Monitoring & Evaluation Officer

‘Agricultural Growth and Employment Programme’ (AGEP), a Danida funded program for the development of the agriculture sector in Bangladesh, has been approved. Implementation of the components has started and will continue until 2018. The largest component of AGEP, the ‘Integrated Farm Management Component’ (IFMC) will be implemented by the Department of Agricultural Extension (DAE) under the Ministry of Agriculture. IFMC will promote the concept of Integrated Farm Management through Farmers’ Field School (FFS). The immediate objective of the IFMC is ‘Increased agricultural production and diversification among female and male members of landless, marginal, and small farming households.’

IFMC will implement a large number of FFS as well as supporting the development of farmer’s organizations. The FFS activities will be implemented through established DAE structures with facilitation by project trained Farmer Facilitators; supported, monitored and mentored by IFMC staff and DAE officers. Support to Farmers Organizations will involve component staff with support from DAE structures.

For implementation of the above, IFMC is seeking qualified candidates for the position of Monitoring & Evaluation Officer in the project offices in six regions:

Under technical supervision of the NA – M&E, and administrative supervision of the Regional IFMC Coordinator and the Regional Technical Coordinator, the M&E Officer will be responsible for monitoring of all field level activities with particular focus on quality implementation of FFS and capacity building of FOs. S/he will be responsible for the collection of data from districts and Upazilas analyze data and prepare reports as required on field activities.

Key Responsibilities

  • Develop systematic and realistic monitoring plans that capture gender disaggregated quantitative and qualitative data to report on project performance/ key indicators.
  • Assist in the preparation of work plans and detailed budgets for activities including for the monitoring and evaluation activities in the regional level.
  • Provide appropriate and facilitative administrative follow-up actions to ensure effective application of monitoring and reporting tools.
  • Perform frequent field visits to ensure the quality of data collected and to verify the accuracy of reported data. Prepare and share situational reports based on the findings from field visits.
  • Data collection training to the staffs assigned for data collection, supervision of data collection and data flow, regularly report feedback.
  • Contribute to the development of the Annual work plan by the National Adviser- Monitoring and Evaluation (NA-M&E), ensuring alignment with Field /HQ strategy and inclusion of monitoring and evaluation activities in the work plan.
  • Review and analyze weekly reports with the management to identify the causes of potential bottlenecks and issues arising in project implementation and to enhance quality of reporting.
  • Support the NA-M&E in reviewing the performance of existing management information systems to help identify potential modifications or resources.
  • Establish an effective system for assessing the validity of monitoring and evaluation data through a review of activities, completed monitoring forms/databases, and a review of aggregate-level statistics reported.
  • Act as a focal person for communication in the region, coordinating information request and documentation of best practices for internal and external sharing.

 Qualifications & Requirements    

  • Bachelor in Statistics/ Economics/ Business Administration/ Computer Science/ Agriculture Economics from any recognized & UGC approved Universities. Masters is preferred.
  • At least ten years working experience in M&E activities including data collection and analysis, implementation of surveys and studies, involvement in evaluation and performance monitoring.
  • At least five years continuous experience of working with monitoring of Farmers Organizations or similar Community based organizations.
  • Person having working experience in foreign aided projects including Danida supported ASPS-II project will get preference.
  • Strong knowledge of advanced statistics and research methodology including skills in sampling techniques and use of computer software for statistical and other relevant applications.
  • Ability to analyze data and provide clear and well-argument observations and suggestions for management.
  • Must have the ability to present information, analysis and recommendations in clear written and oral in English and Bangla is essential.
  • Experience in organizing and managing events (workshops, seminars, trainings).
  • Strong computer skills are essential.

 Job Location

  • For 6 regions - Rangpur, Rajshahi, Jessore, Comilla, Mymensingh and Barisal.
  • Significant travel throughout the Region and for meetings in Dhaka. 

 Salary Range

  • TK. 60,300  -  63,600 (All Inclusive)
