Position: Assistant Engineer

CONTEXT

The French NGO Eau et Vie (French for Water & Life) has created the social business Shobar Jonno Pani Ltd. and the NGO Water & Life Bangladesh in 2010.

The overall objective of E&V is to improve the living conditions of low income communities in depressed urban areas of Bangladesh based on water supply.

Thus, W&L and SJP work in close collaboration to implement the program. W&L ensures the implementation of the sanitation & social activities (Hygiene promotion, Fire-fighting, Solid waste management, social survey), while SJP sets up, maintains and operates the water supply network in the targeted areas. 9 Number  Bridge water supply network is a pilot and innovative project: the scheme provides metered household connections to slum dwellers with reliable and good quality water, with full recovery of revenues by CWASA. This is the first time in Bangladeshi slums that water is provided through household connection and based on a social enterprise model.
Thanks to the quality of services provided and the efficient billing system, the social enterprise gradually widens its field of action by becoming a multi-services actor, including the waste collection and the sanitation services.
Both W&L and SJP engaged in partnerships with the local communities, authorities, water operator and other development stakeholders.

Position: Assistant Engineer (Can ensure the Site foreman work + some technical reflection and drawing)

Location: Based in Chittagong

Reporting to: Project Manager Chittagong.

Coordination with:

  • SJP Branch Manager
  • W&L Operations Manager

Operational Monitoring of:

  • Plumbers team
  • Helpers
  • Contractors

Tasks & Responsibilities:

  • The main responsibility of the Assistant Engineer is to assist the Branch Manager/Operations Manager to implement and maintain SJP water network and W&L/SJP next construction works (drainage system, sanitation project).

Operational Monitoring of the Technical Team:

  • Plans the activities and define the priorities of the technical team in coordination with the Branch manager and/or Operations Manager.
  • Supervises and assist the plumbers and helpers for the construction and maintenance of the water network and sanitation projects.
  • Supervises the Water quality test on a regular basis.
  • Determines the humans resources needed for construction works

Technical:

  • To optimize the organization of the sites and the workers in terms of manpower and materials / equipment
  • Supervises plumbing/construction works: ensure quality of works and works plan implementation
  • Follow up the construction work
  • To assist during regular operation and maintenance of the existing water network.
  • Prepares the BoQ and the budget of construction works
  • To assist with the quotations and purchases of materials and to follow up.
  • Prepares basic plans on drawing software
  • Creates and updates GIS databases.
  • To give suggestions about how the installation and the project can be improved with the available means.
  • To stay open and polite towards the local community. To answer the questions they have about the project and to listen to their requests.

Logistics:

  • Ensures that the stock of construction materials is clean and organized.
  • Keeps track of the stock through record keeping (stock register) and physical counts.
  • Ensures timely orders for the missing materials so that these can be delivered on time.
  • To be responsible for maintaining the tools in good working order and if necessary prepare an order for replacement.
  • To involve the plumbers in this task and teach them how to maintain a stock so that at the end of the installation, the plumbers can take over this responsibility without any problem.

Reporting:

  • To prepare a weekly report about construction work and technical activities: progress of works, problems encountered, possible solutions, planning of next week, technical reflections, drawings, pictures, etc. and send it to the BM/OM/PM.
  • To make an activity report at the end of any installation.

Follow-up of Technical Activities:

  • To keep track on works and maintenance activities.
  • To report difficulties to the higher management while encountered during works or maintenance activities.
  • To enforce the safety rules and ensure that they are applied during the construction works
  • To ensure that workers are properly implementing the established construction methods
  • When required, to assist with any other task that is needed and demanded by the supervisor.

Qualification:

Education:

  • Minimum B.Sc. in Civil Engineer.

Experience:

  • Minimum 2 or 3 years’ experience in relevant field.
  • Site supervision experience.
  • Proven experience in Water network installation/maintenance and Water Quality Tests.
  • Proven experience in the use of Autocad or any other drawing software and piped water network simulation software would be a plus.
  • Ability to use GIS software would be a plus..

Skills:

  • Sound knowledge about design and maintenance of piped water network.
  • Knowledge about Water Quality Parameters and Water Treatment for drinking purposes.
  • Proven computer skills (MS Word, Excel, drawing software)
  • Proficient in both spoken and written English
  • Team management and planning skills
  • Strong team motivation and social work minded
  • Field oriented
  • Dynamic

Availability: September 2018

Duration of the contract: according to the project progress

Monthly Gross Salary: According to skills, experience and availability
