The Bangladesh Climate Smart Livestock (BCSL) project, funded by the United States Department of Agriculture (USDA) and implemented by ACDI/VOCA, is a five-year initiative spanning from October 2023 to September 2028. It aims to enhance the resilience and productivity of Bangladesh's livestock sector amidst climatic adversities.
The project adopts a climate-smart market systems development approach to improve access to knowledge, services, and markets for small-holder farmers. It emphasizes the adoption of cost-effective climate-smart agriculture technologies and practices, targeting improvements in farm productivity, reduction of greenhouse gas emissions, and supporting government climate goals. This initiative builds on ACDI/VOCA's extensive experience and strong relationships within Bangladesh's livestock sector.

The Procurement & Logistics Coordinator is responsible for managing and executing procurement associated with the project’s operational activities and handling all logistical coordination in the program. He/she will prepare and process requisitions, purchase orders and contracts for materials, supplies, lease contracts, and services. The Procurement & Logistic Coordinator will also assist with ensuring proper management of office property including equipment, and supplies
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Procurement
- Manage overall procurement process including:
- Prepare overall procurement packages for ADCI/VOCA Bangladesh Climate Smart Livestock (procurement requisition form, quote collection, negotiation memos, best value matrices, etc.), for goods and services in compliance with ACDI/VOCA policies and procedures and USDA regulations.
- Develop and maintain a list of vendors to ensure competitive prices and offers; issue RFQ/RFPs, request quotes, summarize and provide suggestions on received offers, quotations or bids in accordance with ACDI/VOCA Procurement Policies and Procedures.
- Maintain all procurement documents in an auditable, organized, and orderly manner for easy and quick tracking and identification of information.
- Liaise with technical team leads on procurement timeframes to ensure timely planning and alignment of goods/services with project activities.
- Oversees and coordinates planning and arrangements of on-site and off-site meetings, conferences, and workshops.
- Ensure smooth logistics of large events and directly assist with the logistics of meetings and events as directed.
- Coordinate with the finance team to ensure timely processing of vendor invoices by providing supporting documents.
- Lead all communication with vendors to respond to inquiries and resolve issues and monitoring.
- Assist with the development and maintenance of systems to ensure the effective delivery of the service including liaison with IT, Finance and Field Admin & Finance officer.
- Assist and partly supervise Admin and Accounting Coordinators of field offices on overall procurement, give decisions on procurement related issues and other procurement related tasks.
- Lead all regular procurement of goods and services, consultancy, office equipment and upload the final documents to SharePoint. Take approval from Director of Finance and Admin, Chief of Party (COP) and HQ on different procurement issues and regularly maintain HQ Communication on procurement.
- Prepare MOU or Agreement with hotels for accommodation, airlines agreement, agreement with mobile money financial institute, Life and Health insurance, Rent-A-Car Service and other related tasks.
Logistics/Administration:
- Provide administration support to ensure smooth implementation of project activities.
- Partly supervise Accounts and Admin Coordinators of field offices on asset allocation, asset maintenance, give decisions on admin related issues, meeting and workshops and other admin and procurement related tasks.
- Maintains a calendar for recurring bills, prepares payments and submits to finance for settlement. These may include security, rent for various premises, telephone and internet subscription bills, office cleaning, stationery, hotel bookings, vehicle service and repairs, etc.
- Conducts proper warehousing and storage of office inventory on a regular basis. Responsible for issuance of equipment and tagging/recording.
- Assists in general records management, including filing of service contracts for vendors and copies of purchase orders.
- Manages project travels in that include dissemination of logistics information.
- Facilitates meetings and conferences that include reservation of rooms, transport, organizing for snacks and ensuring conference materials are available.
- Ensures adequate stock of office supplies. Oversees maintenance of office equipment such as photocopiers and scanners and ensure repairs are made in a timely fashion.
- Custodian of petty cash for small procurements, prepare vouchers time to time & ledger for reimbursement
- Ensure policy and compliance on field operations issues in communication with COP, Director Finance and Admin and HQ.
- Liaise with external vendors about their payments.
- Liaise with relevant parties (internal and external) to obtain visa or extension of visa or related task for local staff and volunteers.
- Oversee overall leases and other agreements and initiate renewal/fresh selection through timely negotiation with the landlords and vendors.
- Ensure that all assets are properly recorded in the inventory register and conduct regular inventory of all office equipment.
- Verify periodically store balance and check with the register.
- Update asset database on SharePoint and share with Director Finance and Admin, COP and HQ.
- Coordinate all logistical arrangements for international visitors, international volunteers, consultants, and HQ/regional staff.
- Ensure hotel reservations, airport pick up and drop off, local transportation, creating welcome kits, etc.
- Schedule car for local, HQ, regional and consultant visitors for their official country visits and supervise the driver by assigning his duties.
- Organize and plan different events, workshops, meetings, seminars anywhere in Bangladesh as per project need.
QUALIFICATION REQUIREMENTS:
Educational Background and Experience:
- Bachelor's/university degree, preferably in international development, administration or other related discipline.
- Minimum of three years of procurement or logistics-related experience preferably with an International NGO or an international organization providing development assistance.
- Demonstrated understanding of and experience with USAID’s procurement and contracting policies and procedures.
Required Skills and Competencies:
- Strong analytical skills, including ability to gather and analyze a variety of information pertaining to issues and to develop appropriate recommendations for action.
- Ability to communicate effectively with people on all levels both inside and outside the company on issues that could be complex or sensitive in nature.
- Strong written communication skills, including demonstrated ability to write required documents in a clear, concise, well-organized manner.
- Ability to exercise appropriate judgment and tact while protecting confidential information.
- Proven ability to effectively use databases, spreadsheets, word processing, and position-specific software.
- Excellent interpersonal skills as necessary to work effectively with people on all levels both inside and outside the company. Awareness, sensitivity, and understanding of cross-cultural issues particularly in representing a US-based agency.
- Strong attention to detail.
- Strong written and oral communication ability in English.
