Introduction

Jhpiego Bangladesh has been working as an implementing partner of UNFPA Bangladesh since 2019 to achieve universal access to SRHR in Bangladesh. Recently, Jhpiego has expanded its work of collaboration in Dhaka City Corporation under urban health component of UNFPA supported AWPs. As part of initiation, Jhpiego likes to conduct mapping of health facilities of Dhaka City Corporations (North and South) during September 25, 2022- October 25, 2022 to identify facilities with its range of services provision, facility readiness for SRH services delivery, providers’ availability with competency for quality SRH/FP services. Additionally, the mapping result would be useful for future planning of strengthening urban health program. To conduct the mapping exercise, Jhpiego likes to engage a consultant to develop a web-based dashboard, through which the mapping data would be collected, preserved and to some extent analyzed the scenario for decision making as well as to make robust plan of action.

Purpose of Engaging Consultant

The purpose of this consultancy is to develop a mobile based data collection module along with a web-based dashboard to conduct the mapping exercise of the existing health facilities of Dhaka City Corporation. At the beginning of the activity, the consultant will be liable to develop a monitoring tool following a comprehensive needs assessment. Based on that, a detailed questionnaire will be developed. The questionnaire will be digitized and exported to handheld android devices for data collection.

Duties and Responsibilities

• Develop a mobile based data collection and visualization module using any open source MDC architecture for the data collection, and data management.
• Digitize the pre-developed questionnaire and export into android devices. In addition to regular text and numeric data, the questionnaire should have the capabilities of collecting audio-visual files and geo location data.
• Develop the mobile based data collection module/application using a web-based dashboard which will be used to generate reports based on province and other criteria. Dashboard should analysis the data based on different indicators and export the datasets to PDF, word and excel format.
• Develop the application in English, but there should be provisions for other languages.
• No internet will be required during the data collection process. There should be provision to sync the data later without compromising the data quality.
• Ensure proper back up system for the cloud-based data.
• Provide training to the data collection team as well as the admin/super admin of the apps, supervise and trouble shoot on data collection and uploading, data cleaning, validation, and visualization.

Reporting and line management

The consultant will work closely and under the guidance of the Program Director- SRHR, UNFPA Supported Project, Jhpiego Bangladesh.

Essential Requirements and Skills

• Ability to read, interpret, and verify data from multiple formats.
• Prior experience presenting data using popular data visualization tools i.e. Tableau, Power BI etc. 
• In-depth knowledge of data retrieval and storage systems.
• Ability to work independently on projects.
• Knowledge of handheld data collection devices, android environment, open-source applications and peripherals.
• Excellent communication and report-writing skills.
• Strong analytical and problem-solving skills.
• Experience with end-user training and support.

Qualifications

Education:

• Bachelor's degree in information management, data analytics, computer science, or a similar field.

Experience:

• 8+ years’ experience of working as a data specialist with skills of large-scale data structure design and data analysis.

Payment & Other terms 

• The aforesaid duties and responsibilities to be completed by 20 (twenty) working days within the period 25 September 2022 - 31 October 2022 in consultation with the mapping team on a regular basis (maximum work days 20 days). The payment will be made based on completion of deliverables upon submission of monthly time-sheet and activity report. All payment by Jhpiego will subject to deduction of appropriate taxes/ VATs as per prevailing Government rules. The payments will be made through cheque/EFT.
• Jhpiego will not provide any hardware/equipment/device/any kind of allowance to the consultant. Therefore, s/he must have own arrangement to carry out all assignments.

Application requirement 

Interested individual consultants must submit the following documents/information: 

• A technical proposal (max 2-page) including work plan and short CV (max 3 page) addressing the essential competencies and skills. The technical proposal must indicate the appropriate tools/ software/ platform and approaches to be used for performing the each of the duties and responsibilities.  
• Financial proposal.
