About Nobo Jatra

Winrock International invites application for the following positions for Agriculture and Alternative Livelihoods component of Nobo Jatra (New beginning) Program being implemented in partnership with World Vision in Bangladesh and World Food Program. The goal of the program is to improve gender equitable food security, nutrition and resilience of vulnerable people of Bangladesh that also includes 856,116 direct households in 40 Unions in four Upazilas- Shyamanagar, Kaliganj under Satkhira District, and Koyra and Dacope under Khulna District, the Southwestern Coastal area of Bangladesh. Responsibilities, duties and qualifications are described in the attached position description.

Summary

The purpose of the position of Senior Officer-Monitoring and Evaluation (M&E) is to guide the field team to ensure implementation of agriculture and alternative livelihoods interventions with quality and per donor requirements.  This position will be responsible for establishing proper implementation of the M&E system in the program, coordinating with World Vision Bangladesh (WVB). S/he will facilitate the qualitative and quantitative monitoring & evaluation process and ensure scheduled reporting of the project implementation as per project design and USAID standards. The position holder is responsible for building the capacity of Upazila-based Winrock and partner staff and partners. S/he will support the conduction of the baseline, annual surveys, mid- term evaluation and final evaluation at the DFSA-Nobo Jatra coordination office level.

Main Responsibilities

The main duties of the Senior Officer-Monitoring and Evaluation are to:

  • Establish effective Monitoring and Evaluation system in the agriculture and alternative livelihoods component with support from program technical staff and WVB for constant quality improvement through implementation;
  • Prepare M&E guidelines for the field team to implement monitoring events as per the monitoring plan;
  • Meet donor requirements through scheduled reporting;
  • Document the learning and best practices for use in the program and future program development;
  • Support annual survey, mid-term evaluation and end of project evaluations;
  • Develop monitoring tools;
  • Lead monitoring activities of the component and quality reviews in consultation with partners Upazila Teams;
  • Develop the M&E capacity and provide guidance to WI and partner NGOs; 
  • Track achievements of outputs and outcomes through routine monitoring activities and annual surveys;
  • Work closely with upazila team to conduct periodic surveys and small studies to ensure strategies and approaches that will support achieving component objectives;
  • Understand core Performance Monitoring & Evaluation Plan (PMEP), DIP, Performance Indicator Tracking Table (PITT) and support the team to prepare plans of action and implementation of that;
  • Extract data from the project database and do analysis and report on the gaps to the WI technical team members as well as WVB M&E team;
  • Guide the upazila Team to ensure routine data collection, analyze and generate findings & recommendations to help the project team in quality implementation of project interventions as per project design;
  • Share field visit observations and findings from the database in relevant meetings;
  • Support WVB M&E to in updating Indicator Performance Tracking Table (ITTP) to track the performance of the agriculture and alternative livelihoods component;
  • Document the most significant changes in the lives of target beneficiaries;
  • Compile achievements and document those for sharing with team members and management;
  • Document baseline, mid-term and end of project evaluation reports both in digital version and printed copy.

Desired Qualifications

Minimum Master’s degree in any discipline preferably in statistics or social science; Minimum 5 years’ practical experience in working with donor driven food security projects; Must have knowledge and skills of project implementation; Ability to work with partner organizations and USAID; Oral and written communication skills in English and Bangla; Ability to work on a team with different stakeholders; Work under pressure and can take additional responsibilities; Basic computer literacy of Microsoft Office including Microsoft Word, Excel, Power Point, SPSS & other database program; Proven skill in quantitative and narrative report writing.
