The United Nations World Food Programme (WFP) is fighting hunger worldwide. We are seeking applications from qualified candidates to fill the  position of Budget & Programming Officer at the SC-8 level.

Under the overall supervision of the Deputy Country Director (Strategy and Programme) and the direct supervision of the Senior Programme Officer (Resource Management), the incumbent will be responsible for the following duties:

  • Contribute towards the development of plans, processes and procedures ensuring compliance with wider budget programming policies and WFP standards.
  • Create and Review budget and revised budget plans for Country Strategic Plan (CSP) to provide expert advice on budgetary adjustments required for effective utilization of funds by the WFP Country Office.
  • Provide comprehensive analysis on project performance and financial surplus or deficit, and recommend appropriate actions to Country Office Senior Management.
  • Monitor and provide advice on fund utilization, and advance financing, loan and borrowing/repayment and refinancing arrangements; alerting Senior Management to approaching deadlines for unassigned funds and potential resource shortfalls/surpluses, and proposing appropriate solutions.
  • Collate and analysis data for the preparation of accurate and timely reports, to enable informed decision-making and consistency of information presented to senior management and external stakeholders.
  • Proactively contribute ideas to senior officers for improvement to systems, techniques, tools, processes and procedures to better monitor and manage budgets and funds.
  • Support the capacity building of WFP staff in budgeting, fund management and operational planning through answering queries and updating training materials, manuals and guidelines.
  • Contribute in preparing budget details/funding proposal for various operations, as required.
  • Prepare necessary agreements/arrangements with donors for directed contributions.
  • Support the roll-out WFP’s new Financial Frame work, Country Office Management Plan, Resource Based Planning and implementation plan in the Country Office.
  • Monitor and provide advice on actions related to project closure and resource transfer.
  • Regularly follow-up on receipt of the contributions from donors for various operations or activities, follow-up with the relevant Donor Liaison Officers in WFP HQ for registration of these contributions, and initiate actions on use of the resources as per the request of the relevant focal officer/s.
  • Monitor the operational requirements of food and cash for various activities and provide advice on potential engagement and follow-up with the donors on reimbursement/payment of instalments.
  • Prepare, review and submit pipeline reports for all activities accurately based on the operational project requirements.
  • Support the Resource and Pipeline Management Committee by preparing necessary documents for the meeting, and follow-up on implementation of the actions recommended.
  • Follow standard emergency preparedness practices and contribute to technical recommendations, guidance and monitoring of the management of financial risks.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Business Administration, Finance, Economics or other relevant field, or First University degree with additional years of related work experience and/or training/courses.

Experience: At least 3 years of progressively responsible experience, of which at least two years closely related to programme functions, practical experiences on reporting and financial reconciliation.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Has performed basic financial analysis or either office or operational budgets.
  • Has provided analytical inputs for the development of budgets, financial plans or analysis.

TERMS AND CONDITIONS

Monthly Remuneration for this function will be BDT 129,021.00.
