Under the Logistics Cluster Coordinator in Bangladesh and coordinating closely for technical GIS matters with the GLCSC Core Unit in Rome, the GIS officer will have the following tasks:

  • Ensure that Logistics Cluster’s GIS activities remain focused on Logistics Cluster’s transport and logistics mandate and are complementary to GIS activities carried out by other agencies
  • Develop a data management plan delineating the management, application and interoperability of minimum logistics datasets with other response sectors
  • Implement technical capacity-building (training) of Logistics Cluster partners and focal points in GPS data collection and information management
  • Maintain up-to-date all the SDI-T database layers and promote their use in the humanitarian community
  • Attend Logistics Cluster meetings for explanation and distribution of new GIS products and to identify emerging information needs
  • Establish a network of communication for real-time data collection in order to improve the exchange of information by updating regularly the access constraints maps.
  • Provide trainings on using any tool useful for data collection (GPS, WFP GeoNode, Geoportal, Smartphones) to WFP Staff, partners of the Logistics Cluster, Government, private sector and any other potential actors in the logistics network.
  • Systematic collection of data for the operations of WFP and the Logistic Cluster
  • Ad hoc maintenance and operation of the SDI-T Database
  • Establish cartographic standards and operating procedures to support efficient production, diffusion and updating of map products following guidelines from the GLCSC Core Unit in Rome
  • Perform all necessary for the benefit of the logistics cluster and WFP logistics mapping for possible roads (quality of roads and structures, geometric precision, funding...)
  • Design and distribute to the humanitarian community logistics maps (storage capacity, accessibility, air corridors, distribution points, road access constraints, waterways network, aerial operations, etc.) through Logistics Cluster website and local network
  • Actively participate in, and if required, initiate and lead inter-agency GIS coordination working groups
  • Analysis of transport costs and optimization using SDI - T time/distance matrix calculation based on the practicability of roads and vehicles type

Expected Results: Under close guidance of the subject specialist and/or supervisor, a member of a team applies conceptual models in support of project design, provides analysis of project parameters, actively contributes to the compilation, maintenance and reporting of data and the identification and mobilisation of resources for successful logistics operations.

Critical Success Factors: Ability to compile, maintain and analyze data, prepare reports and draw initial conclusions in support of work conducted by another officer; Knowledge of commodity management practices. Ability to work in a team, and maintain effective work
relationships with logistics counterparts and staff within the regional/country office. Flexibility in accepting work assignments outside normal desk description. Ability to deal patiently and tactfully with people of different national and cultural backgrounds.

Minimum qualifications:

Education: University Degree in Geomatics or Geography with strong GIS component.

Experience: At least 3 years working experience in the use of GIS, including at least one year during an emergency response deployment context. Past experience in the coordination between NGO’s, government officials and institutions and UN agencies with the purpose to collect GIS related data. Strong working knowledge of GIS related software as ArcGIS Software Suite, PostgreSQL, and Quantum GIS. Ability to work under high pressure.

Language: Working knowledge (proficiency/Level C) of English (enter other WFP language, if applicable) is required. Basic knowledge of (enter secondary WFP language, if applicable) would be a plus.
