Position: Branch Manager

CONTEXT

The French NGO Eau et Vie (French for Water & Life) has created the social business Shobar Jonno Pani Ltd. and the NGO Water & Life Bangladesh in 2010.

The overall objective of E&V is to improve the living conditions of low income communities in depressed urban areas of Bangladesh based on water supply.
Thus, W&L and SJP work in close collaboration to implement the program. W&L ensures the implementation of the sanitation & social activities (Hygiene promotion, Fire-fighting, Solid waste management, social survey), while SJP sets up, maintains and operates the water supply network in the targeted areas. Bhashantek water supply network is a pilot and innovative project: the scheme provides metered household connections to slum dwellers with reliable and good quality water, with full recovery of revenues by DWASA. This is the first time in Bangladeshi slums that water is provided through household connection and based on a social enterprise model.
Thanks to the quality of services provided and the efficient billing system, the social enterprise gradually widens its field of action by becoming a multi-services actor, including the waste collection and the sanitation services.
Both W&L and SJP engaged in partnerships with the local communities, authorities, water operator and other development stakeholders.

Position: Branch Manager

Location: Based in Bhashantek, Dhaka.

Tasks & Responsibilities:
Under the supervision of the Project Manager and in collaboration with all the staff of SJP, the Branch Manager is responsible for the overall management and operation of the branch. His/her responsibility shall include but shall not be limited to the following:

1. Administrative:

  • Ensures all administrative policies and legal requirements of the organization are well-implemented including Human Resource and Procurement;
  • Suggests, develops and implements office rules and regulations in line current with HR policies and procedures and the overall mission and vision of the organization;
  • Coordinates with the head office human resource department (or Fin/Admin department) regarding the recruitment, training, resignation, evaluation, promotion and disciplinary actions of personnel;
  • Ensures the implementation of the  administrative procedure and other policies;
  • Reports monthly, to the human resources department, the attendance, leave records and its schedules, including the shuffling of staff, if applicable;
  • Ensures that all legal requirements pertaining to the Branch’s operation are up to date – e.g. business permits, employee statutory remittances, remittances to the head office for BIR purposes, as well as the drafting of contracts – Memorandum of Agreements, Lease Contracts and affidavits;
  • Ensures the safeguarding of all branch properties, instrumentalities and accessories, including the verification of its physical inventory, at least monthly and at most at the end of the calendar year;
  • Coordinates with Water and Life Bangladesh, for any activity that requires the support of the area staff;
  • Represents the organization within the area during meetings, and all extern communications, as emails, text messages, phone conversation;
  • Supervises and supports personnel in the daily performance of their tasks keeping in mind objectives and goals of the branch;
  • Other administrative tasks as maybe delegated. 

2. Accounting and Finance:

  • Ensures all financial policies and procedures are well implemented.
  • Verifies daily the proper cash management of the collection
  • Supervising the encoding of daily receipt and disbursement transactions
  • Verifies the validity and completeness of the supporting documents and approves disbursements
  • Submits fund request and monitors monthly budget versus the actual expenditures of the branch;
  • Prepares regular reports of the branch before submission to the Project Manager for consolidation (e.g. check register, cash book,  monthly billing, report of new connections, report of collections, report of deposits, etc.);
  • Reports any deviation (positive, negative, as is) of the financial target/business plan from the actual results;
  • Verification of the amount of Receivables – Consumption and Connection Fees balances as well as the monitoring of Arrearages;
  • Monitors the issuance of receipts and ensures that as much as possible, the receipts for purchases are valid;
  • Informs and seeks approval of single transactions or disbursements to the Project Manager;
  • Conducts cash count on occasional instances to validate the cash balances;
  • Safeguards cash boxes, vaults and storage of important documents;
  • Other tasks as maybe delegated.

3. Operations:

  • Ensures and monitors that the water system in the area is working and provides potable and safe water to the concessionaires;
  • Monitors and reports, in coordination with the Project Engineer, the status of construction in progress of the project;
  • Coordinates with Water and Life Bangladesh, any activities requiring the support of the branch staff;
  • Ensures SJP promotion in Bhashantek slum;
  • Verifies technical reports manifested by the technical team;
  • Ensures that the plans, designs, layouts for the installation, rehabilitation and repairs have been complied with and in accordance with the technical procedures of the organization
  • Educates potential concessionaire to the terms and policies established by the organization, as well as the partnership involvement with W&L;
  • Manages personnel in attending concerns and complaints  of concessionaires;
  • Ensures that the minimum targets on the number of new active connections set monthly, quarterly, semi-annually and annually have been reached;
  • Ensures that water losses are in acceptable level or minimal;
  • Regularly visits the areas to meet the concessionaires, the communities, to follow the poor paying customers, to solve some complaints, to follow activities of the field staff.
  • Coordinates with W&L for survey, mapping, prospection of a new area;
  • Ensures monthly water quality tests
  • Coordinates with the partners involved in the project;
  • Ensures communication (internal and external)
  • Other tasks as maybe delegated.

Qualifications:
Education

  • Minimum MBA / Master Degree in Social Science

Experience

  • Minimum 3 years in Managerial Position
  • Experience required in business
  • Must have experience in WaSH field and/or development field
