Programme Background

Renewable Energy and Energy Efficiency is one of the priority areas of German Development Cooperation in Bangladesh. The Renewable Energy and Energy Efficiency Programme (REEEP II) of GIZ is supported by the Bangladesh Ministry of Power, Energy, and Mineral Resources and the German Federal Ministry for Economic Cooperation and Development (BMZ) and is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. Sustainable and Renewable Energy Development Authority (SREDA) is the Government counterpart of REEEP II. The project Renewable Energy and Energy Efficiency Programme (REEEP II) is the follow-on phase of REEEP started in November 2018 and will continue till October 2021. To support Bangladesh Government’s renewed commitment for sustainable economic development, REEEP II will reinforce its efforts based on the results and achievements from the technical cooperation programme.

REEEP II aims to work with the Government, private sector and civil society actors to strengthen sustainable energy development in Bangladesh. The programme will identify specific organisational development needs for SREDA and relevant sector stakeholders and will promote cooperation among those actors to achieve the national target for renewable energy and energy efficiency. The programme will further support the Government to develop conducive energy policies and regulations, rolling out national energy efficiency and conservation campaign to sustain developmental impacts.

GIZ is in the process to receive a grant support from Climate Works Foundation (CWF) to implement a pilot project on energy efficiency in public buildings. Under the pilot project, 12 energy audits will be conducted in selected public buildings, results of which will be shared with wider stakeholders to secure stakeholder buy-in for implementing the recommendations from energy audit through a potential energy efficiency credit from Asian Infrastructure Investment Bank (AIIB). The pilot project will be implemented by GIZ REEEP II in collaboration with GIZ Sector Project Proklima and AIIB.

To implement the said pilot project, GIZ invites applications from suitable candidates for the position of “Senior Advisor- Public Sector Energy Efficiency”.

The position is based in Dhaka at GIZ REEEP II Programme Office. However, the position may require occasional field visits to different areas of Bangladesh wherever the project activities will be implemented.

Responsibilities

The position holder is responsible for the below tasks:

  • managing an area of responsibility that forms part of the programme objectives, team agreements and/or agreements with the superior
  • assisting project/programme initiatives to provide professional advisory services to and cooperate with a broad range of target groups
  • advise supervisor on all task when implementing GIZ rules and regulation
  • advise supervisor in the field of project's planning, steering and monitoring
  • Independently implement goals and requirements set by the line manager
  • make decisions which have a short-term effect within a limited project area/ unit
  • assist supervisor to identify day to day problem and suggest appropriate solution

C. Specific Job Role

As “Senior Advisor- Public Sector Energy Efficiency”, the applicant will actively participate in implementing all the activities of the pilot project.

In this context, the position holder fulfils the following tasks:

  • Plan, design and implement activities to conduct the feasibility of energy efficiency in public buildings in consultation with Programme Coordinator of REEEP II
  • Coordinate with SREDA and other GoB implementing partners for implementing the project
  • Identification and conduct the assessment of cooling energy load in public buildings
  • Identification of Best Available Technologies (BAT) in the market on the cooling efficiency and energy management in public buildings
  • Develop ToR and manage contracts including procurement and consulting contracts in coordination with GIZ Contracts Department for hiring the consultants/consulting firms
  • Follow up, quality check and write progress reports on the implementation activities by the consulting firms
  • Conceptualise, prepare and organize workshops, seminars, and other events related to the project activities
  • Write event reports and disseminate to wider stakeholders
  • Calculate the potential CO2 savings from the energy efficiency initiative and report through the applicable format
  • Design and implement Capacity development initiative of government agencies.
  • Develop M&E guideline, conduct M&E and develop knowledge products for the dissemination of the results of the project

C. Required Entry Qualifications and Competencies

Formal Education

  • Minimum Graduates in Engineering discipline (Electrical/Mechanical/Civil/ IPE) and preferably with MBA from reputed institutions.
  • Additional Diploma/ Certification in Energy Efficiency is preferred.

 Professional Experience

  • Minimum 5 years of relevant working experience including at least 2 years in a similar position
  • Experience of working closely with Government of Bangladesh (GOB) as well as with International organizations will be considered as an asset.
  • Candidate with clear exposure to energy efficiency and climate finance as well as relevant experience with GIZ will get solid preference.

D. Further Knowledge/ Skills

  • Ability to work well under pressure and must be a strong team player
  • Must have good interpersonal and communication skills
  • Fluency in English is essential
  • Knowledge of German Language is an asset
  • Ability to work in an intercultural environment
  • Must be proficient in Microsoft Office (Word, PowerPoint, Excel, Outlook)
  • Basic knowledge of development issues in the context of Bangladesh.
  • Experience of project management and research experience in relevant fields
  • Ability to work under pressure and meet strict deadlines
  • Respectful and Diplomatic in dealing with Project Valued Partners.
