Background
Jhpiego Founded in 1973 and headquartered in Baltimore, USA, Jhpiego is an international health nonprofit organization and an affiliate of Johns Hopkins University. The organization worked in 154 countries, currently in over 40 countries. Jhpiego works with governments, professional associations, universities, NGOs, and communities.
Jhpiego focuses on improving the quality of services and education in maternal/newborn health, family planning, cervical cancer prevention, infection prevention, HIV/AIDS, immunization, Covid-19 response, malaria, and digital health solution.
Since 1977, Jhpiego has trained physicians, nurses/midwives in reproductive health and family planning in Bangladesh. The organization focuses on health policy advocacy, technical assistance, capacity building, health system strengthening, and innovative solution.
Purpose of the Assignment
Jhpiego is looking to engage two individual consultants to provide government liaison support on NGOAB Audit Section and Project Section for its Bangladesh country office according to the Foreign Donation Act, Rules & Regulation to the appropriate authorities in accordance with the Government of Bangladesh’s requirements and regulations.
Duties & Responsibilities:
Consultant for Project Section Support of NGO Affairs Bureau:
- To provide guidance for Ensure the submission and filling of required NGOAB forms, such as FD2, FD3, FD4, and FD 6, etc. and provide adequate assistance to ensure all compliance requirements of NGOAB have been met by Jhpiego.
- Liaison and follow up with NGOAB in relation to queries or additional requirements from NGOAB end in order to obtain new project approval, project revision in FD-6 approval and fund release approval to ensure inward remittances can be received timely.
- Provide necessary technical assistance for corresponding with the NGOAB as and when required.
- Provide advice to prepare the response on various queries and requests from NGOAB on a timely basis & follow up to ensure meeting the requirements of NGOAB in order to keep project management smooth at all times.
- Provide advice and recommendations on and completion of other submissions and filings that may be deemed applicable to Jhpiego from time to time or as the legislation provides (i.e. any other applicable filings not specifically spelled out or that may arise from new legislation, changes to legislation or changes to Jhpiego activities.
- To provide guidance on the area of NGOAB compliance by the due dates in accordance with the Foreign Donation Act of Bangladesh. This is dependent upon Jhpiego submitting information by the agreed due dates.
Consultant will provide the following documentation to Jhpiego on an Ad-hoc/monthly/quarterly/ annual basis—
- All Approval letters.
- Fund release letter.
- Any queries letter and support to Jhpiego for response those queries.
- Updated information related to NGOAB or other local compliance-related INGO.
Consultant for Audit Section Support of NGO Affairs Bureau:
- Liaison and follow up with Audit section of NGOAB in relation to queries or additional requirements from NGOAB end in order to obtain Audit acceptance timely.
- To provide guidance on the area of audit-related compliance in NGOAB in accordance with the Foreign Donation Act of Bangladesh.
Consultant will provide the following documentation to Jhpiego on an Ad-hoc/monthly/quarterly/ annual basis—
Reporting & Line Management
The consultant will work closely with Finance and Govt. relations Associates. The Consultant will report to the Manager, Finance and Operations.
Essential Technical Competencies & Skills
- Proven experience to deal with NGO Affairs Bureau.
- Experience to deal with International NGO particularly would be preferred.
- Willingness to visit the Jhpiego office to collect information related to service when required.
- Must have TIN Certificate and submitted tax return acknowledgement for most recent financial year.
Evaluation of Proposal and Selection process
Jhpiego anticipates issuing a Technical Service Contract (TSC) to the offeror(s) whose proposal is most advantageous, cost and other factors considered. Proposals will first be evaluated from a technical standpoint. Those proposals that are considered to be technically acceptable shall then be evaluated in terms of cost. Following criteria will follow for evaluation:

Technical Criteria will be evaluated based on the following experiences/
documents-
- Specific experience to deal with NGOAB on behalf of INGO - 30%
- Proven success rate in dealing with NGOAB in regards to obtaining various approvals within the existing client base in similar businesses (client list needed). – 10%
- Qualifications, competence (general qualifications, adequacy for the project, and experience with international non-profit organizations) – 10%

TERMINATION OF CONTRACT
Jhpiego has the right to terminate the contract at any time during the contract period with 15 days’ notice period.
FALSE STATEMENTS IN OFFER
Offer must provide full, accurate, and complete information as required by this solicitation and its attachments. Submitted proposals can be considered as legal documents and will become the property of Jhpiego.
AWARD AND NOTIFICATION OF SELECTED PROPOSALS
Jhpiego will not compensate offerors for the preparation of their response to this RFP. Issuing this RFP is not a guarantee that Jhpiego will award a contract. Jhpiego reserves the right to issue a contract based on the initial evaluation of offers without discussion. Jhpiego also reserves the right to waive any deviations by offer from the requirements of this solicitation that in Jhpiego ’s opinion is considered not to be material defects requiring rejection or disqualification; or where such a waiver will promote increased competition and if such action is considered to be in the best interest of Jhpiego’s client organization.
Please do not include examples of your work although you may include a website(s) for us to review that reflects your work. If Jhpiego requires additional materials, we will request those materials during the review process. if Jhpiego chooses to make an award, all deliverables produced under said award shall be considered the property of Jhpiego.
If Jhpiego choose to make an award, an assignment from award of the contract will be subject you to normal tax liability in Bangladesh. Kindly contact the concerned tax authorities for further information in this regard if required.
Application submission process
Proposals must include a financial offer indicating cost against each of the following criteria of the service to be provided:

The costing should be indicated separately for each criterion including the ones mentioned below plus any additional criteria, as foreseen by the service provider.
- Approval of new project FD-6
- Approval of project revision/ revised FD-6 (budget/scope of work revision, extension etc.)
- Fund approval of the remaining amount or in case of a multi-year project, subsequent year's fund approval
- Any other task that may incur additional incidental costs.
Consultant for Audit Section Support of NGO Affairs Bureau:
- Obtaining Audit-Acceptance Letter, including all necessary correspondence in between.
The proposal should include separate prices/costs for both assignment-based tasks as well as ad-hoc requirements. These prices are to be established at the outset when the contract is negotiated and signed.

Completed applications should be submitted no later than January 18, 2024, at 5 p.m. (Dhaka time). Offers received after this date and time will not be accepted for consideration. The selection process will be done on a rolling basis, early submission will get an advantage in this regard. Jhpiego will acknowledge receipt of your proposal by email. Proposals must be submitted in electronic format.
