Senior Technical Specialist, UNFPA
Job Description / Responsibility
- Project Management: S/he will coordinate the team to implement the planned activities as per approved AWP. S/he will be dedicated to maximize the result with allocated resources
- Advocacy and Coordination: S/he will perform local and national level advocacy and coordinate with GOB counterparts and other stakeholders to accomplish the project objectives accordingly.
- MEAL: S/he will be participating in competency-based training courses/ TOTs on LARCs/PMs focusing PPFP/PAFP and other components SRH to develop skills on relevant services provision and organize cascade training accordingly.
- Capacity Development: In collaboration with DGFP, DGHS and DGNM, s/he will engage the team to organize different training courses to enhance capacity of existing health systems to provide high quality SRH information and services focusing postpartum family planning (PPFP) in the project intervention areas. S/he will have to conduct training follow-up as per protocol to ensure the enabling environment for high quality services delivery.
- Mentoring: The incumbent will perform as a mentor for the providers working within her/his assigned districts for their professional development.
- Quality and Performance Improvement: S/he will have to support the GOB counterpart to monitor PPFP/PAFP services ensuring quality of care through joint monitoring visits and follow-up at the targeted facilities. S/he will track PPFP/PAFP performances by facility, provide feedback to the providers as well as managers to overcome the limitations, identify bottlenecks and with recommendations for trouble shooting to increase quality and coverage. S/he will to facilitate DQA visits to ensure proper documentation and reporting of performances into MIS/DHIS2.
- Compliances: S/he will work with the GOB managers and supervisor to ensure informed choice, voluntary decision-making process and informed consent. S/he will also facilitate environmental compliances towards gender and disability inclusive SRH services.
- Work Plan Development: S/he will contribute in developing annual work plan and budgeting process.
- Program Reporting: S/he will prepare and submit event report regarding her assignment, and will support the Program Director to prepare quarterly/ annual progress report and presentations for donor/coordination meetings.
- Representation: S/he will represent the organization through participation in the meetings, workshops, conferences, seminars and symposiums as assigned.
- Compliance: Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the program's goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment. Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action. Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.
- Special Assignment: S/he will carry out any other tasks assigned by the supervisor and senior management team.

Educational Requirements
- Masters degree in any discipline
- Medical Graduate, and Masters in Public Health or any relevant discipline preferred.
Experience Requirements: At least 10 year(s)
Additional Requirements
- Age at least 30 years
- 8-10 years professional experience in public sector, preferably Ministry of Health and Family Welfare.
- UNFPA project experience preferred
- Familiarity with public sector hospitals, preferably Ministry of Health and Family Welfare structure and systems
- Experience in implementing quality improvement/quality assurance initiatives preferred
- Good oral and written communication skills in both English and Bengali.
- Ability to work collaboratively with a multidisciplinary and multicultural group of colleagues and external stakeholders
- Self-motivated and able to work well with minimal supervision
- Creative, flexible, and resourceful and able to cope with logistical challenges
- Ability to travel within Bangladesh at a short notice.
