MANAGER - WASH

For its country office in Bangladesh

The position is responsible for leading and managing the implementation of Water, Sanitation and Hygiene (WASH) focused projects under urban, rural and climate vulnerable contexts in the country through partner organization. Developing strategies including situation analysis, project activity designing, operational planning, budgeting and building implementing partner’s capacity s/he will ensure effective execution of the projects. S/he is also responsible to take initiatives for scaling up and seeking further opportunities for similar interventions in line with WaterAid’s Country Programme Strategy. The Manager is accountable for monitoring, ensuring compliance of the commitment to donors as well as organizational policies and procedures, networking and advocacy with INGO/ NGO/LGI sector actors and influencing on emerging agenda, building capacities of duty bearers and major stakeholders on respective WASH related issues. S/he will represent WaterAid in different platforms and meetings participated by NGOs/INGOs /LGI /UN bodies and other organisations from the development community.  

Key Responsibilities:

  • Lead the implementation of WASH projects/programme of the organization
  • Contribute in the development of new project proposal, identify new project areas, select new partner organizations, etc.
  • Ensure project design, planning and budgeting in line with the Country Programme Strategy & Guidelines of the organization and donor’s requirement.
  • Monitor progress of implementation and take necessary corrective measures.
  • Conduct continuous review of partners’ progress against plan, identify the loopholes, provide appropriate feedback & support to ensure smooth and effective implementation of the programme.
  • Coordinate with other teams of WaterAid Bangladesh to ensure providing necessary support to the partner organizations on their needs.
  • Facilitate the process of advocacy issues especially WASH compliances at specific location by networking and alliance buildings with relevant stakeholders.
  • Advocate policy influencing work in coordination with other teams of WaterAid.
  • Build capacity of relevant WASH actors and relevant staff of partner organizations on emerging WASH issues through appropriate development initiatives.
  • Facilitate knowledge management process for the respective projects/ programmes in terms of documentation of good practices, learning and cases.
  • Prepare reports for different audiences.
  • Ensure donors compliance related to the projects.

Person specification:

  • Masters or equivalent degree in any discipline / Engineering in Civil / Water Resources/ Environmental/ Sanitation - from any recognized University. Higher or excellent academic achievements will be given priority.
  • At least 8 years’ job experience in the development field in which 4 years in the managerial position with programme/project management expertise. Working with WASH, Environment, Climate Change, Health or experience of corporate sector on leading development projects will get preference.
  • Experience in project management i.e. project development, planning, budgeting, implementation and monitoring.
  • Understanding of technical, social and institutional issues relating to water, sanitation and hygiene education in developing countries.
  • Expertise in partnership management and development issues.
  • Demonstrated leadership and interpersonal skill, organizing & problem solving abilities, articulation of goals and action plans, demonstrate gender and cultural awareness.
  • Excellent communication, presentation, facilitation and report writing skills.
  • Proven team building and collaboration skill
  • Able to plan, priorities and organize self and others, ability to work independently with minimal supervision, under pressure and meet deadlines.
  • Able to contribute in the regional and global platforms within and outside WaterAid
Reportable to : Head of Programmes
Work station : Dhaka, Bangladesh with extensive travel to different parts of the country.
Working hours : Full time (05 days in a week with minimum 37.5 hours per week)
