Overview:
ACDI/VOCA is currently implementing the $20.5 million, five-year Feed the Future Livestock and Nutrition Activity in Bangladesh funded by the United States Agency for International Development (USAID). The Livestock and Nutrition Activity aims to sustainably increase livestock productivity, marketability, and consumption of livestock products to improve nutrition and incomes for one million livestock producing households and firms in the 23 target districts in Bangladesh's Zone of Influence and Zone of Resilience. To achieve this level of scale and ambitious results ACDI/VOCA uses an integrated community-based development and inclusive market systems approach and co-creates solutions with communities and public and private sector actors, effectively leveraging their resources, technologies, and expertise.

JOB SUMMARY:
The “Activity Lead-Public Private Initiative” will be the focal point for coordination with all the government agencies related to livestock sector in Bangladesh, other multilateral agencies and donors supported program. The PPI Lead will work across the project team with market system development lead and other regional and thematic team leads to ensure complementarity from public agencies and support for private sector engagement in all aspects of livestock sector development.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
In collaboration with relevant government agencies this position will-
- Facilitate the formation of associations to address barriers to commercialization of critical feed or other technology resources.
- Facilitate scalable regenerative and mixed forage production systems with DLS farms, private sectors and farming communities.
- Facilitate climate smart forage and agroforestry seed systems with seed associations, DLS and private companies.
- Facilitate digitalization of Artificial Insemination (AI) tracking system at scale with DLS and private AI service providers
- Facilitate disease surveillance systems through the One Health community initiative with DLS epidemiology unit and one health institute.
- Facilitate Livestock insurance products and systems in collaboration with other development partners.
- Identify technical need and facilitate the support to improve the vaccine quality and quantity such as LSD, FMD and PPR
- Facilitate coordination committee between key public agencies to ensure smooth handover of credible vaccine seed and production of vaccines for livestock farmers under strict standard operating practice (SOP).
- Organize and deploy technical Support to LRI to maintain proper process and step to produce vaccine for commercialization to make available of vaccine to farmers.
- Identify GHG measurement process and link with private partners to incorporate process to reduce GHG emission through their products-feed, additives, feed formulation process, etc.
- Facilitate to Joint work on quantification of GHG and measure impact of Activity intervention on GHG emission reduction in LAN area. Submit report to Activity and donor as required
- Explore if relevant agencies can take part on need base research under grants support which can support public and private sectors.
- Maintain positive working relationships with networks of market actors, especially those linked to livestock market system actors and the Department of Livestock Services (DLS)
Coordination and collaboration activity with other organizations and projects as appropriate
- Conduct regular field visits to observe, support, discuss and share learnings as needed
- Coordinate closely with the MEL unit to ensure adequate project monitoring, documentation and reporting and provide strategic support on CLA to the Activity MEL and communications teams
QUALIFICATION:
EDUCATION and/or EXPERIENCE:
- Bachelors and Master’s degree in veterinary education, development studies, agribusiness, economics, business administration or related area
- 8 years of experience leading market systems or value chain focused development programs or portfolios, primarily in facilitating and co-creating market-based solutions with public and private actors
- Experience in livestock market system will be an added advantage
- Prior experience with USAID or other donor funded projects is preferred, with an understanding of the procedures, policies and reporting requirements.
- Proven experience in multi-stakeholder engagement through consultations, bringing together diverse players around shared issues, constraints and assessments.
- Demonstrated supervisory experience with teams and professional groups in a cross-cultural environment
- Demonstrated ability to work collaboratively with multiple stakeholders, including government officials, private sector actors, financial institutions, project staff, and/or donor agencies.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Strong analytical skills, including ability to gather and analyze a variety of information and develop appropriate recommendations for action
- Ability to negotiate, advise and resolve issues that are highly complex and sensitive in nature
- Ability to communicate effectively with persons on all levels both inside and outside the organization
- Strong written communication skills, including demonstrated ability to write required documents in a clear, concise, well-organized manner in both English and Bangla
- Awareness, sensitivity, and understanding of cross-cultural issues particularly in representing a US-based organization
- Ability to work in partnership with local communities, Government and private livestock companies and institutions, market system actors and financial institutions as appropriate
- Ability to work effectively in an atmosphere of multiple projects, shifting priorities, and under deadline pressure
- Proven ability to successfully manage a team of diverse individuals. Strong mentoring and team-building skills. Team player and able to work independently.
- Ability to travel within and outside Bangladesh as needed.
