Monitoring & Evaluation Manager Opportunity

The U.S. Pharmacopeial Convention (USP) is a scientific nonprofit organization that sets standards for the identity, strength, quality, and purity of medicines, food ingredients, and dietary supplements manufactured, distributed and consumed worldwide. USP’s drug standards are enforceable in the United States by the Food and Drug Administration, and these standards are used in more than 140 countries.

The Promoting the Quality of Medicines (PQM) program is a program funded by the United States Agency for International Development (USAID) and implemented by USP. Since 1992, USP has worked in partnership with USAID to support developing countries in addressing critical issues related to medicines quality. The PQM program provides technical assistance to build capacity of medicines regulatory authorities and quality assurance systems in countries with emergent health systems and it supports manufacturing of quality-assured priority essential medicines for malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and maternal and child health. There is increasing recognition of the burden of poor-quality medicines and their threat to public health, especially in low- and middle-income countries. Falsified and substandard medicines can cause treatment failure and adverse reactions, can increase morbidity and mortality, and may contribute to antimicrobial resistance. These medicines represent not only a waste of scarce resources but also a substantial risk to public health. Further, they risk undermining decades of health investments, including those made by USAID. 

PQM Bangladesh is seeking a Monitoring and Evaluation Manager to undertake monitoring and evaluation activities in support of program implementation.

Working under the direction and guidance of the Chief of Party of the USP/PQM-Bangladesh Office, the incumbent will be responsible for Monitoring and Evaluation (M&E) of the program.  S/he will oversee the implementation of the Performance Monitoring Plan for the USP/PQM program in Bangladesh and work with the team to collect, analyze and report program data for program learning and informed management decisions. The incumbent will also help support the USP/PQM program in planning and effective implementation to meet its set goals and objectives. 

Responsibilities:

  • Oversee the USP/PQM Bangladesh Performance Monitoring Plan (PMP) and ensure its alignment with the PQM global results framework and PMP in order to track the completion of the program goals.
  • Monitor the detailed PMP/M&E implementation plan (e.g. data collection, data quality check, data analysis, etc.) for the USP/PQM Bangladesh program; periodically review and evaluate the program to ensure it is on track and assess the validity of the information and indicators.
  • Design a field level M&E management and related database.
  • Monitors all project activities and progress towards achieving project deliverables and indicators using Newdea project center to ensure the program is on track according to the work plan; upload program deliverables on Newdea regularly.
  • Manage monthly progress of activities in annual work plans including monitoring of progress of outputs and outcomes on a quarterly and annual basis.
  • Conduct internal evaluations of progress of projects at different stages of development and submit report to management.
  • Manage the planning and preparation of annual work plans with a focus on targets.
  • Facilitate the submission of updated annual and quarterly targets of the project.
  • Coordinates the regular review of progress towards achieving program objectives through monthly/quarterly program reviews, portfolio reviews or other processes.
  • Provide up-to-date data and information and reports on annual and quarterly targets set by project/country office to be included in monthly, quarterly and annual reports.
  • Builds capacity of the staff in M&E.
  • Participates in annual project reviews and planning workshops and assist the PQM Chief of Party.
  • Coordinates program reviews or evaluations with PQM Headquarters M&E team; provide input into the design, implementation and dissemination of internal program reviews or evaluations.
  • Disseminate relevant information on project progress.
  • Enter all training data on TraiNet, a USAID training data management system.
  • Provide training and guidance to relevant staff of the project on designing, monitoring, and evaluation systems and - information collection of project activities.
  • Contribute to the development of proposals for the next phase of the PQM project and other project of USP.
  • Coordinate with Communications and Partnerships Unit on documentation and regular inputs to the central data server: case studies, new agreements and strategic partnerships, publications and media events, videos and multimedia productions.
  • Suggests strategies to Chief of Party for improving the efficiency, effectiveness and sustainability of the program.

Minimum Requirements

Education

  • Master’s degree in Economics, Statistics, Social Sciences; preferably in M&E, Public Health/ MBBS, Social Sciences, Business Administration, Health Economics, Demography or Statistics.

Experience:

  • At least 7 years of experience in Monitoring & Evaluation (M&E) including design and implementation of M&E in development projects implemented by national/international NGOs/or Government.
  • Experience in program planning and tracking of implementation.
  • Experience in designing tools and strategies for data collection, analysis and production of reports.
  • Expertise in analyzing data using statistical software.
  • Experience/knowledge of qualitative and quantitative data collection and analysis tools and methods.
  • Practical experience with USAID M&E procedures and practices is highly desired.
  • Ability to work independently and to liaise and coordinate activities between different agencies that USP/PQM works with.

Knowledge, Skills and Abilities:

  • In-depth knowledge on M&E/MIS and development issues.
  • Understanding of project cycle management.
  • Excellent knowledge of monitoring and the application of methodology: Good understanding of capacity assessment methodologies; excellent ability to identify significant capacity building opportunities.
  • Excellent communication skills (written and oral): sensitivity to and responsiveness to all partners, donors and program staff.
  • Excellent analytical skills; mature judgment combined with a proactive, energetic approach to problem solving.
  • Proficient in English language (written and spoken).
