Job Context:

This position has responsibility for the management of all activities of a 54-month project to improve maternal and child nutrition in six sub-districts in rural and nutritionally vulnerable areas of Jamalpur and Sherpur districts of Bangladesh. The Project Manager (PM) will provide overall coordination and oversee on-the-ground implementation supported by a Nutrition Specialist, Economic Development and Value Chain Specialist, M&E Manager and Finance Manager (functioning as the Project Management Unit). S/hewill also supervise three Upazila (sub-district) Coordinators.

The PM will represent the project at the District and Sub District level with Government officials, extension services, local partners, Harvest Plus and the European Union. S/he will also represent World Vision Bangladesh in the District and Sub District level.

The PM is accountable for the successful delivery of the project objectives and will regularly report progress towards achieving them. This position will ensure project planning, budget preparation, training & workshop facilitation, timely preparation of reports and other documentation and all other required activities to ensure the project operates smoothly. S/he will also be responsible for managing the field level implementation of the partners of the project, conducting regular meetings and follow up with partners and providing necessary support to the field teams. S/he will coordinate the district level partners’ coordination meeting and also present project progress in district and sub district level nutrition coordination meetings.

This position will report to the Team Leader. S/he will also interact with the Manager, Grants Management in World Vision Bangladesh National Office and Grants Manager and Programme Finance Officer in World Vision UK on matters pertaining to the management of the grant, including the donor relationship and contracts, reporting and monitoring and evaluation.

Job Responsibilities:

  • Provide leadership in achieving the goal and outcomes of the project, mobilizing staff and local partners and other project resources at district and sub district level;
  • Lead technical and support team members in project implementation in accordance with the standards of programming and the requirements of WV and the donor including financial and M & E functions;
  • Manage the relationship with local partners and Government counterpart ensuring that project objectives under which they are responsible are achieved, its field implementation are managed and coordinated;
  • Leads in ensuring that gender is effectively mainstreamed thus creating opportunities to empower women and girls to make decisions about their household income and nutrition;
  • Planning, motoring & budgeting as per project design
  • Capacity building initiative for project staff and partner.
  • Overall leadership in delivering the project objectives
  • Financial Management / Policy adherence Accountability and quality management system in place.
  • Relationship Management of  partners and other external stakeholders; and issue management
  • Reporting and documentation

Educational Requirements:

Essential: Master’s Degree (preferably in Agriculture/Social Science/Nutrition/Public Health or Development Studies from a reputed university.

Experience Requirements: At least 7 year(s)

Job Requirements:

  • Age at least 35 years
  • Knowledge & Skills:
  • Excellent understanding on nutrition sensitive agriculture or value chain development or nutrition or women’s empowerment issues.
  • Hands on project management experience, with experience with grants highly desirable. 
  • Understanding on current health and nutrition policy and strategy.
  • Advanced understanding on monitoring and evaluation (M&E), global nutrition survey, surveillance, research and assessments methods, tools and standards.
  • Writing and communication skills both in Bengali and English.
  • Knowledge & skills on communications, networking and advocacy.
  • Leadership and team building.
  • Strong stakeholder management and coordination skills, flexibility, adaptability and patience; facilitation and interpersonal skills.
  • Strong knowledge and work experience on with any of bi-lateral / multi-lateral donors specifically including e.g. EC,  WV-UK, Europe Aid, DFAT, Australia, DFID, USAID, including a strong understanding of , EU and their compliance requirements.

Experience:

  • 7-8 years of experience in the field of Development work of which at least 3 years in managing projects funded by bi-lateral/multi-lateral donors.
  • 3-5 years of experience in the field of nutrition/value chain/women’s empowerment or advocacy in a technical or project management capacity.
  • Partnership management including contract management and match funding management.

Job Location: Jamalpur

Salary: BDT 150000 - 170000
