For the team of our “Access to Justice for Women (A2Justice)”, we seek applications for the position of “Finance Manager”.

A. Responsibilities

The position holder is responsible for the below tasks:

  • managing an area of responsibility that forms part of the programme objectives, team agreements and/or agreements with the superior
  • assisting project/programme initiatives to provide professional advisory services to and cooperate with a broad range of target groups
  • advise supervisor on all task when implementing GIZ rules and regulation
  • advise supervisor in the field of project's planning, steering and monitoring
  • Independently implement goals and requirements set by the line manager
  • make decisions which have a short-term effect within a limited project area/ unit
  • assist supervisor to identify day to day problem and suggest appropriate solution

B. Tasks (Specific for Job Role)

In this context, the position holder fulfils the following tasks:

  • Processing of monthly project vouchers
  • Ensure compliance as per GIZ financial and accounting guidelines and standard procedures and due time disbursement of all payments
  • Support the Senior Manager of Financial & Administration in implementing and monitoring of an overall smooth and correct functioning of the complete financial accounting system of the project in line with GIZ standard procedures
  • Responsible for monitoring and settlement of Third-party advances and liabilities
  • Reporting as per the requirement of concerned GoB divisions
  • Effective coordination with the GIZ-assigned project colleagues and country office colleagues
  • PNGO monitoring and communication and PNGO payment disbursement
  • Responsible for safeguarding and following up on financial records (project vouchers)
  • Deputize the Senior Manager of Finance & Administration and the Junior Administration Specialist-Cash in finance-related tasks where needed

Financial Management        

  • Reviewing of financial reports and vouchers of PNGOs; taking initiative to settle the quarterly payment as well as final payment, monitoring project specific budgets allocated for donors
  • Monitoring the monthly project expenditures of the PNGOs and following up on targets,  receivables, payables 
  • Be responsible for communication, capacity building, and follow-up on all financial matters including the routine invoices 
  • Liaison with PNGO, Auditor and Country Office for timely processes of the vouchers
  • Ensuring timely submission of PNGO vouchers to the country office for further processing (booking of cost and release of payments)
  • Ensuring prompt response to auditors and the Country Office on queries related to PNGO and Project the vouchers
  • Keeping track of the unsettled matters of PNGO with the Country Office and viz-e-viz with follow-up on PNGO fund status report
  • Supporting the auditor in the settlement of the audit observation
  • Liaison with the Accounts Manager of PNGO for smooth and efficient financial resolves
  • Keep track of the project cash flow, KOMP costing structure

Financial Reporting

  • Preparing monthly IMED report for the programme and proper tracking of expense
  • Preparation of reports for all Government institutions ERD etc as required
  • Preparation of financial analysis, and forecasts as and when required
  • Responsible for routine funds status check
  • Supporting the Senior Manager of Finance and Administration in preparing the third-party financial reports

Routine Financial Processing

  • Processing of monthly financial accounts
  • Supporting the programme team in the preparation of Financial Plans, Quarterly spending plan, and other finance-related information analysis
  • Assisting the programme with internal and external Audits
  • Facilitating the financial information for OP’s and other units of the programme
  • Keep the User Profiles updated in Cash and Bankbooks
  • Ensuring compliance with GIZ financial and accounting guidelines and standards

C. Required qualifications, competencies, and experience

Academic Qualifications

  • Master’s in Commerce/MBA in Finance/ACCA
  • Completed Article-ship in Chartered Accountancy is preferable

Professional experience

  • 5 years of work experience in a comparable field
  • 3-5 years of working experience in managing the Co-funded financial accounts
  • Working experience with GIZ in a similar field will be preferable

Other knowledge, additional competences

  • Knowledge and practical experience in accounting software
  • Excellent working knowledge of computer applications (e.g., MS Excel, MS Office, MS Outlook, etc.)
  • Ability to establish priorities, plan, coordinate, and monitor own work
  • Ability to work under work pressure
  • Ability to perform an effective role as a team member
  • Excellent interpersonal and communication skills in Bengali and English
  • Basic knowledge on German language is preferred
