Since 1977, Jhpiego has been working in Bangladesh in partnership with health experts, MoH&FW, national/international NGOs, and community leaders to provide high-quality health care for their people. Jhpiego develops strategies to help countries care for themselves by training competent health care workers, strengthening health systems and improving delivery of care for the world’s most vulnerable populations. Jhpiego provides technical support for strengthening health system in the area of maternal & child health and Family Planning to increase access to high-quality health care to improve health outcomes and save the lives of women and their children.  Jhpiego’s support to Bangladesh has been expanded to other areas such as- postpartum family planning, quality improvement, policy advocacy and research.

 

Position: Team Leader, Animal Health

Job Context

  • Position Reports to: Technical Director
  • Location: Dhaka, Bangladesh

The Team Leader, Animal Health will provide expert guidance, leadership and support in the area of antimicrobial-resistant (AMR) and antimicrobial-usage (AMU) surveillance in food animals. S/he will develop collaborative relationships with stakeholders including government officials and non-governmental stakeholders and will ensure that animal health project outputs are met as per timeline and within budget. The upcoming UK government-funded health project aims to address critical gaps in surveillance of antimicrobial-resistant (AMR) bacteria in Bangladesh. The project will operate over a three-year period.

Job Responsibilities

  • Design strategies leveraging global best practices along with Technical Director and Advisor, and lead the formulation of innovative approaches for greater impact, institutionalization, and scale up of successful AMR and AMU surveillance in food animals
  • Oversee efforts to provide mentoring and capacity building at the individual and organizational level in AMR and AMU surveillance in food animals
  • Support the customization, roll-out, adoption, and effective use of financial reporting and management tools and systems
  • Provide technical oversight and strategic direction for the project’s technical assistance efforts
  • Establish and implement a system to ensure technical quality and fidelity across target provinces and districts
  • Inform the design and execution of data quality assessments and strengthen the use of data for decision making, including respective systems
  • Collaborate closely with the Team Leader, Human Health to ensure harmonization of project approaches
  • Collaborate and coordinate closely with ongoing and other aligned programs
  • Provide technical leadership to the development the project strategic plan, work plan, and project monitoring, in close collaboration with the Ministry of Fisheries and Livestock, Fleming Fund, and other stakeholders to ensure timely implementation and compliance
  • Actively participate in relevant technical advisory/working groups and professional forums
  • Work with M&E staff to design and implement a plan to track data/results related to AMR and AMU surveillance in food animals to inform adjustments in project implementation
  • Document successes, lessons learned and challenges in implementation as well as reports of project activities and results to the project and donor, including routine quarterly and annual reports and other reporting requirements as requested
  • Supervise, coach and mentor project and client staff
  • Manage technical contributions of sub grantees, including defining scopes of work and monitoring performance against targets
  • Maintain excellent relationships with donor and in-country stakeholders and develop rapid responses

Employment Status : Full-time

Educational Requirements : Master’s degree in Public Health, Health Sciences, or a related field. PhD or Masters in Microbiology preferred

Experience Requirements:

  • At least 10 years’ experience implementing and/or providing technical assistance in AMR, AMU, or AMC surveillance or similar projects/research

Additional Requirements

  • In-depth understanding of Bangladeshi public healthcare system
  • Demonstrated experience designing and implementing health financing and resource mobilization plans and strategies
  • Familiarity with financial reporting and budget execution tools and systems, including defining user and system requirements, and system roll-out (Expertise using MS Dynamics NAV system preferable)
  • Experience strengthening data quality, data use for decision making, and respective systems including DHIS2
  • Demonstrated ability to effectively work with, coach and mentor health system leaders and decision makers at the national and sub-national levels
  • Proven track record managing a project team composed of several technical experts and fostering teamwork
  • Proven ability to establish and maintain interpersonal and professional relationships with donor, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector
  • Expertise in research to practice—identifying and adapting best practices to specific project contexts
  • Excellent verbal, written interpersonal and presentation skills in English
  • Proficiency in Microsoft Office

Job Location : Based in Dhaka, expected travel up to nationally and internationally 30%
