Accounts Officer, Payroll  

ACDI/VOCA is currently looking for Accounts Officer, Payroll, based in Dhaka Office, for the USAID-funded Feed the Future Bangladesh Rice and Diversified Crops (RDC) Activity. The activity is a five-year primary mechanism to support productivity and market systems development under USAID/Bangladesh’s FTF strategy, with the objective of improved food security through systemic changes that increase rural incomes and – via increased incomes, including women’s income, and incentivized crop diversification – to improved nutrition. USAID/Bangladesh’s new Rice and Diversified Crops (RDC) activity will foster growth and reduce poverty through improving the competitiveness, inclusiveness, and resilience of rice and other selected crops in the FTF Zone of Influence (ZOI) to the benefit of large numbers of men and women and their families in rural households, farms, and market systems

The Accounts Officer, Payroll is responsible for payroll related accounting task including calculation of monthly payroll, payroll tax and prepare payment requests as per needs.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Implementing and applying accounting systems, policies and procedures, financial controls, accounting standards and records.
    • Assists Accounts Manager in maintaining up-to date books of accounts for the project.
    • Review timesheets and flag discrepancies and corrections if needed to the Accounts Manager and DFA.
    • Review the leave tracker is consistent and accurate as per the timesheet.
    • Maintain bonus payment tracker for RDC staff with Accounts Manager’s assistance
    • Prepare Payroll calculation, Income tax & rebate calculation for monthly payroll payments.
    • Responsible as a backup local administrator to the Unanet system
    • Prepare the monthly allowance for staff.
    • Calculate and keep records of ACDI/VOCA employees provident fund account.
    • Complete monthly accruals, true-up accrued vacation & accrued severance pay.
    • Review final settlement payments for staff and ensure all appropriate support documents are enclosed with final payment request voucher.
    • Coordinate with current and new staff for updating payroll bank details.
    • Ensure payroll related entries recorded in the QB are reconciled with the hard copy vouchers which are duly scanned onto SP and filed. Inform the Accounts Manager/DFA if any discrepancies or errors occur for further corrective measures.
    • Coordinate with Field office for any financial document movement.
    • Flag and report immediately on any weakness or irregularities related to financial procedures in the activity in writing with document evidence to the Accounts Manager and/or Director Finance and Administration.
    • Assist the Accounts Manager to submit ACDI/VOCA annual, half-yearly and quarterly income tax return to NBR.
    • Prepare PF contribution receipt and payment voucher for AV staff (LPIN and RDC)
    • Prepare vouchers using proper accounts code, work order, job code and class code with appropriate narrations and numbering them chronologically for adjustment or reimbursement.
    • Prepare Tax Challan and deposit to Govt Treasury. Prepare monthly Tax reporting for staff Payroll.
    • Prepare PF contribution receipt voucher and Disbursement vouchers for both projects.
    • Scan and upload all the vouchers and supporting documents on ACDI/VOCA share point. 
    • Maintain confidentiality and all decorum as per code of conduct of ACDI/VOCA.
    • Assist Accounts Manager in any audit related tasks and ensure financial files are audit ready.
    • Performs all travel advance reconciliations on a regular basis.

Any other work or assignment as arises for job accomplishment.

KNOWLEDGE SKILLS AND ABILITIES:

  • Strong knowledge of USAID and host government regulations, source and nationality waivers, and GAAP.
  • Strong analytical, organizational, research, and problem-solving skills.
  • Accuracy and attention to detail.
  • Ability to communicate effectively with persons on all levels both inside and outside the company on issues that could be complex or sensitive in nature.
  • Strong written communication skills, including demonstrated ability to write required documents in a clear, concise, well-organized manner.
  • Advanced knowledge of Microsoft Office Word, Excel, QuickBooks and other relevant computer applications.
  • Ability to work with minimal guidance and manage priorities and work flow.
  • Versatility, flexibility, and ability to work under tight deadlines with changing priorities.
  • Proven customer service and relationship-building skills. Demonstrable ability to work in a team. Good interpersonal skills.
  • Ability to travel as required.
  • Fluency in Bangla and English, both written and oral.

EDUCATION AND EXPERIENCE REQUIREMENTS:

  • Bachelor’s Degree in Accounting from an accredited institution.  
  • 3 years’ relevant experience in accounting with any international development organization, experienced on payroll calculation and income tax rules.
  • Working experience in the relevant field with USAID funded project having considerable knowledge on USAID regulations.
  • Equivalent combination of education and experience.
