‘Agricultural Growth and Employment Programme’ (AGEP), a Danida funded program for the development of the agriculture sector in Bangladesh, has been approved. Implementation of the components has started and will continue until 2018. The largest component of AGEP, the ‘Integrated Farm Management Component’ (IFMC) will be implemented by the Department of Agricultural Extension (DAE) under the Ministry of Agriculture. IFMC will promote the concept of Integrated Farm Management through Farmers’ Field School (FFS). The immediate objective of the IFMC is ‘Increased agricultural production and diversification among female and male members of landless, marginal, and small farming households.’

IFMC will implement a large number of FFS as well as supporting the development of farmer’s organizations. The FFS activities will be implemented through established DAE structures with facilitation by project trained Farmer Facilitators; supported, monitored and mentored by IFMC staff and DAE officers. Support to Farmers Organizations will involve component staff with support from DAE structures.

For implementation of the above, IFMC is seeking qualified candidates for the position of Institutional Development Officer (IDO) in the project offices in six regions:

Under the direction and general supervision of the National Adviser - Institutional Development (NA-ID), the Institutional Development Officer (IDO) will develop and implement programs and projects to support institutional strengthening and capacity development of farmer organizations and related organizations especially in income generating and market related issues.

This position requires familiarity with a range of issues including: Famer’s Organizations, group marketing and agribusiness development.

Key Responsibilities

  • The IDO will have overall responsibility for the capacity development of Farmer’s Organizations (FO) within their region.
  • The IDO will be responsible for assessing existing FOs to identify those suitable for support based on potential in terms of organizational strength and capacity as well as market opportunities.
  • S/he will be responsible for training and guidance of the District based Community Development Officers and Assistant Community Development Officers.
  • Provide regular updates to the NA-ID on the implementation of component activities related to Farmers’ organizations to support strategic planning as well as monitoring and evaluation.
  • Contribute to the development of concepts for piloting in support of sustainable Farmers’ organizations.
  • Assist the National Advisers with IFMC annual work plans and reports.
  • Represent IFMC in meetings with relevant partner organizations regionally.
  • Provide input on the development of IFMC’s communications materials.
  • Develop networks with relevant organizations working with Farmers’ organization within the region.

 Qualifications & Requirements    

  • Bachelor degree in Social Science/ Agriculture Economics/ Rural Development from any recognized & UGC approved Universities. Masters preferred.
  • At least ten years working experience in development of farmer’s/community based organizations, among which at least 5 years continuous working experience in capacity development and assessment of FOs.
  • Experience of small-scale agribusiness development will be an advantage.
  • Person having experience in training and guidance of junior staff will get preference.
  • Person having experience from foreign aided project will be preferred.
  • Strong analytical skills and the ability to make independent decisions and work with minimal supervision.
  • Excellent organizational skills and the capacity to work on multiple projects under pressure and against deadlines.
  • Excellent writing and editing skills in both English and Bangla.
  • Strong computer skills are essential.

 Job Location

  • For 6 regions - Rangpur, Rajshahi, Jessore, Comilla, Mymensingh and Barisal.
  • Significant travel throughout the Region and for meetings in Dhaka. 

 Salary Range

  • TK. 60,300  -  63,600 (All Inclusive)
