Request for EOI

WaterAid is Seeking Expression of Interest (EOI) from research firms interested in taking part in a bidding process to conduct National WASH Accounts using TrackFin 

Background
WaterAid, in collaboration with World Health Organization (WHO) and UNICEF, will shortly be facilitating the first ever National WASH Accounts (NWA) in Bangladesh, under the banner of the Policy Support Branch (PSB) of the Local Government Division (LGD) of MoLGRD-C. The NWA will follow the TrackFin which is a globally accepted methodology for tracking financial flows in the WASH sector. The guideline of TrackFin can be found at this link: https://goo.gl/gv6DvH.

In preparation for NWA, a team from WHO will be conducting an orientation workshop between 7th and 9th August 2018 for a day. The workshop will cover the TrackFin methodology, as well as the information on a potential additional module on assessing out-of-pocket expenditure, which may require primary data collection at the household level.
Individuals or firms interested in participating in the final bidding process are invited to submit their expressions of interest (EOI) to WaterAid. EOIs will be assessed based on the following criteria:

EOI will be evaluated on 100 marks by evaluation committee on the below technical proposal

  • Organisational profile (10)
  • Experience of firm with large-scale financial/budget analysis or tracking research (30)
  • Experience of primary surveys at household level (30)
  • Experience of WASH-related research (10)
  • Key staff (20)

Parties selected based on relevant experience and expertise must ensure their representatives are available to participate in the briefing workshop on TrackFin to gain a more detailed understanding of TrackFin.

Submission of Expression of Interest and Notes

  • Last date of submission of EOI is 25th July 2018 (23:59BST)
  • The original EOI with technical and forwarding letter to Country Director, WaterAid Bangladesh should be submitted electronically to the email address WaterAid-Tender-TA@wateraid.org with subject “EOI for TrackFin”.
  • The EOI should have documents to assess the technical capacity of the firm based on the assessment criteria with email, and put all attachments in one zip folder in the name of the firm.
  • WaterAid will not bear any travel, accommodation or work day loss for any individual/organisation selected based on the EOI to participate at the workshop. The workshop will be in Dhaka.

WaterAid Bangladesh reserves the right to cancel the EOI at any point of time without serving any notice. Furthermore, WaterAid has its absolute discretion to suspend and disqualify any EOI or all EOIs received without tendering any reason whatsoever.
