Monitoring, Evaluation & Learning Specialist (MELS)


SAFETI is being implemented with objectives of achieving the following results through different interrelated components/ activities mentioned in the project proposal:

  • Increase agricultural productivity by improving production and management of hatcheries and farms in the shrimp and prawn value chain to contribute to both improved food quality and safety, as well as to improve livelihood and environmental sustainability in the Bangladeshi prawn and shrimp industry.
  • Expand trade of agricultural products by improving handling and sanitary controls, reducing unnecessary layers in the value chain, promoting extension services, and building the capacity of trade associations and government trade promotion bureaus.


Specifically, the M&E Associate will work under the supervision and overall guidance of the MELS and will be responsible for the proper implementation of the SAFETI M&E system in the respective field sites. M&E Associate will facilitate the qualitative and quantitative monitoring & evaluation process and contribute to ensuring scheduled reporting of the project implementation as per project design and USDA standards.


  • Implement the day-to-day operations of the SAFETI M&E unit in assigned field locations;
  • Ensure proper data collection and assurance of quality in data collection and entry into the web-based M&E data management system, named “DevResults”
  • Contribute to developing and testing monitoring tools;
  • Work closely with district program teams to conduct periodic surveys and studies to ensure strategies and approach that will support in achieving project objectives;
  • Prepare field-based reports for donor and organizational reporting;
  • Assist in the documentation of lessons and best practices for use in the program and future program development;
  • Address any requirement of the project, especially for USDA, related to performance monitoring;
  • Support annual survey, mid-term evaluation and end of project evaluations;
  • Work in close coordination with and accountable to Senior/District Manager and other program staff;
  • Support the project and M&E unit in any other task as required by MELS;
  • Ready to accept the challenge and cope with change;
  • Undertake any other work as instructed by the MELS and DCOP.


  • Minimum of 3 years of experience in M&E or related posts. Preference will be given for those with project experience with aquaculture programs.
  • Minimum of Bachelor of Science (B.Sc.) in Agricultural Economics/ Sociology/ Social Development Studies / Aquaculture. Candidates having advanced degree/ training and knowledge of fisheries and aquaculture, especially in shrimp and prawn culture will be given preference.
  • Basic computer literacy using of Microsoft Office Microsoft Word, Excel, MS PowerPoint, IBM SPSS or similar programs & database programs. Experience with web-based data management systems is preferred.
  • Fluent in written and spoken English and Bangla. The ability to communicate and provide written contributions to project reports is a major requirement.
  • Desirable to have worked in and/or have a knowledge of agriculture and if possible aquaculture projects especially those involving shrimp/prawn culture.
  • Ability to contribute and work cooperatively in a team environment with a range of staff and stakeholders.


The Monitoring and Evaluation Associate will work under the supervision of the MELS and in close coordination with the Sr./District Managers.


Salary will be determined based on the candidate recent employment and salary history. The position is a full-time position with other entitlements, as per applicable Winrock policies.


The primary work location will be in one of the SAFETI district offices of Khulna/ Satkhira and frequent visit Bagerhat district office & Dhaka office.
