data visualization using tools like ArcGIS or QGIS.
  • Extensive knowledge of Collaboration, Learning, and Adapting (CLA) principles, tools, and processes within market systems and/or food security contexts.
  • Demonstrated ability to produce high-quality reports, document learning and best practices, case studies, and other knowledge products.
  • Commitment to gender mainstreaming and experience in empowering women in agricultural programs.
  • Excellent interpersonal and communication skills, and strong negotiation skills.
