Project and Consortium

The Leadership to Ensure Adequate Nutrition (LEAN) project aims to improve maternal and child nutrition in the remote Chittagong Hill Tracts of Southeastern Bangladesh through a consortium of six partners led by United Purpose (UP). The project aims to break the perpetual cycle of undernutrition in 18 selected Upazilias under the Districts of Rangamati, Bandarban, and Khagrachari in the Chittagong Hill Tracts. The project funded by the European Commission (EC) will work to improve maternal and child nutrition for 282,000 pregnant and lactating women, children under 5 and adolescent girls by providing holistic, nutrition-sensitive and nutrition-specific livelihoods models to diversify diets and income for the most vulnerable whilst working with local, district and national government to promote nutrition-sensitive governance at all levels. The specific objective of the Project is “to create an enabling environment for improved and sustained pro-poor nutrition security service delivery and awareness will address the institutional determinants of undernutrition in the CHT which include the political and policy framework for nutrition, and the coordination and service delivery structures”.
The consortium of partners is led by United Purpose (UP) and consists of technical partners HELVETAS Swiss Intercooperation (HELVETAS) and the Global Alliance for Improved Nutrition (GAIN), as well as three implementing partners Caritas Bangladesh (CB), Integrated Development Foundation (IDF), and Jum Foundation (Jum).

About the Role

The role of the Project Officer – Data Management & Quality Control – is to ensure quality data collection and analysis for project monitoring to meet the goals and objectives of the LEAN project. S/he/they will guide staff on data management and quality control and will be responsible for the maintenance of data quality assurance across the project.

Key Duties and Responsibilities

The successful candidate will work with software and internet applications to design, develop and implement data collection processes. S/he/they will provide assistance in developing a program dashboard for the district in line with project expectations and actual situation of the Chittagong Hill Tracts. The position will provide training to other employees to work with these resources in order to improve their quality standards.

Overall purpose:

  • Collect data relevant to the LEAN project
  • Manage data systems and ensure all systems are operational and effectively maintained in accordance with procedures and policies
  • Conduct quality data analysis and produce quality reports against given timeframes
  • Collaborate with key stakeholders to maintain organisational knowledge of data management and quality control
  • Implement quality control procedures related to data management

Tasks and Responsibilities:
The Project Officer in Data Management and Quality Control is responsible for overall data management for the LEAN project, including data collection, analysis, reporting and management.

1. Data Collection:

  • Formulate, implement, and enforce proper data collection and evaluation policies and procedures
  • Train specific groups engaging community representatives on data collection tools, processes and methodologies
  • Implement quality control activities
  • In line with project requirements and EC guidelines, determine data needed to be collected and appropriate data resources

2. Data System Management:

  • Develop and implement data management and evaluation plans
  • Develop a systematic database to store collected data
  • Ensure the data system is operational and effectively maintained
  • Troubleshoot data submission errors and data error issues
  • Ensure data management procedures and projects have set timelines and meet established deadlines
  • Maintain a close working relationship with relevant stakeholders, including community members, relevant government bodies and relevant vendors for data collection
  • Provide a secure access for relevant authorities and personnel to submit data
  • Assist relevant authorities with setup, testing, and implementation of data collection software
  • Ensure that all data management updates are properly installed (by third party/vendor)
  • Perform and document procedures for data preparation, including data cleaning, standardization and analysis

3. Data Reporting and Analysis:

  • Understand and ensure privacy laws and standards are implemented and adhered to
  • Prepare monthly, quarterly, and annual data reports for distribution
  • Develop ad-hoc reports as necessary
  • Present data at workshops, conferences and meetings where required
  • Develop and maintain a public access or limited access data research portal
  • Share data with Consortium partners, other agencies/organisations, Government bodies as needed
  • Consult with line manager regarding problems and assist in developing means to correct problems

4. Collaboration:

  • Maintain relationships with implementing partners, community groups, local service providers, relevant Government bodies and other state agencies with an interest in relevant mother and child nutrition related data
  • Attend and participate in relevant meetings at both the local and national level

5. Quality Control:

  • Establish data quality standards and ensure standards are met
  • Perform tests to determine where weaknesses exist and utilise software and security protocols to keep information private
  • Discuss security needs with management and develop plans to deal with current and future cyberattacks from hackers and other criminals.
  • Ensure quality data collection techniques are established for reporting authorities including donor and consortium partners

6. Other Duties:

  • Provide ongoing consultation and technical assistance
  • Any additional tasks assigned by the Supervisor that are within the scope of the position to ensure the effective delivery and development of the project

Job Requirements:

Skills and Competencies:

  • Proven skills and experience in quantitative data collection, analysis, and validation
  • Strong expertise in data management and quality control
  • Experience in Management Information Systems (MIS)
  • Data Reporting and analytical competencies
  • Strategic and creative problem-solving as well as time management skills
  • Excellent presentation skills able convey complex data in a digestible and accessible format
  • Professional and effective written and oral communication skills both in English and Bangla
  • Background in community engagement and relationship building desirable
  • Excellent networking, communication and interpersonal skills
  • Excellent narrative report writing skills
  • Ability to work effectively with people from diverse backgrounds
  • Ability to work independently and as part of a team
  • Ability to work a flexible work schedule
  • Willingness to travel to, and work in, remote areas for extended periods of time
  • Highly motivated, a self–starter and ability to work under pressure with minimum supervision

Educational Qualification:

University degree in Computer Science/Information Technology / Mathematics / Statistics / Computer Engineering / Information Systems / Network Engineering and Administration from a reputed, recognised university essential. A Master of Science or MBA degree desirable in Information Systems or Computer/Information Science from a reputed, recognised university. Foundational knowledge in data management is essential for this position.
 
Work Experience:

A minimum of 3 years’ relevant working experience in the field of data management and/or social development, preferably within an international NGO or within the corporate sector, with knowledge and experience of conducting quantitative analyses and using data management applications.
