Operational Context:

UNHCR is working in partnership with the Government of Bangladesh to ensure effective management of the two registered refugee camps: Nayapara and Kutupalong since the establishment of these camps. As of 15 January 2019, Bangladesh hosts more than 907,199 Rohingyas from Myanmar, which resulted in the activation of ‘’Emergency Level 3’’. The camps and the surrounding settlements outside are very congested which increases the overall protection concerns for the population. UNHCR Office in Bangladesh mobilized efforts to assist the Government in identifying the needs and protection concerns of the refugees. UNHCR coordinates and promotes the implementation of its mandate within the model of the Comprehensive Refugee Response Framework (CRRF), with the government, civil society and other relevant international and national stakeholders to provide protection and assistance to the hundreds of thousands of women, men, boys and girls who continue to arrive in Bangladesh and live under very compelling human and protection conditions. Shelter & Site Planning play a pivot role as part of the response to this increasingly concerning humanitarian crisis.

The Shelter Associate will be based in Cox’s Bazar. He/she will work under the overall supervision of the Assistant Shelter Officer and in coordination with other colleagues working in the team. The position requires regular contact with Programme, Protection and Field staff in country in order to ensure technical support to shelter and construction activities. 

The incumbent provide technical input related to physical planning, shelter and infrastructure, with due consideration to environmental concerns, to the operation, implementing partners and other agencies involved in assisting persons of concern to UNHCR, as well the technical standards and UNHCR's protection mandate and policy priorities, such as the environment, women and children, groups with specific needs.

The position does not have any management responsibility.

Functional Statement:


  • The UNHCR office is supported in the field of Shelter.
  • Viable shelter response and an effective monitoring system is in place.


  • Assist in sketch design work and preparation of detailed working drawings using AutoCAD software.
  • Prepare specifications, cost estimations, and BOQs for shelter solutions and buildings for accommodation of other services in camps and host community settings.
  • Assist in detailed site and infrastructure planning, including access road works, schools, health units, distribution and storage services, or any other service needed to further detail development works as outlined in the concept Master plan.
  • Undertake field visits, and monitor the construction of shelter and infrastructure projects implemented in the camp, or in related locations in the country.
  • Participate in needs assessment missions to camps and other service sites for identification of potential site and building constraints, respectively for collecting information to undertake detailed site planning for infrastructure implementation and shelter construction.
  • Assist in shelter sector coordination work, specifically in preparation of guidelines, and reports.
  • Liaise and coordinate with stakeholders of shelter and settlement projects.


  • Monitor Shelter activities on behalf of UNHCR and make recommendations to the Shelter Officer and the UNHCR management team.

Essential Minimum Qualifications and Experience:

  • Secondary school diploma with training certificate in Civil / Environmental / Public Health engineering or other related fields.
  • At least 6 years of hands-on technical support including experience in assistance delivery in emergencies and relief operations.
  • Knowledge of SPHERE standards and ability to use basic survey equipment, digital cameras, GPS receivers and computer equipment.
  • Technical drafting and design skills, preferably with basis computer-aided drafting (CAD) experience.
  • Knowledge of local institutions.
  • Excellent knowledge of English.

Desirable Qualifications & Competencies:

  • Knowledge and understanding of UNHCR/UN administrative and financial rules and regulations.
  • Good knowledge and understanding of Shelter standards for emergencies and refugee camps.
  • Knowledge and understanding of tender procedures, market surveys.
  • Knowledge and understanding of risk based monitoring and evaluation, multi-criteria analysis and project management and control.
  • Excellent knowledge of Chittagonian or/and Rohingya language.
