Position: Operations Manager

 

CONTEXT

The French NGO Eau et Vie (French for Water & Life) has created the social business Shobar Jonno Pani Ltd. and the NGO Water & Life Bangladesh in 2010.

The overall objective of E&V is to improve the living conditions of low income communities in depressed urban areas of Bangladesh based on water supply.

Thus, W&L and SJP work in close collaboration to implement the program. W&L ensures the implementation of the sanitation & social activities (Hygiene promotion, Fire-fighting, Solid waste management, social survey), while SJP sets up, maintains and operates the water supply network in the targeted areas. Bhashantek water supply network is a pilot and innovative project: the scheme provides metered household connections to slum dwellers with reliable and good quality water, with full recovery of revenues by DWASA. This is the first time in Bangladeshi slums that water is provided through household connection and based on a social enterprise model.

Thanks to the quality of services provided and the efficient billing system, the social enterprise gradually widens its field of action by becoming a multi-services actor, including the waste collection and the sanitation services.
Both W&L and SJP engaged in partnerships with the local communities, authorities, water operator and other development stakeholders.

Position: Operations Manager

Location: Based in W&L’s Bhashantek branch with field work in each W&L’s zone of intervention

Reporting to: Country Director

Coordination with:

  • Operations Manager of SJP Ltd. and his team.
  • Sanitation Technical Advisor and the Technical Team

Supervision of :

  • Field Coordinator - Mobilization and Training
  • Field Coordinator - Sanitation
  • Community Facilitators

Tasks & Responsibilities:

  1. Coordinate and Supervise the activities: Hygiene Awareness, Fire-Fighting, Sanitation And Solid Waste Management (Awareness & Promotion)
  • Oversee the interventions to ensure they are of quality and in compliance with the project proposal and W&L’s strategy.
  • Assist the Country director to design, organize and supervise the surveys (initial assessment as well as evaluation) needed for the implementation and monitoring of the activities, in collaboration with other managers from SJP/W&L.
  • Provide analysis of the findings of the survey to orient the activities of W&L and SJP, to draft proposals in line with the strategy.
  • Make sure the activities are implemented and monitored using best practice tools for effective project cycle management (action plan, dashboard, report, etc.).
  • Design, organize and supervise the community awareness sessions and trainings in collaboration with other organizations and SJP team members if needed; including tools development, reporting, capitalization and evaluation.
  • Prepare and manage the activities’ budget in coordination with Finance and Administrative Department, according to the procurement procedures of Water and Life.
  1. Community Coordination
  • Ensure the coordination with the community of the intervention zone
  • Ensure their participation in the projects
  • Work in close relationship with the community to ensure its mobilization and the smooth development of W&L activities.
  1. Networking
  • Maintain and develop partnerships and good communication with partners and other   stakeholders in Bangladesh in the field of the activity under his/her supervision.
  • Enhance program relationship with local communities and local authorities.
  • Plan and organize meetings with local authorities and other NGO as required for the implementation of  the trainings or other activities.
  • Coordinate the organization of events related to W&L and SJP activities (meetings, workshops,  visits etc.)
  • Share with his/her counterpart at W&L Philippines and E&V Ivory Coast
  1. Coordination & Reporting
  • Ensure the coordination of the implementation of W&L’s activities in the field
  • Prepare and send monthly reports (in the right format) of the activities under his/her supervision  as   required by E&V and W&L
  • Ensure the reporting and evaluation of the activities implemented under its supervision
  • Ensure the reporting and evaluation of the trainings conducted by W&L
  • Prepare and share the minutes of internal and external meetings
  1. Team Management & Technical Training Support
  • Manage a team of 2 persons for the moment and more in the future
  • Conduct annual appraisal and proceed to any new recruitment or termination, with the support of the HR Department
  • Recommend and implement specific and technical trainings for Shobar Jonno Pani Ltd. as well as Water & Life Staff
  • Coordinate the development of the strategy of intervention, tools, manual, training/course outline and agenda for each specific training
  • Ensure the reporting and evaluation of all the trainings conducted by W&L Other tasks related to W&L and SJP activities may be asked by W&L and SJP Program Managers.

Requirements:

Education

  • Minimum Master Degree in Social Science/ Management/ Public health.
  • Strong knowledge in WaSH project
  • Social worker education is an asset

Experience

  • Minimum 5 years of work experience in a similar position in development sector/NGO

Computer Literacy

  • Proven experiences in the use of computer especially in MS Excel, Word and PowerPoint

Status and duration of the contract:Permanent contract

Salary: BDT 55,000 - 60,000
