Terms of Reference (ToR) for “Consolidations (Sustainability and Exit Strategy) of SONGO Inclusive Business Models

Cordaid an internationally operating value-based emergency relief and development organization, working in and on fragility. We stand with those who are hit hardest by poverty and conflict. We support them in their struggle to move beyond survival and to fully participate in equitable and resilient societies.

Cordaid is playing the lead role to implement EU funded “Sustained Opportunities for Nutrition Governance (SONGO) project” to improve maternal and child nutrition in Kurigram and Gaibandha districts. The SONGO project is 5 years duration with 4 inter-linked outcomes; (1) establishing upazila nutrition governance, (2) improving maternal and child health, nutrition practices (3) improving WASH practices (4) enhancing availability and access to safe and nutritious food.

SONGO has been promoting the different types of inclusive business models for available and affordable products and services for poor and extreme poor people’s in project areas. The main inclusive business models are; Nutrition Sales Agents (NSAs), low-cost biodegradable sanitary napkin, vermicompost, inclusive WASH, homestead nursery etc.

PURPOSE OF THE CONSULTANCY

SONGO project has been actively working with the different private sectors, startups and the growing enterprises in the project locations for long term sustainability of the interventions, developing the inclusive business, create income and employment and sustainable market. The ultimate objective of these inclusive business models is an available and affordable health and nutrition related products and services for low-income people as well as the create income and employment opportunity for a last mile’s entrepreneurs. SONGO would like to consolidate  (review and capture) the SONGO inclusive business models and support for sustainability and exit strategy of the business models which will successfully operate their activities beyond the project.

Scope of work:

  • Review/Investigate the existing SONGO entrepreneurship/inclusive business models and identify the key success, impacts, challenges, opportunities, learnings and way forwards/recommendations of these business models
  • Prepare an exit strategy and sustainability plan of most emerging entrepreneurship/inclusive business models of SONGO and its orient to SONGO staffs and business entrepreneurs for proper execute the exit strategy
  • Support SONGO to execute the exit strategy and sustainability plan of most emerging entrepreneurship/inclusive business models through capacity building of the entrepreneurs and linking with the different private sector actors
  • Assist in developing a new concept note and proposal for scaling of those successful inclusive business models

EXPECTED DELIVERABLES 

  • An inception report and a retro plan including the systemic process
  • Submission the review report of existing SONGO inclusive business models including the key success, impacts, learnings and way forwards/recommendations
  • Submission the consolidation report including sustainability and exit plan for most emerging entrepreneurship/inclusive business models of SONGO
  • Delivery the findings of the review report on inclusive business models in the national level event
  • Delivery the SONGO on inclusive business knowledge products only soft copy which will be 02 pager (both side)
  • Provide capacity building report and established linkage with private sectors at least 05 private sectors for sustainability of the inclusive business
  • Submission of concept note/proposals for scaling these business models (at least 03 CN)
  • Submission on follow up plan and deliverables for each of follow up action

REQUIRED EXPERIENCE OF CONSULTING Firm/Individual(S) 

  • Master’s or equivalent degree in Business Administration, Marketing, Management, or related field
  • Applicant(s) must have a solid and proven track record on similar kind of assignments
  • Solid working experiences on inclusive business, documentation and dissemination of the knowledge products
  • Minimum seven years’ experience in capacity building, and inclusive business development and private sector engagement.

SUBMISSION OF PROPOSAL

Interested consultant(s)/consulting firms must submit the technical and financial proposals.

The proposal should include:

Technical Proposal:

  • CV of the team leader with other team members
  • Introduction letter including a brief overview of the assignment as understood by the consulting firm/consultant
  • Methodological outline or technical proposal for delivery in detail
  • Preliminary detailed itemized work plan – including timeframes for submissions of all deliverables.
  • Include the reference on similar kind of assignments in the Bangladesh context
  • Annexes: if Any documents, such as work samples, or other information, which the consultant feels will assist the proposal review team in evaluating the proposal 
  • Formal evidence or proof of registered status of consultancy firm, Updated TIN, VAT certificate, trade license etc.

Financial proposal

  • Detailed itemized budget and price justification including VAT/TAX calculation 

Evaluation Criteria:

  • Understanding of the assignment: 20%
  • Methodological outline: 10 %
  • Profile of the organization/individual: 10%
  • Team composition: 15%
  • Prior experience of working on the similar kind of assignment: 15%
  • Budget: 30%

TIME FRAME:

This consultancy is expected to be completed within 60 days. The consultant/firm will be expected to submit the preliminary drafts by at latest 7 days before the expected end of the consultancy duration.

SELECTION PROCESS:

After submission, the SONGO team will select two/three consultant(s)/firm and sit with them to know how they will execute and for final selection. Then the SONGO team and awarded consultant(s)/firm will sit together for negotiation to finalize the implementation modalities. No regrade letter will be issued against to unsuccessful candidate.
