Jhpiego develops strategies to help countries care for themselves by training competent health care workers, strengthening health systems and improving delivery of care. Jhpiego designs innovative, effective and low-cost health care solutions to ensure a level of care for women and their families. These practical, evidence-based interventions are breaking down barriers to high-quality health care for the world’s most vulnerable populations. Since 1977, Jhpiego has been working in Bangladesh in partnership with MoH&FW and national/international NGOs. Jhpiego provides technical support for strengthening health system in the area of maternal & child health and Family Planning to increase access to high-quality health care to improve health outcomes and save the lives of women and their children.  Jhpiego’s support to Bangladesh has been expanded to other areas such as- postpartum family planning, quality improvement, policy advocacy and research.

Position: Technical Officer

Department: Global Program Operations (GPO)

Position Reports to: District Manager

Location: Responsible for two districts Chandpur & Feni, Based in Chandpur with frequent movement to Feni.

The Technical Officer will provide technical oversight and guidance within Feni & Chandpur districts. The Technical Officer will work closely with the District Manager to provide technical assistance for access to and scale up of post-partum family planning (PPFP) in the selected districts of Bangladesh. S/he will also work closely with GoB District Health and FP managers and officials, GoB service providers, community leaders, and community-based health providers.

Job Responsibilities

  • Provide technical assistance in broader goal of FP with special focus on PPFP to achieve project goals, objectives and targets and contribute in developing strategies for scale up
  • Facilitate and conduct training activities, as needed
  • Support the MOHFW to avoid potential stock-outs of commodities, instruments and equipment which are critical to FP/PPFP service provision
  • Coordinate and facilitate discussions with the local health and FP managers and service providers and others at the division/district and upazila level to develop scale up plan
  • Assist in developing a pool of PPFP trainers and QA managers in Sylhet and Chittagong divisions/district in coordination with relevant training institutions
  • Develop functional and effective PPFP service delivery models by integrating PPFP into ANC, delivery, postnatal and immunization service delivery points
  • Provide ongoing technical assistance at the division level in response to issues or problems encountered during implementation
  • Support and monitor progress made through division led efforts according to the workplan
  • Conduct facility visits to ensure selected facilities are adequately set up to provide PPFP services
  • Work with government trainers within the health system to train healthcare providers on PPFP service delivery
  • Provide mentoring and supportive supervision to newly trained healthcare providers to ensure transfer of learning and quality PPFP service delivery
  • Strengthen PPFP counseling at facilities including introducing a digital counseling PPFP application
  • Conduct PPFP counseling orientations with community health workers, immunization providers and their supervisors
  • Facilitate review meetings with community health workers, immunization providers and their supervisors to review progress, exchange learnings and resolve challenges as needed
  • Strengthen and deploy a community tracking system for women, babies, community health workers and facility providers

Educational Requirements

  • Medical graduate; Master in Public Health would be added advantage

Additional Requirements

  • Age Na
  • Technical expertise in FP and/or Maternal, Newborn, and Child health services
  • A minimum of 6 years of mid-level experience in providing technical oversight in FP or maternal health projects or to community-based programs
  • Experience working in district and upazila levels and ability to communicate with local community
  • Proven leadership skills, as well as skills in facilitation, training, and coordination with govt. officials
  • Strong leadership and technical capacity to support project implementation/community activities
  • Ability to work in a complex environment with multiple tasks, short deadlines and under pressure
  • Work based in any district of Chittagong or Sylhet division
