Jhpiego is an international, non-profit health organization affiliated with The Johns Hopkins University. For 40 years and in over 155 countries, Jhpiego has worked to prevent the needless deaths of women and their families. Since 1977, Jhpiego has been working in Bangladesh in partnership with health experts, MoH&FW, national/international NGOs, and community leaders to provide high-quality health care for their people. Jhpiego develops strategies to help countries care for themselves by training competent health care workers, strengthening health systems and improving delivery of care for the world’s most vulnerable populations. Jhpiego provides technical support for strengthening health system in the area of maternal & child health and Family Planning to increase access to high-quality health care to improve health outcomes and save the lives of women and their children.  Jhpiego’s support to Bangladesh has been expanded to other areas such as- postpartum family planning, quality improvement, policy advocacy and research.

Job Context

  • Position Reports to: Country representative/ Director
  • Location: Dhaka, Bangladesh
  • Jhpiego seeks a Project Director to provide operational and management leadership for an upcoming UK government-funded health project. The project will focus on establishing and strengthening national AMR surveillance, reporting and research systems and workforce capacity. This position will work closely with the Ministry of Health and Family Welfare, the Ministry of Fisheries and Livestock of Bangladesh, in addition to other key international and local partners and stakeholders applying a “One Health” approach. The project will operate over a three-year period with the likelihood of further funding for future program phases. The Project Director will be responsible for overall project leadership and management, compliance, and reporting of project activities. S/he will be responsible for building and maintaining strong relationship with key global and local stakeholders and partners while ensuring operational and project quality and integrity. S/he will serve as the project’s main point of contact with the donor on routine and strategic matters and will represent Jhpiego and the project externally.

Job Responsibilities

  • Provide overall project leadership and strategic direction to ensure programmatic and financial integrity and performance of the project
  • Oversee day-to-day management of project activities
  • Ensure adequate controls are in place to manage project scope, schedule, cost, and compliance within the terms of the contract
  • With the Deputy Project Director, eensure that the project is technically sound, evidence-based and responsive to the needs of Bangladesh, its people, and donor
  • Lead project’s risk management strategies, including fraud and corruption prevention.
  • Establish adaptive management systems to ensure project activities are responsive to changing context and environment in order to achieve results
  • Apply a “One Health” approach to working across sectors and government agencies
  • Develop and maintain strong working relationships with Fleming Fund, Government of Bangladesh, as well as other donor agencies, implementing partners, and other key stakeholders in Bangladesh to maximize resources and compliment ongoing programs
  • Oversee all financial and operational management and ensure adequate systems and controls are in place and prioritizing value for money
  • Represent Jhpiego and the project’s progress, achievements and lessons learned to donors, other key stakeholders, and through meetings, conferences, and presentations
  • Lead the annual work planning process in close collaboration with Fleming Fund, the Ministry of Health and Family Welfare, the Ministry of Fisheries and Livestock, and project team
  • Manage efficient and effective mechanisms for regular reporting across the project in line with Fleming Fund reporting requirements
  • Mentor, support, supervise, and manage a team of highly qualified staff and align their efforts to ensure rapid and sustainable results
  • Provide guidance, in collaboration with staff, to subcontractors and sub-grantees
  • Write and/or review project materials and publications
  • Work with finance and project staff to develop and track project budgets
  • Work with Monitoring and Evaluation (M&E) staff to develop M&E frameworks and effectively track data/results
  • Working closely with the Finance and Administration Director, ensure compliance with Jhpiego and Johns Hopkins University operational policies and regulations, and with government rules and regulations.
  • Work closely with Jhpiego home office staff to ensure effective, timely and coordinated project implementation
  • Ensure compliance with Fleming Fund operational policies and regulations for contracts

Employment Status : Full-time

Educational Requirements : Advanced degree (Masters-minimum) in public health, health administration, international health, business administration or a related field

Experience Requirements:

  • Previous experience serving as Chief of Party, Deputy, or Project Director on comparatively sized project
  • 10+ years' experience successfully managing large, multi-partner, multi-year international health sector development projects (approximately $2M per year) that have implemented successful activities addressing AM

Additional Requirements

  • Demonstrated experience and knowledge in establishing project systems and overseeing project start-up and close-out
  • Demonstrated experience managing multiple sub-partners
  • Proven leadership, strategic thinking, organizational, team-building, and representational skills
  • Demonstrated experience leading contracts, delivering on time and on budget
  • Previous experience leading or working on AMR projects, specifically those focused on strengthening AMR surveillance by local health systems. Experience working in Bangladesh and understanding of the Bangladeshi government and health systems is preferred
  • Experience hiring and supervising personnel and ensuring they acquire the necessary training and skills to meet evolving project needs
  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with donors, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector
  • Extensive experience adhering to project and donor regulations, compliance and reporting requirements for contracts
  • Prior experience leading or supporting Fleming Fund-funded projects preferred
  • Demonstrated outstanding leadership, strategic thinking, organizational, team-building, and representational skills
  • Expertise in research to practice—identifying and adapting best practices to specific project contexts
  • Excellent skills in facilitation, team building, and coordination
  • Excellent verbal, written interpersonal and presentation skills in English
  • Ability to coach, mentor and develop technical capacity in regional and national projects and technical staff
  • Proficiency in word processing, Microsoft Office

Job Location : Based in Dhaka, expected travel up to nationally and internationally 30%
