This Request for Quotation (RFQ) is issued by the United States Agency for International Development (USAID) funded Bagh Activity. This RFQ does not obligate USAID or USAID’s Bagh Activity to issue any agreement(s) as a result of this RFQ, and USAID’s Bagh Activity reserves the right to cancel and/or modify this RFQ at its sole discretion. No fees or service charges will be reimbursed in relation to bidders’ preparation of quotations.

SECTION 1: SPECIFICATIONS

Program Background
The Bengal Tiger Conservation Activity (Bagh) is a four-year project funded by USAID that started in January 2014. The overall objective of the Bagh Activity is to strengthen the relationship between the Sundarbans and surrounding communities by training and encouraging local populations and institutions to lead the fight to protect the Bengal tiger and its magnificent forest mangrove ecosystem. Bagh will ensure more than the survival of Sundarbans tigers. Saving tigers will save the Sundarbans from all threats towards animals, vegetation and people - this is the focal approach of the Bagh Activity.

WildTeam – a Bangladeshi organization that has been working for biodiversity conservation in Bangladesh since 2003 – is the lead implementing partner of the Bagh Activity, for which the Smithsonian Institution and the Bangladesh Centre for Advanced Studies (BCAS) provide ongoing technical support.

Product/Technical Specifications and Requirements for Requested Goods

USAID’s Bagh Activity is going to organize an exposure visit to Nepal and India. The details of specifications and requirements of goods are given below:

  • Team size will be 17 persons.
  • The accommodation should be in a facility with standard amenities.
  • The team needs to stay in the same hotel/resort during its visit in India and Nepal. It is highly desirable to accommodate all the members of team in a similar room category.
  • All the international air tickets should be of Economy Class.
  • AC vehicles should be used for local transportation in each country. 20 persons’ seating arrangement should be made.
  • Meals include breakfast, lunch, and dinner. Location of dining in each country will be set in consultation with selected vendor. Light snacks in local transportation is expected.
  • Event coordinator for this trip will go to locations 1 or 2 days earlier than rest of the team for scouting/recce purpose.
  • At least 1 logistics liaison person should be nominated from the vendor for each country.
  • Travel insurance for Nepal and India for all the team members has to be taken from Bangladesh.
  • The duration of the trip may be shorter/longer.
  • Time and other specifics of the trip will be confirmed in consultation with the selected vendor.

SECTION 2:  REQUIREMENTS

Quotation Requirements
Quotations must include the following:

  • A clear list of all goods required from this RFQ, including how each item responds to the technical/product specification requirements set forth in this RFQ.
  • Clearly listed prices per item
  • Schedule/date for when items will be delivered to the Bagh Activity

Terms & Condition:
1. Quotation must be submitted including Vat & Tax. VAT & Tax shall be deducted from the Source as per GoB rules. VAT Coupon will be provided by WildTeam against the VAT amount.
2. Quotation should be submitted by Sealed Bid on or before 24 November 2016.
3. Price validity: 30 days
4. Invoice shall be made on actual basis.
5. Payment mode: A/C Payee cheque/Bank Transfer on behalf of vendor within 15 working days upon satisfactory Goods received and submission of bill.
6. Delivery place: India & Nepal. WildTeam shall notify the details route map to vendor.
7. Delivery date:  Vendor should provide the services by 01-07 December 2016. Failure to meet the   delivery date will be treated as cancellation of the work order. 

Selection and Evaluation Process
Quotes will be evaluated based on the extent to which bidders respond directly to the product specifications as set forth in this RFQ, and the timeliness of the proposed delivery schedule. Price is generally evaluated on the basis of “lowest cost”.

The Bagh Activity reserves the right to engage in negotiations with bidders prior to making a final selection.
