For the team of our 'Supporting Host and Rohingya Communities' (SHRC), we seek applications for the position of “Senior Advisor - Livelihoods and Government Relations”.

Scope of Work:

As part of German Technical Cooperation, a project entitled 'Supporting Host and Rohingya Communities' (SHRC) has started in 2019. The project aims to contribute to peaceful co-existence and conflict resolution between host communities and displaced Rohingya and to the efforts of the Bangladesh Governments to improve living conditions of the affected host communities. To achieve its goal, the project will cooperate with various governmental and non-governmental partners, as well as with local authorities at the center of the Rohingya community crisis in Bangladesh. The implementing partner is the Ministry of Disaster Management and Relief (MoDMR).

The Senior Advisor will play a role in developing, implementing and representing project strategy, identifying opportunities and developing proposals to increase local economic opportunities of host communities and maintain close communication and working relation with all relevant governmental entities, including line ministries and public service providers. The Senior Advisor works in close cooperation with and guidance from the Principal Advisor (PA).

A. Responsibilities

The Senior Advisor - Livelihoods and Government Relations (LGRA) is responsible for the below tasks:

  • managing operations of the livelihood activities for host communities within the TC
  • provide professional advisory services to and cooperate with a broad range of technical service providers implementing field activities
  • support management in the field of project's planning, steering and monitoring
  • act as project focal person for working level coordination and liaison with the relevant government line ministries, local government tiers and other relevant public service providers
  • Deputize the PA as per requirements.
  • Any other duties that may be assigned by the Supervisor (PA).

In this context, the position holder fulfils the following tasks:

B. Tasks

Technical advisory, knowledge management and learning  

  • Support the development and implementation of a need-based comprehensive analysis and or, baseline studies on livelihood aspects among the host communities through primary and secondary assessments.
  • Provide inputs in analysing information and formulating effective technical strategies, integrating best practices and, where appropriate, innovations during design, piloting and evaluations to the livelihood’s development measures of the project.
  • Contribute in design, implementation and supervision of pilot and other support measures within the designated working areas as per project requirement
  • Ensure that relevant technical tools and materials are readily available for wider dissemination through the MoDMR and other project partners.
  • Stay abreast of technical developments in the livelihoods field within the project area and within the Cox’s Bazar region, dissemination of information to team members, government partners and development partners as well to other stakeholders as needed.
  • In line with GIZ core project strategies (capacity development strategies, gender analysis, and environmental analysis), contribute to the project measures to improve the quality and impact of livelihoods efforts by providing technical assistance and building capacity within implementing partners, line ministries and other government entities in design and implementation of livelihoods development measures
  • Participate in future support package development process after reviews of the results from the pilot and or ongoing measures, ensuring that lessons learned are incorporated into subsequent efforts.
  • Contribute to the Knowledge management at the project and GIZ BD and extract learnings for implementation at project and beneficiary level, including documentation.

Government relations and partnership management

  • Lead the GIZ contributions to the finalization and establishment of the relevant official partnership documents with the Ministry of Disaster Management and Relief, MoDMR (i.e. Memorandum of Understanding, Implementation Agreement and Technical Project Proposal).
  • Lead the process to compile contributions from the team to the periodic reports to the MoDMR as per the requirement of the project.
  • Build up the liaison structures for the responsible line ministries, public and private service providers, for the essential planning and implementation of the project activities
  • Contribute and support monitoring and evaluation of the project within the entrusted fields of actions

Project implementation:

  • Monitor the implementation progress of pilot and support livelihood development measures including technical and budgetary issues as per timebound operational plan (s).
  • Develop appropriate tools, methodologies and capacity development measures to achieve the objectives of the project with a specific focus on the livelihood development component of the project
  • Preparing of and assisting in joint strategic and operation planning workshops with the MoDMR
  • Support in drafting and tendering of the service/contract packages for implementing partners and consultants
  • Coordinate baselines/surveys and rapid assessments, including overall supervision of training, planning, analysis and report writing responsibilities of the designated implementing partners and consultants.
  • Synthesize the progress regarding the technical responsibilities for monitoring and reporting and feed it back into team meetings
  • Contribute to the reporting to client, political partner and others as required.

Coordination, Communication, and networking

  • Develop and sustain livelihoods and procedural aspects with the key bilateral and multilateral actors, as well as the (I) NGOs, the government entities (Refugee cell, office of the Refugee Relief and Repatriation Commissioner, DC office, UNO office, Union parishads, relevant line ministries and public service providers in the Cox’s Bazar region, etc.) and the local private sector (i.e. associations, business entities including SME entities, etc.)
  • Participate in relevant Inter Sector Coordination Group (ISCG) and any other government-led coordination meetings to establish strong coordination between the key actors and the GIZ.
  • Support the PA to coordinate with other relevant projects in GIZ Bangladesh and with other agencies active within similar fields of actions in the Cox’s Bazar region for generating synergies
  • Maintain communication with GIZ structures i.e. county office, other clusters (as per requirement) in the region and headquarters and sector networks

Other duties/additional tasks

  • Contribute in creating or updating tools, identification and organization of capacity development measures as required.
  • Play an active role in documenting projects livelihoods technical capacities and achievements, while carrying out learning events and external representation related to the same.
  • Participate in working groups on country operational level of the GIZ Bangladesh.

C. Required qualifications, competences and experience

Qualifications

  • A master’s degree in a relevant social, engineering or any other related fields of study from a reputed university in Bangladesh or abroad.

Professional experience

  • At least 10 years of professional experience in livelihood/entrepreneurship/skills development or any relevant technical fields
  • At least 05 years of proven direct coordination experience to work with ministries, line ministries, local government institutes (district, sub-district, municipal, union parishad level), local public representatives 
  • Solid experience in conceptual design and implementation of pilot schemes in relevant technical fields is desirable.
  • Previous job experience in a comparable position/relevant work area in GIZ will be an asset
  • Experience in dealing with public sector funding mechanisms and private sector engagement (i.e. entrepreneurship, value chains or market channel development) is desirable
  • Experience to work in Cox’s bazar region, especially within the Rohingya support context and with relevant government and international entities is an advantage
  • Existing working relation with local coordination mechanism within the Rohingya support context will be desirable i.e. Refugee Repatriation and Relief Commissioner (RRRC), relevant working groups within the Inter-sector Coordination (ISCG) consisting of bi-lateral, multi-lateral, International/national NGO’s, offices of the Deputy Commissioner (DC), Upazila Nirbahi Officer (UNO), etc.

Other knowledge, requirements and additional competences

  • Readiness to travel and to work independently in the project areas, even in challenging environments, subject to the strict guidance and clearance from the security and risk management (SRM) advisory from GIZ Bangladesh.
  • Ability to strictly comply with the security and risk management (SRM) arrangements of GIZ Bangladesh applicable for the Cox’s Bazar-based national and international project staffs
  • Ability to cope up with changing work modalities including remote management of implementing partners and other key stakeholders. 
  • Willingness and ability to adjust job locations and responsibilities in case of any emergency and as per requirement of the project
  • Ability to work well under pressure and must be a strong team player
  • Must have good interpersonal and communication skills
  • Fluency in English is essential
  • Ability to work in an intercultural environment

 

The project duration is from 07/2019-06/2022. The implementing agency is Ministry of Disaster Management and Relief (MoDMR). The project’s working area is in Teknaf Upazila. It is a Cox’s Bazar-based position with up to 60% (±10%) requirements to travel to the project areas in Teknaf.
