on Child Labor in the Cox’s Bazar Area

The Child Labor Improvements in Bangladesh (CLIMB) Project is seeking a partnership with a Non-Governmental Organization (NGO) or International NGO experienced in improving the capacity of Media, CSOs and relevant community stakeholder groups to raise awareness on Child Labor (CL) issues, strengthen community awareness and access to services, including alternative livelihoods and employment by vulnerable young people and their families. The CLIMB Project is specifically focused on reducing CL in the Dried Fish Sector (DFS) communities in and around Cox’s Bazar.

The CLIMB Project is funded by the United States Department of Labor (USDoL) and implemented by Winrock International. 

Through this partnership, CLIMB will develop the capacity of local media to effectively report on CL to build public awareness and greater understanding of the causes and impact among decision-makers, community leaders, and other stakeholder groups. The media partner will also be expected to support the CLIMB team to strengthen the capacity of CSO partners and other civil society stakeholder groups use the media effectively to tell stories of the impact of CL and to develop messaging for effective awareness campaigns and advocacy that influences policy planners and local government institutions. 

Duration of the Partnership: March 2019-December 2020

Scope of Work (SOW): The selected partner will plan with the CLIMB staff and other CSO partners activities leading to the following outcomes:

  • Media Strengthening for CL reporting
    • Work with media to develop stories/articles on child labor situation, services, policies, human interest stories
    • Work with CSOs on how to develop press releases, stories, set up interviews and provide interesting/relevant information to media on CL and the DFS
    • Help to develop messages/articles/publications/posting related to existing services and how to access them
  • BCC and communications around CL services
    • Coordinate with the CLIMB team the development of a BCC strategy with messaging for awareness and advocacy with various stakeholder groups that promote action based on the findings from the CLIMB Pre-Situational Analysis and Research on knowledge, attitudes and practices related to CL in DFS. Stakeholders are (not limited to);
      • Parents
      • Teachers and child protection service workers
      • National Child Labor Welfare Council (NCLWC) and community welfare groups
      • District and Upazila officials
      • Service Delivery organizations and agencies
      • Other stakeholders
    • Support advocacy partner on national level materials and messaging to integrate CL in DFS into the National Plan of Action (NPA) and CL definitions and protections
    • Train and assist CSOs in preparing messaging and materials for CL in DFS awareness and advocacy

Information required with application:

  • A brief description (1-2 pages) of recent experience relevant to the SOW above.
  • A brief description (1/2 to 1 page) of how the organization will staff and approach the SOW
  • In Annex, any organization reports and other documentation useful in assessing the application

Additional requirements

  • Registered with the NGO Affairs Bureau. Please provide documentation with the application
  • Audited annual statements/reports for the last three years
  • As a recipient of a U.S. government sub-award, the selected partner will need to be able to register for a DUNS and SAM number and meet other requirements related to financial management and program management requirements
