Gender Specialist (01 Position)

Background
WorldFish Bangladesh will be hiring this position for one of its upcoming project. The Gender Specialist is to provide leadership and high-quality scientific advice on gender issues while ensuring the following:

  • Gender integration and women’s empowerment outcomes as part of inclusive aquaculture sector growth through a market system approach within the Bangladesh component of the project titled #1 Aquaculture: increasing income, diversifying diets, and empowering women in Bangladesh and Nigeria;
  • The project provides effective collaboration with other WorldFish projects in Bangladesh and globally to contribute to wider donor, WorldFish and CRP FISH goals for improving women's decision-making power and control over resources, assets and the income derived from fish farming and marketing through aquaculture and agriculture investments in the country.

The incumbent is responsible to work towards achieving Result 5: Women's empowerment of the project while ensuring gender responsive delivery of the four remaining results: Result 1: Increased productivity and diversity of fish production systems, Result 2: Improved smallholder access to quality inputs and services, Result 3: Improved market linkages and Result 4: Improved dietary diversity and consumption. This will include but not be limited to:

  1. Develop strategies for gender integration in partner programming for aquaculture and value chain development.
  2. Improve existing and establish new women entrepreneurs in the aquaculture sector.
  3. Generate new knowledge on social norms, gender issues and women’s empowerment in northern Bangladesh.
  4. Design and include gender transformative strategies in extension.
  5. Ensure women are effectively targeted in technical extension.
  6. Strengthen existing groups and create new women’s and mixed groups for production, entrepreneurship, sales and savings.

Key Responsibilities

  • Support project efforts to design and implement pro-poor gender responsive as well as transformative strategies, activities and outcome assessments for the project.
  • Integrating gender into technical and bio physical interventions.
  • Design and test technology extension methods including using a gender transformative approach with the private sector and digital partners and study the impacts on empowerment indicators, adoption and gender attitudes.
  • Lead as well as participate in designing and conducting both strategic and integrated social and gender related studies, and outcome assessments with teams and with support from the private sector.
  • Lead as well as participate in designing gender responsive value chain initiatives with the private sector as well as creating and building women entrepreneurs in suitable avenues.
  • Develop credit and savings opportunities for women by working with credit and banking institutions and groups.
  • Design, conduct and analyze both quantitative and qualitative surveys, assessments and studies on gender and social issues.
  • Responsible for gender capacity building and supporting institutional change around gendered attitudes and behavior.
  • Conduct workshops and events to promote gender-inclusive, socially responsible investments in smallholder aquaculture and value chain development.
  • Coordinate with Market System team and Nutrition team to build gender and nutrition integrated media campaigns and Behavior Change Communications using role models for behavior and attitude change.
  • Advise projects and Monitoring & Evaluation (M&E) teams on how to put in place effective monitoring and evaluation indicators and processes for tracking gender outcomes.
  • Be actively involved in the Bangladesh National Gender Working Group, where ideas on gender in the development sector are exchanged and learned between projects shared.
  • Write English scientific papers, journal articles, working papers, briefs and reports from study results and present in various forums.

This job is open to Bangladesh nationals with the following skills and qualifications:

  • Minimum five (05) years’ experience working on gender in research in development in agriculture sector.
  • PhD or Master’s degree in Social sciences, Development Studies, Gender or Women’s Studies, Economics, Human Geography or Anthropology.
  • Proven project management skills including project development and report writing.
  • Demonstrated experience and technical knowledge in gender integrated development, particularly related to food security, aquaculture/agriculture market systems, and nutrition integrated aquaculture/agriculture.
  • Experience with quantitative (e.g. WEAI) or qualitative research methods, as well as conducting field based assessments.
    Excellent writing skills for proposals, reports, and scientific papers.
  • Ability and willingness to travel nationally and internationally.

Desired Skills and Qualification

  • Experience working in the field of aquaculture, gender transformative programs.
  • Experience in the provision of credit to women entrepreneurs and working in gender responsive market system/ value chains.
  • Experience in building women’s entrepreneurship.
  • Experience in working with digital tools for e-learning or business development.
  • Strong history of publications in scientific journals.
  • Strong ability to design and lead quality research independently.
  • Excellent analytical and technical skills and expertise with the ability to work independently.

Salary and Benefits
This is a Nationally Recruited Staff (NRS) position with annual salary ranging between BDT 1,781,000 to BDT 2,065,000 per annum. WorldFish's NRS shall receive comprehensive benefits including (but not limited to) insurance coverage for staff and eligible dependents, and pension/ provident fund contribution.

Eligibility, Location and Duration
This position will be based at WorldFish’s Country Office in Dhaka, Bangladesh. Interviews are expected to be held in the first week of February 2019. Only shortlisted candidates will be notified and expected to attend the interview. The successful candidate should be available to commence on March 2019 for an initial three (3) years fixed term contract, with the possibility of contract renewal depending on performance and funding availability.
