PROGRAMME OFFICER- MONITORING AND EVALUATION

for its country office in Bangladesh

Key Responsibilities:

As a member of a high-performing M&E team s/he should take responsibility and contribute to

  • Conduct monitoring and evaluation of projects as per need
  • Design survey methods and tools and coordinate with external consultant/ agency involved in WaterAid studies.
  • Compile monitoring findings, prepare reports and share with respective project/programme focal and line Manager
  • Maintain different online and offline databases and related systems and analyse data as per reporting needs and management requirements
  • Support capacity development of partner NGO on the whole range of monitoring functions including data-inputs, validation and reporting in line with WaterAid requirements.
  • Train and assist PNGO staff to deal with mobile phone based management information system.
  • Develop ToR and support outsourcing process as per organisational policy for different studies including baseline, endline and outcome monitoring survey
  • Provide data support to others from the MIS in grant specific donor reporting as well as six-monthly and annual reporting of WaterAid.
  • Manage specific databases on Water Quality Test, inventory of water and sanitation hardware and any other system that will come into place.
  • Review and help upload necessary documents in online global system on planning, monitoring, evaluation and reporting (PMER)

 
Requisite qualifications and experience

  • Masters or equivalent degree preferably in Statistics/Anthropology/Urban and Rural Planning
  • 3 to 5 years’ demonstrated experience in M&E with reputed organisations preferably with INGOs or international organisations
  • Knowledge on study methodology, M&E techniques and tools, and application devices
  • Experienced in using computer software i.e. SPSS, MS Excel, MS Access, GIS applications
  • Skilled in writing analytical quality report; ability to present study findings.
  • Experience in maintaining MIS, mobile phone based monitoring system, database network and electronic data archiving
  • Good communication skills and experience to work with partners and develop their capacity. High level of pro-activeness, positive attitude, promote integrity
  • Able to plan and prioritise tasks, ability to work independently with minimal supervision and aptitude to work under pressure to meet deadlines.
  • Ready to undertake extensive field visits as required
Reportable to : Manager-Monitoring and Evaluation
Contract tenure : 3 Years with a possibility of extension
Working hours : Full time (05 days in a week with minimum 37.5 hours per week)
