The German Federal Ministry for Economic Cooperation and Development (BMZ) is our main commissioning party, but we also work with the private sector, fostering successful interaction between development policy and foreign trade. The current German Development Cooperation (GDC) priority aims to increase the resilience of particularly vulnerable population groups to the consequences of climate change.  It is imperative that, the consequences of the climate change impact and associated vulnerability aspects shall be forecasted and addressed aiming for at least for the next 10 years. With this background a technical cooperation (TC) module “Urban Management of Internal Migration due to Climate Change” (UMIMCC)/ “Urban Management of Migration and Livelihood” (UMML) project has the objective to improve the living conditions of climate migrants in selected cities of Bangladesh by providing sustainable livelihood options. In all cities, information hubs (IH) have been established at the concerned UCD offices, that aim to improve the access of slum communities to public social services. These information hubs are run by the Department of Social Services (DSS) and their respective social welfare officers are the main actors from side of the DSS. The slum communities are represented via the democratically elected representations of the 39 slums in form of the CDCs and will support the dissemination of basic information on social services in the slum communities. The German Federal Ministry for Economic Cooperation and Development (BMZ) is funding the project with 5.5 Mio. EUR and the European Union (EU) is contributing 11 Mio. EUR in the period from 2018 to 2022.

GIZ invites Expression of Interest (EOI) from reputable individual national consulting firm for the “Improve the communication and cooperation between DSS and the CDCs and creating awareness about the access to social services of the selected slum community in  the partner cities through organizing bi-monthly meetings in Khulna, Rajshahi, Sirajganj and Satkhira in Bangladesh.

  • The tenderer is required to assign qualified consultants for the positions (‘experts’) referred to and described here in contractor work/service and qualifications on the basis of their CVs. The qualifications listed below are the requirements for the experts of the assignment achieving the maximum number of points in the specialist assessment.
  • As the consulting entity, the entity must have proven expertise and experience to work within international development cooperation frameworks in combination of urban development experience, community meeting. Training, and workshop facilitation services, for an example.
  • Expert 1: 1 Team Leader (Duration: 16 Months; 50%) must have University degree in social- or administrative sciences, or urban planning or another relevant subject. Minimum of 5 years related program management experience in a development cooperation setting in the relevant fields within his/her proposed assigned responsibilities. Experience in community works in development contexts as well as multi-stakeholder cooperation preferred.
  • Expert 2: 4 City-wise implementation officers must have Bachelor/honors degree from reputed university or college with two-year work experience in the development field in the relevant fields within his/her proposed assigned responsibilities. Experience in working with diverse teams/ multi-stakeholder settings.
  • Working experience in city corporation and municipality level in Bangladesh is highly preferable.
