Job Title : Project Officer Livelihood
Project : Women Business Centre in Waterlogging Areas of Southwest Bangladesh (Phase III)
Location : Khulna
Duration : 10 Months
Reportable to : Head of Food Security & Livelihood

Job Summary:

The “Project officer Livelihood” will be responsible for overall project management and guidance of WBC finance and Business Officer, Women business centres and Service Providers Association. S/he will provide strong leadership in the development and implementation of concepts, approaches, strategies, systemic constraints and interventions of livelihood, Women Business Centre/Service Providers Association. S/he will responsible to identify relevant private and public sector actors, develop an effective plan and implement interventions that enhance products’ competitiveness. S/he will also be responsible for building capacity of the Women Entrepreneurs/ Service provider Association in order to promote and strengthen service market. S/he will be responsible to ensure quality monitoring of project’s result and to build capacity of Field Facilitator in line with the new approaches and strategies of the project. S/he will be responsible to develop functional relationship and maintain regular liaison with the project partners, public and private sector organisations.

Duties and Responsibilities:

Responsibilities Tasks
Leadership and Management
  • Assist in developing the programmatic strategic vision of operational goals and outcomes for the Southern part of Bangladesh
  • Develop an annual plan and implement activities as per agreed timelines
  • Develop, maintain and review monthly, quarterly, and annual budgets for the district
  • Assess training needs of the FF especially with respect to their knowledge on market development and service market promotion.
  • Organise and facilitate different workshops/meetings/training/learning visits, etc for the capacity building of the FF.
Financial Management:
  • Keep a tab on financial implications, ensure cost effective measures are adopted in program implementation
  • Follow the financial manual and adhere to the rules and regulations of UP and funder
  • Ensure that the district is staffed as per requirement of the program budget (payroll and volunteers)
  • Ensure that finance staff are oriented, inducted and trained to do their job
  • Liaise with all stakeholders involved in district operations program
  • Liaison with the necessary government bodies for smooth implementation of the program as required.
Knowledge management, monitoring and reporting
  • Contribute to develop tools and guidelines to measure the results of economic interventions.
  • Ensure timely collection of authentic data from the appropriate sources of information.
  • Prepare progress reports, case studies, experience capitalisation documents.
Networking and coordination
  • Organise upazilla level workshops, meetings, exchange visits etc with private companies, public sector organisations, MSEs and SPAs.
  • Facilitate establishing contracts between different market actors with the objective to make a win-win situation for both parties.
  • Facilitate public and private sector organisations to implement the activities according to agreement.
  •  Assist in facilitating the process to enhance the chain performance, vertical and horizontal integration through building producers’ networks and production/collection centres.
Other Tasks
  • Any additional tasks assigned by the Supervisor that may be within the scope of the position to ensure the effective delivery and development of the project

Key Skills and Competencies:

  • Professional and clear written and oral communication skills both in English and Bangla essential,
  • In-depth knowledge on program management, finance and administration, and Monitoring & Evaluation
  • Good command on MS-Office (MS word, Excel, Power Point etc.)
  • Strong background in leadership, community engagement and relationship building
  • Excellent networking, communication, negotiation and interpersonal skills
  • Strong analytical and report-writing skills
  • Ability to handle financial issues with relevant concerns
  • Ability to work effectively with people from diverse backgrounds
  • Ability to work independently and in a team
  • Excellent public speaking and facilitation skills
  • Ability to work a flexible work schedule
  • Willingness to travel to and work in remote areas for extended periods of time
  • Highly motivated, self -starter, ability to work under pressure with minimum supervision
  • Supportive and committed to work for vulnerable groups, values-oriented and gender sensitive

Educational Qualification:

  • Masters in relevant field from a reputed recognized University.

Work Experience:

  • At least 5 years’ working experience in the same or equivalent position in the field of social development. Experience within a national or international organization essential with a high standard IEC material, training module and guideline development skills.
