The Opportunity

Abt Gobal seeks a qualified Technical Field Officer (TFO) for the Feed the Future Bangladesh Nutrition Activity (BNA). This is a full-time position based at an assigned district or sub-district withing Khulna, Barishal, and Sylhet divisions. The position reports to the Food Systems and Field Operations Technical Lead in Dhaka.  

BNA contributes to improvements in nutrition outcomes of household members, with an emphasis on children under the age of five, pregnant and lactating women, and adolescents (girls and boys) in the country’s Feed the Future (FTF) zone of influence (ZOI) and the Zone of Resilience (ZOR). Three results underwrite this goal: 1) consumption of nutritious, diverse, safe, and balanced diets by households; 2) social and economic empowerment of women and social empowerment of adolescents; and 3) adoption of improved water, sanitation, and hygiene (WASH) practices. We integrate a strong focus on gender equality and social inclusion (GESI) across all three of these result areas. We apply a combination of Market Systems Development (MSD) and Social Behavior Change (SBC) approaches to achieve our goals. 

The Technical Field Officer (TFO) will work with Technical Field Coordinators and oversee the implementation of Nutrition-sensitive, Access to safe water, and Improved Sanitation and Hygiene (WASH) interventions across the three above mentioned result areas. These activities will be conducted in collaboration with BNA's Implementing Partners, Sub-awardees, as well as Private and Public sector partners under Results 1, 2 and 3. The TFO will report to the Food Systems and Field Operations Technical Lead. 

Key Roles and Responsibilities: 

  • Participate in monthly workplan development of BNA's Implementing Partners, Sub-awardees, and Grantees. Provide guidance and assistance to ensure that monthly work plans are in alignment with BNA’s annual work plan and help achieve milestone deliverables. 
  • Oversee implementation of the approved work plan by Implementing Partners, Sub-awardees, and Grantees. Ensure adherence to program strategy, quality, and compliance.  
  • Track progress in the execution of monthly work plans. Effectively communicate any deviations to Implementing Partners, Sub-awardees, and Grantees. Support timely resolution of issues, thereby contributing to the successful completion of work plan activities.  
    Facilitate necessary training to enhance the competencies of BNA's Implementing Partners, Sub-awardees, and Grantees as needed.   
  • Establish and maintain strong liaison with local stakeholders of BNA, including government departments, educational institutes, and NGOs, as well as beneficiaries. Establish rapport, gather feedback, and identify opportunities for adapting and strengthening collaborative initiatives.   
  • Support BNA's Technical Leads by offering field insights, furnishing contextually relevant information from the local perspective, and contribute to the design of new interventions.  
  • Prepare and submit monthly reports providing insights on the impact, administrative and programmatic challenges and recommendations for enhancing technical areas.  
  • Coordinate with BNA’s Technical Field Coordinators and Food Systems and Field Operations Technical Lead and organize monthly review meetings with Implementing Partners, Sub-awardees, and Grantees.   
  • Contribute to the preparation of quarterly, annual reports and updates for USAID.  
  • Other duties as required. 

Qualifications and Skills:  

  • At a minimum a bachelor’s degree or post graduate training in Environmental science, Civil/ Water engineering, Social Sciences and Business studies or a related field.  
  • At least 2 years of experience in Water, Sanitation and Hygiene (WASH) and Community engagement. Includes working with local government officials (DPHE, LGED, Union Parishad, City Corporations and Municipalities) and civil society organizations.  
  • Ability to work as part of multiple teams, delivering high quality work under pressure and meeting deadlines.   
  • Strong project tasks and budget management skills.   
  • Sensitivity to cultural, gender, and social issues related to WASH, and ability to work collaboratively with diverse communities.  
  • Experience in monitoring to ensure quality control, conducting assessments and surveys related to WASH issues.  
  • Excellent writing, organizational, interpersonal communication, and computer skills.   
  • Experience with USAID-funded programs.  
  • Verbal and written fluency in English.
