For the team of our Renewable Energy and Energy Efficiency Programme (REEEP II), we seek applications from suitable candidates for the position of “Senior Advisor- Sustainable Energy”.

A. Programme Background

Renewable Energy and Energy Efficiency is one of the priority areas of German Development Cooperation in Bangladesh. The Renewable Energy and Energy Efficiency Programme (REEEP II) is supported by the Bangladesh Ministry of Power, Energy, and Mineral Resources and the German Federal Ministry for Economic Cooperation and Development (BMZ) and is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. Sustainable and Renewable Energy Development Authority (SREDA) is the Government counterpart of REEEP II. REEEP II started in November 2018 and will continue till October 2021.

The objectives of REEEP II are:

  • Support framework improvement and cooperation among SREDA and other Stakeholders to achieve national target on renewable energy and energy efficiency.
  • Support implementation of the Energy Efficiency and Conservation Master plan through awareness development along the stakeholders’ value chain.
  • Provide technical assistance to the Government to implement solar rooftop programme under Net Metering Guideline.

REEEP II aims to work with the government, private sector and civil society actors to strengthen sustainable energy development in Bangladesh. The programme will identify specific organisational development needs for SREDA and relevant sector stakeholders and will promote cooperation among those actors to achieve the national target for renewable energy and energy efficiency.

The project will support the formulation and implementation of a national awareness raising campaign for energy efficiency and conservation. The project will strive to further contribute to the capacity development of selected sectors with high potential for energy savings, i.e. textile industries. It also aims to develop an education curriculum on energy efficiency and conservation for lasting impact.

In addition, the project will support smooth implementation of the solar rooftop net metering programme by establishing a national service desk at SREDA and by extending need based capacity development support to public utilities, private sector and civil society actors.

As outcome of the project, the partner actors of the project from public and private sector as well as civil society should be able to make an increased and sustained contribution to the promotion of renewable energy and energy efficiency in Bangladesh through collective efforts.

Moreover, as part of sustaining impact, in collaboration with SREDA, REEEP II would further follow up the major technology interventions facilitated in its earlier phase.     

B. Responsibilities

The position holder is responsible for the below tasks:

  • managing an area of responsibility that forms part of the programme objectives, team agreements and/or agreements with the superior
  • assisting project/programme initiatives to provide professional advisory services to and cooperate with a broad range of target groups
  • advise supervisor on all task when implementing GIZ rules and regulation
  • advise supervisor in the field of project's planning, steering and monitoring
  • Independently implement goals and requirements set by the line manager
  • make decisions which have a short-term effect within a limited project area/ unit
  • assist supervisor to identify day to day problem and suggest appropriate solution

C. Specific Job Responsibilities

As “Senior Advisor –Sustainable Energy”, the applicant will actively participate in implementing Energy Efficiency component activities/interventions under the supervision of Programme Coordinator, REEEP II. In addition, the applicant will also support REEEP II Team in implementation of other programme components. 

In this context, the position holder fulfils the following tasks:

  • Plan, design and implement interventions of Renewable Energy and Energy Efficiency Programe component in consultation with Programme Coordinator, REEEP-II;
  • Support in developing national energy effieincy and conservation campaign;
  • Implement the national energy efficiency and conservation campaign in industrial, commercial and residential sectors in collaoration with SREDA and other partners to reach 1 Million target audience;
  • Undertake activities for market development of renewable energy and energy effieincy technologies in close cooperation with REEEP II and other GIZ Energy Projects;
  • Provide necessary support in selection of quality external implementing partners for implementing REEEP-II activities;
  • Support in ensuring quality assurance of the services provided by the external implementing partners as per the agreed Terms of Reference (ToR);
  • Design and implement Capacity Development activities for key partners and stakeholders from Government, Private Sector and Civil Society;
  • Provide ad-hoc technical advisory support for smooth implementation of national solar rtooftop net metering programme;
  • Review and analysis of Studies and Policies related to Renewable Energy and Energy Efficiency and present findings to wider stakeholders;
  • Work closely with REEEP II M&E Expert to design M&E framework and provide inputs based on programme interventions;
  • Develop ToR and manage contracts including procurement and consulting contracts in coordination with REEEP-II Contract Unit and GIZ Contracts Department;
  • Coordinate with REEEP II PR & Communication expert to develop any sorts of communication materials related to RE/EE interventions;
  • Assist Programme Coordinator in Preparing technical proposals for acquisition of funds from various donors for any new interventions or scaling up of interventions;
  • Represent GIZ in various meetings and events; 
  • Conceptualise, prepare and organize workshops, seminars, and other events related to the programme’s field of activities and submit reports on the event;

D. Required Entry Qualifications and Competencies

Formal Education

  • Minimum Graduates from Engineering discipline and preferably with master’s in business administration/ renewable energy/ energy efficiency from reputed institutions.

Professional Experience

  • Minimum 5 years of relevant working experience including at least 2 years in a similar position
  • Experience of working closely with Government of Bangladesh (GOB) as well as with International organizations will be considered as an asset
  • A clear exposure to energy sector, with at least 2 years of experience in the field of Sustainable Energy will get solid preference.
  • Candidates with experience in Energy Efficiency and Conservation Campaign is highly solicited 

E. Further Knowledge / Skills

  • Must be proficient in Microsoft Office (Word, PowerPoint, Excel, Outlook)
  • Outstanding verbal and written communication skills
  • Excellent organizational and interpersonal skills
  • Excellent network within public and private sector organisations in energy sector
  • Ability to successfully navigate through a politically sensitive environment
  • Experience to work with a multi-disciplinary team in a multi-cultural environment  
  • Basic knowledge of development issues in the context of Bangladesh.
  • Experience of project management and research in relevant fields
  • Strong coordination experience with multiple partner organisations, specifically in public sector   
  • Ability to work under pressure and meet strict deadlines
  • Excellent writing skill is a must
  • Fluency in written and spoken English and Bangla is a basic requirement
  • Fluency in German (Speaking, Reading and Writing) will be an asset
