Position: Finance and Administrative Officer

The French NGO Eau et Vie (French for Water & Life) has created the NGO Water & Life Bangladesh and a social business Shobar Jonno Pani Ltd.

The overall objective of E&V is to improve the living conditions of low income communities in depressed urban areas of Bangladesh based on water supply, sanitation service, solid waste management, Firefighting and Hygiene promotion. Thus, W&L and SJP work in close collaboration to implement the program. W&L ensures the implementation of the Water network installation, sanitation & social activities (Hygiene promotion, Fire-fighting, Solid waste management, social survey), while SJP sets up, maintains and operates the water supply network in the targeted areas.  The scheme provides metered household connections to slum dwellers with reliable and good quality water, with full recovery of revenues by WASA. This is the first time in Bangladeshi slums that water is provided through household connection and based on a social enterprise model. Both W&L and SJP engaged in partnerships with the local communities, authorities, water operator and other development stakeholders.

Water & Life Bangladesh is now looking for 02 (two) Finance and Administrative officer for its Chittagong Branch office.

Location: Chittagong

Reporting To: Under the direct supervision of Finance and Administrative Director-W&L Bangladesh and SJP, Project Manager (Chittagong)

Coordination: With the Human Resources & Admin Officer-HO, Senior Finance & Admin officer-HO  and the Branch Manager- SJP (Chittagong).

Job Summary: The Finance and Administrative officer will be in charge of taking care of the administrative and accounting aspects of the W&L and SJP programs in Chittagong. Moreover he/she will be  responsible of the human resources aspects for the Chittagong branch, in coordination with the Human Resources officer-HO.

Specific Tasks & Responsibilities:

  1. Accounting
  • To record organisation all kinds of daily transaction (Receipt/ Payment/ Adjustment) with proper voucher and accurate documents.
  • Ensure the Bank deposit of the receipt amount against all kinds of service of the organisation with proper voucher/documents.
  • To prepare daily cash closing statement and report to Head office.
  • To take care of petty cash management.
  • To prepare monthly cash forecast (in flow and out flow) statement for the next month.
  • To calculate deductions for VAT and TDS and confirm deposit to government treasury as per government law and to report to Head office.
  • To prepare monthly bank reconciliation statement.
  • To prepare different accounting report as per the requirement of the management.
  • To maintain advance register, Cheque issue register and Cash Book Register.
  • To maintain banking relation (new cheque book, Bank statement etc.)
  1. Administrative
  • To provide all the administrative support to Chittagong branch (house rent/Car rent/ monthly Stationary/ IT tools etc.
  • To prepare different contract/agreement
  • To provide all kinds of procurement related support to Chittagong branch.
  • To provide all kinds of logistic related support to Chittagong branch.
  • To update stock register.
  • Up-date Fixed Asset register.
  1. Human Resources
  • Coordinate the recruitment and selection process of the staff of Chittagong.
  • Work in close cooperation with Dhaka HRAO on the skill and capability development of the staffs of Chittagong.
  • Monitor staff performance and attendance activities.
  • Provide information and assistance to staff, supervisors and council on human resource and work related issues for Chittagong branch.
  • Ensure the coordination between Dhaka and Chittagong offices.


  • MBA (Masters in Accounting from any recognized university with minimum 2nd division/ class/ CGPA 3.00 in all academic results.
  • No 3rd division/ class/ below CGPA 3.00 is acceptable.

Experience: Minimum 3 years of work experience in similar position.


  • The incumbent must demonstrate the following skills and attributes:
  • Proven skill on Microsoft Office and ICT.
  • Effective communication skill in English (Speaking/Writing/Listening/Reading)
  • Accounting skills
  • Team building skills, problem solving skills
  • Time management skills
  • Knowledge of Tally software would be a plus

Human Qualities: The incumbent must maintain confidentiality, use sound judgement and perform independently while performing the duties of the human resource officer. Moreover, the incumbent should be interested in NGO work and purpose. He/she has to be multi-skilled and show his/her motivation to contribute to the achievement of the W&L / SJP overall objectives in Chittagong. Salary Range: 25,000 BDT
