Terms of Reference (TOR) of the Consultant for Updating Training Curriculum on Postpartum Family Planning (PPFP)

REQUEST FOR CONSULTANCY SERVICES

Background:

Jhpiego is an international, non-profit health organization affiliated of Johns Hopkins University. It has been working in Bangladesh in 1977. Since 2006, Jhpiego has emphasized integrated reproductive, maternal, newborn and child health (RMNCH) and Family Planning (FP) programming in Bangladesh and works with health experts, governments and community leaders to provide high-quality health care for their people.

The Government of Bangladesh has been implementing PPFP interventions in Bangladesh since 2002 developed a national plan of action for PPFP in 2015 and incorporated into various operational plans (OPs) in Bangladesh’s 4thHealth, Population, and Nutrition Sector Programme Implementation Plan (PIP). Under leadership of Clinical Contraception Services Delivery Program (CCSDP) of Director General of Family Planning (DGFP), a training curriculum was developed in 2010. Recently, CCSDP decided to update the curriculum following competency based training approach reflecting global technical updates and evidence based best practices. Under the project titled “Accelerating Access to Postpartum Family Planning in Bangladesh” Jhpiego would like to provide technical assistance to CCSDP for updating the curricula (Trainer’s Guide and Participant’s Handbook) engaging a national level expert in this field.

Qualifications

Educational Requirements: MBBS with MPH from any recognized university/ institutions

Additional Requirements

  • Minimum 10 years of working experience on maternal health / family planning.
  • Strong understanding of current national health system and sector programs of Bangladesh.
  • Updated knowledge on global technical updates on SRHR.
  • Experience of capacity building activities focusing clinical contraception- competency based training curriculum development, TOT and cascade training conduction etc.
  • Working experience with PPFP program will add value.
  • Strong commitment for accomplishment of assigned tasks within the time frame.

Scope of work

Consultant would be working under guidance of the a review committee (review committee will be formed by the national level program managers, experts and representatives from DGFP, DGHS, DGNM, development partners working with PPFP ) for updating the PPFP training curriculum. S/he would accomplished the following activities as part of assignment.

  • Document review- existing PPFP training curriculum guideline, competency-based training (CBT) manual, global technical update, PPFP strategy/ action plan, maternal health strategy, HPNSP documents, national health and population policy etc.
  • Develop layout of PPFP training curriculum – Trainer’s guide and participant’s handbook addressing national policies, programs, CBT approach and global technical updates. Some new sessions would be included, e.g.- facility readiness for PPFP, PPFP instrument and commodity kit box, imprest fund management, PPFP data management/ documentation, circulars related to PPFP (as appendices), PPFP during COVID-19 pandemic, Shuddhyachar etc.
  • Share (key points of) the updated curriculum with the review committee and obtain comments and recommendation from the committee members to prepare the updated draft of the curriculum for field-testing
  • Organize field testing through conducting a PPFP training course for doctors at training an appropriate training center located in Dhaka using the draft curriculum.
  • Document feedback, observation, comments, recommendation from the participants, session facilitators, organizers and monitors.
  • Prepare the final draft of the training manual as per lessons learned from field testing.
  • Share the final draft of training curriculum with the review committee. Address comments and recommendations of the committee, if any.
  • Submit of final version of training curriculum.
