Under the direct supervision of the Head of Sub Office, Cox’s Bazar, the incumbent will be responsible for the following duties:

  • In coordination with the Head of Sub-Office (HOSO), responsible for overall programme management which includes implementation and monitoring of programmes and activities under the Protracted Relief and Recovery Operation (assistance to refugees from Myanmar) and Country Programme (school feeding, nutrition, safety nets) in Cox’s Bazar District.
  • Assist the HOSO to ensure the implementation of WFP policies and strategies for the Cox’s Bazar Sub Office consistent with the broader policies and strategies established by the Country Director and national authorities.
  • Assist the HOSO and Programme Units in identifying fields of development where food assistance can be usefully employed and give assistance in planning, formulating, and targeting recipients for new requests for WFP assistance;
  • Contribute to preparation of all project documents and implementation guidelines, including the PRRO project document and operational guidelines for the e-voucher based transfer modality.
  • Oversee the planning and transition from in-kind food assistance to electronic food vouchers in the refugee camps for around 31,000 beneficiaries, in close coordination with UNHCR, Government and other partners.
  • Assist the HOSO to develop and monitor annual SO work plans and oversee the development and implementation of program work plans and monitoring.
  • Assess the need for food assistance in all programs, ensure plans for its timely arrival in coordination with relevant WFP units and partners , and monitor the implementation of these plans;
  • Assess need for and ensure on-the-job training, specialised training or cross visits for NGO and GoB staff where applicable.
  • Supervise programme staff to ensure systematic field monitoring and monitoring targets and implementation objectives are met. Analyze monthly report; ensure that all issues are systematically tracked and followed-up. Prepare monthly Sub Office report and present an overview of programme performance in the monthly report.
  • Provide technical assistance and guidance to programme staff and develop and implement plans for staff capacity-building.
  • Liaise with project implementing authorities and undertake visits to view project outputs and beneficiaries, inspect storage places and points where WFP commodities are received, in order to ensure that progress is made in the achievement of project objectives;
  • Support the integration of gender and protection policies into all aspects of WFP’s programmes, including technical assistance and guidance to WFP, NGO and Government counterparts.
  • Assist HOSO to manage WFP’s relationship with cooperating partners, maintaining regular contacts and providing technical and other forms of assistance
  • Provide technical assistance to implementing partners on the maintenance of all records, accounts and books as stipulated in their respective agreements and ensure that reports required for WFP are accurate and provided as scheduled
  • Ensure cooperating partners are maintaining correct procedures for handling, transport, storage, distribution, accounting and reporting of the commodities supplied by WFP and arrange technical guidance as necessary
  • Ensure timely and accurate maintenance of databases of indicators relating to WFP projects; Support implementation of baseline and outcome surveys.
  • Prepare periodic reports and participate in assessments and evaluations of project activities, outputs and outcomes in accordance with WFP’s strategic objectives
  • Oversee preparation and dissemination of timely analytical and critical reports including proposals for improvements in operation and the scope of programmes;
  • Assist reporting exercises such as SPR, Annual Report and others, as required and ensure that all reports are provided by Cox SO on a timely basis. Transmit clear, comprehensive information and well prepared periodic and ad hoc reports on the progress of operational projects to the Country Office and make recommendations and/or proposals for improvements in operations.
  • Assist HoSO to develop and sustain relationships with key stakeholders in the fields of nutrition, food security, emergency preparedness and refugee assistance, including UNHCR, UNICEF, NGOs and relevant government officials such as the office of the Refugee Relief and Repatriation Commissioner.
  • Liaise with and help facilitate visits and briefings of donors, government delegations and other missions.
  • Assist HOSO in establishing a district coordination mechanism related to the food security cluster.
  • Assist HOSO to identify and engage in opportunities for new partnerships and inter-agency coordination, especially in the field of food security, nutrition, emergency preparedness and refugee assistance.
  • Implement corporate emergency preparedness and response actions under the guidance of the Dhaka Country Office (CO). Contribute to preparedness actions, such as early warning, risk analysis and contingency planning and make the necessary recommendations. Periodically monitor the management of risks and report on any actions taken;
  • Assist in overall management of the sub-office including areas such as policy, procedures, security and financial administration.
  • Perform as Officer-in-Charge during HOSO’s absence and be responsible during these periods for overall management of the Sub-Office, including program, logistics, administrative, financial, security and human resource matters.
  • Perform other related duties as required by the HOSO.

Minimum qualifications:

Education: University degree and/or equivalent with emphasis in one or more of the following disciplines; social sciences, nutrition, development studies, international relations or a field related to international development assistance.

Experience: At least five years of progressively responsible job related experience in the field of monitoring, development Programme operations, emergency operations, refugee operations, cash and voucher programming or other related field.

Language: Fluency in written and oral English and Bangla essential. Preference will be given to candidates who also possess sound knowledge of Chittagonian dialect and/or Rohingya language.

Knowledge: Excellent in utilizing computers; MS Office such as Word, Excel, PowerPoint, E-mail, and Internet.
