Under the direct supervision of the Logistics Cluster Coordinator, the Logistic Cluster Officer is responsible for the following duties:

  • Identify / reassess and prioritize key logistic bottlenecks and gaps impeding delivery of essential assistance by the humanitarian community;
  • Coordinate and disseminate of logistic information on available transport and storage (Inter-Agencies LCA) and infrastructures in the region;
  • Recommend to partners standard operation procedures, alternative logistic solutions and a cost/benefit analysis for each solution;
  • Represent the Logistics Cluster at Inter-Cluster and other related coordination meetings;
  • In support of the Logistics Cluster coordinator, organize and if required chair Inter-Cluster and other related coordination meetings;
  • Prepare funding proposals to the CERF and pooled fund and other donor funding mechanisms;
  • Coordinate, monitor and evaluate the implementation of approved proposals;
  • Where necessary, identify and mobilize resources (i.e. financial, HR, assets) for services provided by the Cluster or other Cluster participants;
  • Negotiate facilitation measures with local authorities and/or government counterparts on behalf of the Logistics Cluster when required;
  • Ensure adequate logistics preparedness through the Inter-Agencies contingency planning;
  • Coordinate and monitor dispatchers of Inter-Agency transport;
  • Provide inputs to relevant Information Management products related to the Logistics Cluster operations;
  • Liaise with relevant actors to avoid congestion on logistics infrastructures & assets (supplying corridors, transport, local suppliers, etc) and to ensure proper coordination of the aid flows.
  • Perform other related duties as assigned.

Expected Results: Under close guidance of the subject specialist and/or supervisor, a member of a team applies conceptual models in support of project design, provides analysis of project parameters, actively contributes to the compilation, maintenance and reporting of data and the identification and mobilisation of resources for successful logistics operations.

Critical Success Factors: Ability to compile, maintain and analyze data, prepare reports and draw initial conclusions in support of work conducted by another officer; Knowledge of commodity management practices. Ability to work in a team, and maintain effective work relationships with logistics counterparts and staff within the regional/country office. Flexibility in accepting work assignments outside normal desk description. Ability to deal patiently and tactfully with people of different national and cultural backgrounds.

Minimum qualifications:

Education: University degree in business administration, engineering, computer science, statistics, economics (preferably transport economics), quality assurance, technical, statistics or management related to the area of work, i.e. air transport, surface transport, etc.

Experience: At least 5 years progressively responsible professional experience in humanitarian logistics, incl. land, shipping or air transport and logistics/transport operations; Ideally the staff member should have experience in:

  • Good understanding / experience of the Humanitarian reform / the Cluster Approach
  • Emergency logistics assessments and analysis
  • Emergency preparedness and contingency planning
  • Emergency Inter-agency coordination including managing Inter-agency meetings

Language: Working knowledge (proficiency/Level C) of English (enter other WFP language, if applicable) is required; Basic knowledge of (enter secondary WFP language, if applicable) would be a plus.
