CONTEXT

Water & Life Bangladesh, an International NGO, created by the French NGO Eau & Vie is active in Bangladesh in the livelihood development of Urban Slum dwellers implementing Firefighting, Hygiene promotion, sanitation and solid waste management activities.

W&L Bangladesh works in close association with the social business company Shobar Jonno Pani Ltd. (SJP), created by Eau & Vie in 2010, specialized in water supply in urban slums of Bangladesh, aiming at creating quality-controlled, piped and metered water supply networks which are financially viable, socially responsible and adapted to the needs of urban poor.

Both W&L and SJP engaged in partnerships with the local communities, authorities, water operator and other development stakeholders.

REPORTING TO


Under the direct supervision of the Fin & Admin Manager
Program Manager Water & Life Bangladesh and Program Manager Shobar Jonno Pani Ltd.

COORDINATION


With the Branch Managers of SJP Ltd.

JOB SUMMARY


The HR officer will be responsible for planning and implementation of recruitment and selection of human resources as per goals and objectives of the organization under the guidance of Finance & Admin Manager in consultation with Programme Managers.

S/ he will also be responsible for the maintaining personnel files in relation to prepare and preserve statutory documents i.e., Recruitment and Selection documents, Letter of Appointment, Employment Contract, Personal Data, Leave Record, Annual Appraisal, Separation Document, Exit Interview together with taking care of the Logistics and Supplies .

S/he will assist the line managers in Training Need Assessment for professional development of their staff, performance monitoring and employee counseling. 

Further S/he will take care of the administrative tasks related to expatriate work permit and VISA.

SPECIFIC TASKS & RESPONSIBILITIES


1. Coordinate the recruitment and selection process
  • Provide advice and assistance to supervisors on staff recruitment
  • Provide advice and assistance with writing job descriptions
  • Prepare notices and advertisements for vacant staff positions
  • Prepare detail  list of the participants
  • Schedule and organize interviews
  • Participate in applicant interviews
  • Conduct reference checks on possible candidates
  • Prepare, develop and implement procedures and policies on staff recruitment
  • Inform unsuccessful applicants
  • Conduct exit interviews

2. Provide support to supervisors and staff to develop the skills and capabilities of staff

  • Ensure that accurate job descriptions are in place
  • Provide advice and assistance when conducting staff performance evaluations
  • Identify training and development opportunities
  • Organize staff training sessions, workshops and activities
  • Process employee requests for outside training while complying with polices and procedures
  • Provide basic counseling to staff who have performance related obstacles
  • Provide advice and assistance in developing human resource plans
  • Provide staff orientations
  • Access funding for training and write proposals

3. Monitor staff performance and attendance activities.

  • Monitor daily attendance
  • Investigate and understand causes for staff absences
  • Recommend solutions to resolve chronic attendance difficulties
  • Provide basic counselling to staff who have performance related obstacles
  • Provide advice and recommendations on disciplinary actions
  • Monitor scheduled absences such as holidays or travel and coordinate actions to ensure the staff absence has been adequately covered off to ensure continuity of services
  • To assist administration in preparing monthly staff payment providing relevant information on increment, promotion, leave status, and as for driver (s) over hours and W/E, holiday duties.

4. Provide information and assistance to staff, supervisors and Council on human resource and work related issues.

  • Assist in Developing human resources plan and personnel management policies and procedures
  • Implement human resources plan and personal management policies and procedures.
  • Promote workplace safety.
  • Provide advice and assistance to staff and management on pay and benefits systems
  • Research and monitor human resource systems in other organizations within the community.
  • Explain and provisions of the personnel policy.
  • Explain employment standards and legislation such as workers compensation, labour standards and Fair Practice Act.
  • Organize the transitional provisions of employee compensation, pay and benefits when positions are transferred or new positions are funded through contribution agreements and other special funding arrangements.
  • Arrange for the repairs of computers and other office equipment and assist with organizing staff to carry out work due periods of equipment shutdowns.
  • Attend Council meetings to provide information, when necessary.
  • Assist administration in secretarial works as and when needed.
  • To be responsible for work permit and VISA administration of the expatriates.  

5. Logistic Management.

  • To prepare quarterly requisition for stationary and office supplies and forward for procurements
  • To maintain stock register with relevant records of purchase and supplies
  • To order and supply ID cards, professional cards as and when needed.
  • To help management in budgeting related to stationary and office supplies.


REQUIREMENTS


Education: MBA in HRM/ Masters in Management from any recognized university with minimum 2nd division/ class/ CGPA 2.00 in ail academic results. No 3rd division/ class/ below CGPA 2.00 is acceptable.

Experience
Minimum 2 years of work experience in the same position

Skills

  • The incumbent must demonstrate the following skills:
  • Proven skill on Microsoft Office and ICT.
  • Spoken, understanding and reading English
  • Team building skills, problem solving skills, basic counselling skills
  • Effective written communications skills including the ability to prepare reports, proposals, policies and procedures both in English and Bengali.
  • Time management skills
