Zabarang Kalyan Samity (Zabarang) is a local Non-Government Organization in Khagrachari Hill District. Zabarang aims to promote the socio-economic and cultural status of poor and vulnerable people, with emphasis on women and children.

Zabarang, with the support of Save the Children International, is implementing the “Sustainability and Uptake of Mother Tongue Based Multilingual Education Pre-primary and Primary Education for Ethnic Minority Children in the CHT” project to increase quality & inclusive education in the Chittagong Hill Tracts since January 2014. Mother Tongue Based Multi-Lingual Education (MLE) program is an essential component of the project. Zabarang is going to recruit an Upazilla Project Officer (UPO), in its vacant position for the duration of one year till 31 December 2016 initially, with possibility of extension upon donor’s approval and the performance of the relevant staff member.

Remuneration: BDT 18,000.00-21,000.00 per month.
Bonus: Zabarang will offer one festival bonus equivalent to one month salary annually.
Project Duration: Initially from joining date to 31 December 2016.

Main Purpose of the Job:

  • To implement the “Sustainability and Uptake of Mother Tongue Based Multilingual Education Pre-primary and Primary Education for Ethnic Minority Children in the CHT” project at Upazila level.

Job Statement:

“Sustainability and Uptake of Mother Tongue Based Multilingual Education Pre-primary and Primary Education for Ethnic Minority Children in the CHT” project is a 3-year, project funded by Save the Children to improve access to quality education and promote the participation of children in decisions that affects them within the classroom, school, family and wider society. Ultimately a momentum movement will be created including children’s collective action, which will press for the accountability to government in respect to child rights.

“Sustainability and Uptake of Mother Tongue Based Multilingual Education Pre-primary and Primary Education for Ethnic Minority Children in the CHT “project aims to improve the inclusiveness, quality and safety of the classroom and school and ultimately the community and wider society through the meaningful participation of children. At the same duty bearer’s capacity and awareness will be developed around education and child participation creating an enabling environment in which adults take children seriously. Mechanisms will be developed within community and government structures to involve children’s opinions and concerns in decision-making for at all levels. The project aims to influence the implementation of national policies.

The Upazilla Project Officer (UPO) position is created to lead the upazilla project team on behalf of the project management team of the organization. The qualified candidate will be recruited for one year duration initially with possibility of extension.

Job Responsibilities:

  • To work closely with Upazila and Union level Government line departments and duty bearers in the field of education to promote quality and inclusive education, Multilingual Education and child participation in schools.
  • To identify opportunities for partnership working, knowledge transfer and good practice at Upazila level.
  • To participate in preparing the action plan at the beginning of each year for all approved and planned activities for the project identifying staff responsibilities and financial resources.
  • To prepare monthly work plan based on yearly action plan.
  • To coordinate the implementation of the project across the Upazila.
  • To support and supervise the activities of the Field Officer.
  • To provide monthly activity (Progress/Accountability/Bench Mark) report, quarterly program/financial reports to Program Coordinator, supported by the Field officer.
  • To monitor project activities and report regularly to the Program Coordinator on the progress of the project.
  • To report on the project at monthly coordination meeting, attended by all ZKS staff.
  • Ton support Field Officer in facilitating children organization and promote their meaningful participation to address issues that affects their lives.
  • To facilitate and support other staffs to ensure adult support for child participation in decision-making process.
  • To ensure the awareness to the Child Protection Policy of Save the Children or the organization when it is in place.

Requirement:

  • Bachelor of Education with at least one year practical experience in education field;
  • Bachelor degree with at least 3 years working experience in education field. Experience may be reluctant for the candidates with Masters degree in any discipline;
  • Knowledge on Indigenous Languages in the Chittagong Hill Tracts;
  • Good written skills in both English and Bangla languages;
  • Skills and experience in project management;
  • Sound knowledge of the CHT context as well as a comprehensive understanding of the challenges faced in the education sector;
  • Excellent motivational skills and the ability to adapt to changing priorities;
  • Experience in staff management;
  • Experience in program planning and report writing;
  • Experience in budget formulation, tracking and management;
  • Networking and liaison skills with relevant actors;
  • Excellent computer skills in office operations with special focus in MS word, Excel and Power Point.

NB:

  1. The above list of duties neither exclusive nor exhaustive. The post holder will be expected to undertake other duties commensurate with the responsibility level of this post, as directed by the Program Coordinator.
  2. This position holder must stay at Mohalchari Upazila unit office.
  3. Candidate from local language speaking community (Marma/Chakma/Tripura) will be given priority.

Only short-listed candidates will be allowed to attend the interview process. No TA/DA will be provided to the candidates to participate in interviews.
