Job Title: Programme Manager

Location: Dhaka, Bangladesh

Term: 2 years

Salary: At par with other development organisations.

The Programme Manager will be mainly responsible for the development, monitoring and implementation of programmes on food and nutrition security with components related to nutrition sensitive agriculture, nutrition education, NRM, WASH and sustainable livelihoods. 
The Programme Manager will be based at Dhaka and will report to Welthungerhilfe India Office. S/he will work closely with NGO partners and will be required to travel frequently to project areas for monitoring and programme development.
The Programme Manager will have specific responsibility for the Bangladesh component of a regional programme on promoting the multi-sectoral approach to Nutrition Smart Villages. The programme aims to contribute to food and nutrition security amongst women of reproductive age and young children from vulnerable and food insecure families. The KRAs of the programme are:

  • Improving knowledge, awareness and practices of extension workers and households on diet diversity, maternal child care, nutrition sensitive agriculture and WASH
  • Promoting agro ecological, nutrition sensitive and climate smart agriculture
  • Capacitating CBOs and village level institutions to access government programmes and entitlements.

Responsibilities:

  • Coordinate projects and provide backstopping, advisory support and assistance to partners in project implementation with the objective of achieving clearly defined and measurable outcomes.
  • Undertake monitoring of partner projects based on Welthungerhilfe standards and systems and work closely with partners in tracking activities and outputs, develop well documented analytical monitoring reports including use of MIS.
  • Prepare periodical progress reports to reflect achievement of project targets, document lessons learnt and record project activities.
  • Prepare consolidated reports on partner programmes for submission to head office and donor agencies;
  • Actively liaise with relevant networks, government departments and relevant agencies to support programme implementation and advocacy initiatives by the partners;
  • Ensure identification of training needs at all levels and organize capacity building of partner staff and community on programme components.
  • Facilitate support to partners in developing quality publications as IEC materials, reports, workshop documents and brochures.
  • Draw up terms of reference for consultancy and negotiate contractual agreements.
  • Work closely with the Finance Officer to ensure timely and effective fund disbursement in accordance with contractual compliances, ensure effective fund utilization by all partners in accordance with project objectives
  • Contribute to relevant WHH organisational and country policy discussions;
  • Contribute to and support in developing project proposals and their submission to donors. A good understanding of designing and managing budgets is essential.
  • Moderate and facilitate workshops and seminars and ensure proper documentation and dissemination of lessons learnt.
  • Assist in setting up WHH office in Bangladesh and identify suitable local NGOs for future cooperation.
  • Represent Welthungerhilfe at different platforms, meetings, seminars and consultations.

Others: Undertake any other duties commensurate with the grade and as communicated by Welthungerhilfe.

Qualifications and Experience:

  • Degree in nutrition /sustainable agriculture/ livelihoods or associated fields.
  • Minimum 8 years work multi-sectoral experience in the development sector on results-based project management at mid and senior management level.
  • Very good written and verbal communications skills in English and Bangla.
  • Strong understanding of food and nutrition security, natural resource management, livelihood issues and rights-based approaches.
  • Skills and experience in micro and macro advocacy initiatives, networking skills and capacity building.
  • Experience on proposal writing, programme development and managing donor supported projects.
  • Excellent computer skills in packages including Microsoft Word and Excel
  • Highly motivated, self- driven, good team player and willing to travel
  • Excellent interpersonal skills and ability to work in a multi-cultural environment.
